1.0 BACKGROUND
This report summarizes the results of surface water, flow and water level monitoring workcompleted by CBS Corporation during the second quarter of 2010 at the Neal’s Landfill site.
Surface water monitoring was performed at a total of three locations (springs and streams) inaccordance with the April 2002 Long Term Groundwater Monitoring Plan (LTGMP) for this site.The LTGMP was modified by agreement with the CD parties in December 2009. The modificationdiscontinues storm sampling as well as semi-annual sampling at Taylor and Branam Springs untilthe next revision of the LTGMP. Continuous monitoring of flow and water levels was alsoperformed at two locations.
2.0 SURFACE WATER MONITORING
The monitoring work described in this report was performed on March 31, April 21 and May 25,2010. The March-May time period constituted the second reporting quarter for Neal’s Landfill for2010.
Scope of Work
The scope of water sampling for this monitoring period comprised monthly sampling at SouthSpring and North Spring, as stipulated in the modified LTGMP and summarized in Table 1. SinceDecember 2004, surface water samples also have been collected from a small pool in Conard’sBranch near Vernal Pike. The approximate locations of these stations are shown on Figure 1,Monitoring and Sampling Locations.

Sample Collection and Handling
Samples at the spring and stream locations were collected by carefully filling a new disposablebeaker. The water was transferred from the beaker into pre-cleaned amber glass l-liter bottlessupplied by the analytical laboratory. Routine sampling parameters including temperature andconductivity were measured and recorded.
Samples were analyzed by Heritage Lab of Indianapolis, Indiana. All the samples except theConard’s Branch Pool samples were analyzed to a detection limit of 0.1 parts per billion (ppb) forall PCB parameters (except Aroclor 1221, detection limit 0.2 ppb) by EPA SW-846 method 8082.The Conard’s Branch Pool samples were analyzed to a detection limit of 0.01 ppb for all PCBparameters (except Aroclor 1221, detection limit 0.02 ppb). Samples were also analyzed for totalsuspended solids (TSS) by EPA method 160.2.
Quality Assurance
For quality assurance purposes a duplicate sample and a field blank were collected during eachsampling event. All environmental and blank samples were labeled and logged onto a chain ofcustody form. The samples were stored and transported on ice in insulated coolers. Custody of thewater samples was maintained by CBS until shipment to the analytical laboratory.
Field blank samples for these sampling events were NL5756, NL5761 and NL5766. No PCBs weredetected in any of these samples.
Analytical Results for Surface Water Samples
Field parameter measurements, PCB analytical results, and QA/QC results for samples collectedfrom South Spring and North Spring during this reporting period are reported in Tables 2 and 3.Historical groundwater monitoring data collected since the completion of the remedy in November1999 for these two sampling stations are also reported in Tables 2 and 3. Results of water samplingat the Conard’s Branch Pool station since December 2004 are reported in Table 4. Copies of thechain of custody forms are provided in Appendix A. Copies of the certificates of analysis areprovided in Appendix B. A validation summary for these samples appears in Appendix C. Copiesof the field sampling data sheets are on file at PSARA Technologies, Inc.’s Bloomington BranchOffice.
3.0 CONTINUOUS FLOW AND WATER LEVEL MONITORING
The purpose of flow and water level monitoring is to evaluate site-specific data characterizing sitehydrologic response under storm and non-storm conditions, and to evaluate correlations betweenPCB concentrations, spring flow and groundwater elevations.

Scope of Work
The scope of groundwater level and flow monitoring during this reporting period involved the useof dedicated instrumentation to record water level and other parameters as summarized in Table 5.Water lever transducers and data logging equipment and piezometer crest gauges were operatedduring all or part of the period from March through May 2010. The approximate locations of thestations in which these instruments were used are shown on Figure 1, Monitoring and SamplingLocations.
Flow and Water Level Plots
The following plots of the monitored stations for this reporting period are attached:

The plots are annotated with dates of instrument installation or removal and other field activities ofinterest.
Quality Assurance
As a quality assurance check in documenting rain events and changes in flow and groundwaterlevel, rainfall records were obtained from the Neal’s Landfill recording rain gage and, if necessary,from those at Monroe County Airport, Indiana University, the PSARA Bloomington office and theIllinois Central Spring Treatment Facility. Rain events of approximately 0.25 inches or more areindicated on the flow and water level plots.
As a further data quality check, manual water level measurements were made after significant stormevents. The purpose of the manual checks was to verify instrument readings. Manual field checkdata collected during this reporting quarter are shown on the data plots.
An instrument maintenance log for all of the Neal’s Landfill installations is provided inAppendix D. This log details the installation, re-indexing, and maintenance history of thetransducers and data loggers present at Neal’s Landfill during the reporting quarter.
Crest Gauges
The purpose of these gauges is to provide an indication of maximum water level in the piezometersthat do not contain level logging transducers. Crest gauge measurements appear in Table 6.Piezometer-01 has neither a transducer nor a crest gauge, but the water level at this station ismeasured manually. Those observations appear in Table 7.

Potentiometric Data
On May 28, 2010, water levels were measured by hand at eleven monitor wells at the site plus threeadditional monitoring points. The added water level monitoring points are two boreholes in thesoutheast area of the site, BH-A2 and BH-B2, and a standpipe installed in the buried SW SeepSinkhole. The specific measurement locations are listed in the table insert on Figure 1, which alsodepicts the resulting potentiometric surface across the site on this date.
Scope of Non-Routine Activities
Pumping operations at the Conard’s Branch Pump (CBP) station continued during the secondreporting quarter of 2010. The system operated in automatic mode throughout the quarter.Maintenance of the system during this quarter involved the removal of storm debris and thecleaning of accumulated sediment and algae from the intake screens as needed. Operation duringthe third reporting quarter for 2010 is expected to be in automatic mode.

Neal’s Landfill GWM Samples
1. Validation of the following samples has been completed:
NL 5754-NL5758
2. Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for; Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements.
3. Based on this review, no data qualifications are recommended.
4. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
Precision and accuracy: Precision and accuracy were accessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. Allrequirements were met.
Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The fields sampling locations andtechniques as well as lab procedures were in accordance with the approved samplingplan and QAPjP. Therefore the representativeness requirements were met.
Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptableanalyses by the total performed. An acceptable analysis is defined as one that conformedto QC protocols and is not rejected. All these analyses were accepted. The projectcompleteness goal has been met to date.
Comparability: All the samples taken, analyzed and validated by CBS were taken byCBS or it’s contractors sampling crews using the same procedures as previous samples atthis location. These samples were analyzed by Heritage Labs. Care should be takenwhen attempting to trend Heritage sample results with other labs using slightly differentprocedures. Overall these results should be directly comparable to other Heritage labresults from these locations.
Overall, the main objective of the sampling event was to determine if PCBs are present at a concentrationof 0.1 ppb or more (0.01 ppb for CB Pool VP). This data is of sufficient quality to satisfy this goal asestimates.
