Chemicals of Concern More prevalent than we thought
• Carcinogens
• Mutagens
• Reproductive toxins
• Persistent bioaccumulative toxins (and very persistent very bioaccumulative toxins)
• Endocrine disruptors
• Sensitizers
• Other substances of equivalent concern

Key Drivers of Concern
EU REACH regulation:
• Diagnostics reagents are affected more severely
than articles.
• Some substances of very high concern (SVHC)
present major risks.
• Authorizations will result in bans on use of
important raw materials.
Other regulatory agencies:
• China (RoHS)
• Korea (RoHS, REACH)
Customer and NGO expectations:
• SVHCs
• Phthalates, BPA, energy, etc.

Define chemicals of concern (CoC).
Identify presence in products and processes.
Rank “scientific” risks.
Determine business impacts.
Set priorities.
Risk Management Process

Chemicals of Concern List
A collection of lists that represents a broad array of chemicals that “could” be an issue:
• Various global regulatory agency lists of chemicals of concern (EU, US, China, etc.).
• Non-governmental organizations (NGOs).
• Recognized reference sources (e.g. IARC, NTP, etc.).

Identification in Products and Processes
Query material requirements planning (MRP) systems (e.g. SAP).
Extracts from product Safety Data Sheet (SDS) system.
Reviews by R&D and manufacturing.
Challenges often occur with trade name raw materials.
Difficulties with finding substance groups- what specific
substances are in or out of scope.

Ranking of “Scientific” Risks
Conducted by EHS staff.
Based on known or estimated data.
Comprised of three areas:
• Subject of a Ban or a Restriction.
• Date of ban or restriction.
• Strength of data for listing as chemical of concern.
Summary of Scientific Data
Current target of
ban or
restriction? (Y/N)
[Ban= more

Date of ban
or restriction (Actual or
estimated date or
Unknown) [<5 yr=

data [High;

Business Impact Assessment
A combination of objective and subjective
impacts:
• Markets affected.
• Revenue impact.
• End of life projection.
• Technical importance of the substance.
• Availability of substitutes.
• Effort needed to qualify a substitute.
• Supply chain vulnerability.
• Other variables (e.g. manufacturing location).

Prioritization and Next Steps
Specific actions identified by product management teams with input
from EHS.
Visibility up through Business leadership.
CoC review now an early stage deliverable in Product Development
Process (PDP):
• Emphasis on avoiding CoCs during new product development and
using risk assessment to aid in business decisions.
