MPICE is divided into five sectors or end states:

Organization of MPICE Goal: A higher-order objective that an intervention is intended to achieve. (50)
Indicator: Variable that provides a valid means to determine whether the goal is being met. (150)
Measure: Empirical data (quantitative or qualitative) that provide a reliable method of assessing the extent to which an indicator is present or absent. (550)

Data Collection Methodologies
Methodologies are selected because they are best suited to collect the data required for a given measure
Data are collected using one of four methodologies:
Content Analysis (CA) Quantitative Data (QD) Survey and Polling Data (S/PD) Expert Knowledge (EK)

GOAL:
Diminish Use of National Security Forces for Political Repression
INDICATOR:
Are security forces used to repress political opposition?
MEASURES:
-Number of arbitrary arrests and disappearances of opposition group members attributed to state security forces (QD)
- Percentage of public who report that they or their family have suffered abuse or excessive use of force by state security forces (S/PD)

Safe and Secure EnvironmentInstitutional Performance
GOAL:
Strengthen Accountability to Legitimate Political Authority
INDICATOR:
Do military and intelligence services respect human rights?
MEASURES:
-Violations of human rights standards are investigated, adjudicated, and punished. (QD)
-Citizens perceive that the military and intelligence services respect human rights. (S/PD)

Diminish Injustice
INDICATOR:
Is the legal system used as an instrument of repression?
MEASURES:
-Detainees/prisoners are subject to torture or inhumane treatment (by identity group) (EK)
- Percentage of citizens who fear law enforcement agencies will abuse them if arrested. (S/PD)

Are atrocities committed against opposition identity groups on a systematic basis?
MEASURES:
-Number of incidents of political violence (e.g. extrajudicial killings, disappearances, destruction of property) (QD)

Political ModerationInstitutional Performance
GOAL:
Strengthen Respect for Minority Rights
INDICATOR:
Do minority groups and disenfranchised populations enjoy guarantees for fundamental civil and political rights?
MEASURES:
-Perception of citizens that it is possible to exercise political and civil rights (Freedom of religion/assembly/press/speech/ association) without fear of retribution (S/PD)
-Percentage of citizens who feel they could file a human rights complaint without suffering reprisal (S/PD)

Tailoring Process
Word the measures you have selected so they conform to the context
In Haiti “violent armed groups” equate to gangs
Identify the level at which the data should be collected (e.g. national, regional, provincial)
Determine how often the data should be collected (monthly, quarterly, annually)
