FERTILISERS

Question 1 The baseline specific consumption and target specific consumption

would have to be achieved is for all 3 year, within 3 year or average of 3 years?

It was to be achieved for the year 2013-2014. X% (what is to be defined) less than

the baseline energy defined.

Question 2 How the target fixing will be done?

The fixing of target for every plant is baseline energy consumption is average of

3 year i.e. annual baseline SEC. Every industry will be given a percentage

reduction and that has to be achieved from baseline enrgy consumption.

Question 3 How to achieve percentage reduction?

The percentage reduction is smallest for most efficient and largest for less

efficient plant, it doesn’t mean any less efficient plant comes to achieve the

baseline or target of the most efficient plant. There will be no sectoral

benchmarking; target fixation is different for every plant.

Question 4 The consistent availability of energy is a constraint, as industry

appreciate reduce of gas reduces SEC. How this will be handled? How to recover

cost? Any SEC reduction will enter a cost. What is the mechanism/kind of price to be

taken as industry has IIR estimated?

If gas is not consistent or power station doesn’t have access to coal, they will

operate at less than their optimum capacity. If this capacity due to fuel

availability is less then there will be adjustment. This adjustment will be handled

in the beginning.

Second Adjustment will be for the % of electricity purchased from grid.

Cost in case of fertilizer is decided by Ministry of Fertilizer that when to develop

subsidy and for power is done by regulatory commissions. If there is saving

because of lower Energy Consumption, Industry is allowed to retain part of it.

This is an on-going discussion with Ministry of Fertilizer and Fertilizer’s

Association, who will come up with the formula which will also take into

account the cost involved.

Question Since only Urea is considered in the Fertilizer sector, will the energy

Consumption for the other products be included for target setting.

Energy consumed for products other than Urea will be adjusted while

calculating SEC.

Question 5 Is Waste Heat Recovery system excluded from energy saving scheme?

Nothing has been included or excluded. WHR is not excluded only amount of

energy coming in plant or amount of product going out of plant is point of

concern under the scheme.

Question 6 We have mother plant in Karnataka, as the capacity increased we have

two grinding unit in different state. Will ESCert credit will be given to both mother

plant and grinding unit, as both calculating SEC. Will both be benefited or there will

be separate accountability for mother and daughter plant?

If grinding unit is consuming is more than 30,000 Ton of equivalent energy it will

not be there, only mother plant is DC. If grinding unit is also DC then two are

dealt separately. Internal transfer of ESCerts can be done.

Question 7 In our industry different types cements are produced which affects the

energy consumption significantly. How this product variation be taken care of?

Correction factors, ppc to opc, will be given to such product variation while

calculating the SEC. BEE is working with NCCBM to develop the empirical

relation for this. The correction factor is based on best.

CHLOR ALKALI

Question 8 Any alkali industry already got converted to ambient energy efficient

technologies, so no scope of further reduction. Meetings with alkali association will

be taken to handle issues like various products not included list of DC.

BEE had series of meetings with chlor-Alkali industries association, and will

continue to have subsequent meetings with plant head, based on sector and

many more.

Question 9 How raw mix change will be taken into account for target setting, because

raw mix keep changing and that will change SEC also?

If large change is there product mix will be considered. It is to be used as

compliance. In the next cycle even lower SEC is to be achieved.

Question 10 What are the obligations of trading ESCert?

The trading can be done across the sector. It has to be used for compliance

purpose. Thats why Banking will be introduced for the next cycle of PAT.

Question 11 What if the ESCerts are in excess or there is shortage of certificate in

market?

The adjustment of more or less will come into picture at the end of 1st cycle.

Question 12 Will surplus power be considered?

Answer Yes Surplus power will be considered. Regulators will be issuing so it will be

merged with the existing.

Question 13 How SEC target will be handled and achieved if there is some expansion

in unit capacity?

Suppose today plant produce 10 Ton of product and SEC is 100, we expect the

SEC be 95. If production is increased from 10 to 15 SEC energy will be computed

on the basis of total production. But the penalty will be on 10 not on 15. It will be

on baseline number.

Question 14 Will BEE support the industries in finance to take energy efficient

technologies?

As far as central electricity association is concerned much of work is done.

Financing will come up through tariff or separate window PFC, REC etc, cost

recovered through tariff or separate lending.

Question 15 Will multiple fuel capability be taken into account, if industry is using

liquid and gaseous fuel and sometimes coal is also used?

Yes, it will be considered. Method of adjust will be applied in case.

Question 16 There are few plants which are having CPP and contacting to grid to

supply access power. DC’s are forced to operate the CPP at low PLF. So the specific

energy consumption goes up. How to take care of this situation?

The regulatory Commission will issue the order in sync with the mechanics.

There will not be two different regulations, so no separate adjustment is required

as alot has already been done. Module for adjustments is being developed to take

care of this situation.

Question 17 Can ESCerts be used for Kyoto protocol? Energy efficient project have

say lean time of 3 year, will ESCerts be provided imposed calculation?

SEC is based on gate to gate approach. Specific project done that reduces SEC

then BEE has no problem if it is qualified for CDM. Rolling cycle is for 3 year. If

project takes more than 3 year, then industry can think of speeding the project to

complete in 3 year.

Question 18 Certain plants are already running at Best SEC, achieving percentage

target may not be possible.

In the next cycle even more lower SEC is to be achieved.

Question 19 Why doesn’t administration (BEE) decide the ESCerts price in the market

for industry?

Cheaper certificate from the market can be brought and sell. BEE will not be

involved in price marking.
