INTRODUCTION
Beginning in the Spring of 2018, a committee of over twenty school counselors made a two-year long commitment volunteering their time and
efforts to develop this comprehensive counseling plan for the Central Bucks School District. Over the past two years, this group of dedicated
professionals attended state-sponsored training sessions, participated in committee meetings and work sessions, and compiled extensive data
detailing the role of a counselor and the many, many activities and programs supported by the counseling staff in each building of the district.
A sincere thanks goes out to those school counselors (listed below) and to the district and building administrators for their support and encouragement
particularly Dr. Alexis McGloin and Ginny Barrett as active members and leaders of our committee.

2. Role of the School Counselor: ASCA
In accordance with the ASCA guidelines school counselors are leaders, advocates, collaborators and instruments of systemic change.
It is the responsibility of the Central Bucks School District Counseling Departments to fulfill these roles to assure that all students
have the best possible school services to allow the opportunity for students to take advantage of future post-secondary options.
Role Level Evidence of Role
Leader Elementary Enhance the learning process for all students around three domains: academic, career, and
social/emotional. Development through activities such as school-wide assemblies, guidance lessons,
groups individual student meetings.
Participate on district career development teams.
Participate on district level school counseling teams addressing academic, career, social, emotional
development.
Facilitate non-medical 504 service agreements.
Provide resources to families for academic, career and social emotional supports (e.g., mentors, tutors,
therapists, community resources).
Middle Offer an orientation for students transitioning to middle school.
Offer an evening orientation for parents of transitioning students.
Offer small group support for organization and study skills.
Supervise a peer ambassador program.
Facilitate student access to potential pathways at MBIT.
High School Assist with students’ academic transition from middle school to high school, for example: program
planning activities, Curriculum Fair, move-up day, information sessions.
Provide information for students and parents on topics, including transition to high school; program
planning; college admissions testing; college application process; and post-secondary options.
Coordinate career information and opportunities for students. Organize District College Fair, attended
by over 150 colleges.
Provide information to faculty/staff on topics including Naviance (College/Career platform);
stress/anxiety management; study skills; college process; career pathways
Connect students with tutors and academic supports.
Advocate Elementary Participate as a member of support services teams- Instructional Support Teams, Child Study Teams.
Provide resources to address the needs of students, staff, families in a professional way (tutors,
therapists, community resources, Penn Health).
Participate in student conferences, behavioral assessments, special education meetings.

Facilitate inter-agency meetings (Children and Youth, Lenape Valley, and other community agencies)
Inform staff regarding specific issues concerning students on their roster (ex. re-entry from a
hospitalization, diagnosis of a mental health condition, recent change in the family structure, traumatic
experience).
Promote the emotional well-being of the whole child within the school environment (facilitating
meetings between students & teachers, fostering positive relationships with peers and adults, social
skills acquisition).
Collaborate with team to ensure differentiation of learning (504s, PEN screens, enrichment).

programs, materials, college admission testing (PSAT, SAT, AP), and personal necessities if needed
(clothing, food, internet service).
Help students coordinate make-up work and schedules when they return from extended absences as
needed.
Write letters of recommendation for students applying for college admission, scholarships, or
employment opportunities.
Assist students by connecting them with various adults in the building who can answer specific
questions and help them reach their goals (such as club advisors; coaches; mentors; tutors; and
administrators).
Collaborator Elementary Offer parents, guardians and staff information to enhance student growth and development- for
example, educational resources, professional development, school clubs, and activities.

Work with parents, reading specialists, psychologists, and general education teacher to assist students.
Maintain an open communication style to foster and effective team/school climate and a sense of
community for the school environment (school wide positive behavior support plan, character trait
recognition, CB Cares, and other school-wide events that promote a positive climate).
Collaborate with community mental health professionals for students receiving outside supports.
Contribute to school- and district-wide CERT team.
Middle Attend and provide input into student IEPs that support postsecondary goals.
Educate staff regarding the purpose of and procedure for accessing building-level committees such as
Child Study and Student Assistance Programs.
High Work with teachers and parents during program planning to ensure students are placed into appropriate
level courses.
Communicate with teachers, administrators, parents and students regarding academic, extracurricular,
and career-related events and programs via email, texting, newsletters, and school counseling website.

Provide assistance to teachers regarding submission of letters of recommendation to colleges for

Collaborate with students, teachers and administrators regarding career development activities.

Section Two: Academic and Career Plan Process
1. Demographics Process Description
• What grade will the Plan and Portfolio
Start?
The Portfolio begins in third grade with the first PA Career Readiness Indicator. The PA Career
Plan is completed in eighth grade after completion of 10 Indicators. The PA Career Plan is also an
Indicator.
• Will the plan/portfolio be electronic,
hard copy or both?
Both the Portfolio and the Plan will be completed and managed electronically through district
secured applications; Seesaw for K through 6th grades and Naviance for 7th through 12th grades.
These programs allow students to complete surveys and reflections and for teachers/advisors to
review the work to determine proficiency. Counselors and administrators have access to these
documents to review if necessary.
• Who will be responsible for
maintaining the portfolio?
A variety of personnel will be responsible for maintaining the Portfolio including district
administrators, district technology staff, building administrators, school counselors, advisors,
classroom teachers and support staff.
• What demographic information will be
included on the student portfolio?
The demographic information included for each portfolio will be the student’s name, state ID
number and year of graduation.
2. Interventions, Assessments &
Decisions
Process Description by Grade based on when the plan starts.
What the students can know and do at each grade level and in each strand of the Career
Education and Work Standards.
Grade 7 and 8 All students in the district develop the PA Career Plan in 8th grade which reflects an understanding
by students of the various career clusters and their interest in at least one cluster. Prior to 7th
grade, students complete surveys on communication and collaboration skills (3rd grade),
participate in the Economics Project (3rd grade), complete a Career Awareness Webquest (4th
grade), and develop a Time Management Plan (6th grade). Beginning in Middle School, students
begin work on the district Success Plan which includes surveys and reflections using Naviance’s
Career Cluster Finder and developing an academic SMART goal. They also participate in classes
for Integrated Technology (7th grade) and Innovation and Creativity (8th grade). For many of these
activities, the students also complete a Reflection piece. These activities make up 10 PA Career
Readiness Indicators.

By completing these activities:
✓ I have written a career plan with goals, assessments, interests, abilities, and post-
secondary plans.
✓ I have met with my 8th grade counselor and my parents to list courses and extracurricular
plans for high school, matched to my academic and career goals.
✓ I have made a formal speech in front of others.
✓ I have worked with others on a team and can state each person’s contribution to the
project.
✓ I have discussed various conflict resolution skills in a group setting and can use them to
solve a problem.
✓ I have developed a weekly and a monthly time schedule and kept track of events in a
daily/weekly planner.
Grade 9 During 9th grade, all students are introduced to the Naviance system which is linked to their
district access and log-in to simplify use of this program. Periodically throughout the school year,
students complete three Naviance assessments: Learning Styles Inventory, Career Cluster Finder,
and Multiple Intelligences Assessment. These activities are completed during the weekly
Advisory classes and reviewed by their Advisor for proficiency. The Learning Styles Inventory
and the Multiple Intelligences Assessment are two of the PA Career Readiness Indicators.
After completion of these activities students will be able to say the following CEW Standards “I”
Statements:
✓ I have completed at least two self-assessments (interest, aptitude, personality and values).
✓ I have reviewed my career options based on my self-assessments, experiences and
achievements.
✓ My career goals have influenced my high school course selection.
✓ I have participated in an interview and demonstrated effective speaking and listening
skills.
✓ I have used internet-based systems to research a career field in my area of interest.
✓ I have an up-to-date resume.
✓ I can demonstrate workplace skills by citing specific examples from my academic and
work history including punctuality/attendance, communication, time management,
teamwork, technical literacy, and getting along with others.

✓ I contributed to a project’s successful outcome while working on a team.
✓ I can give three examples of time management strategies which help me at school and/or
on the job.
Grade 10 In 10th grade, students continue using the Naviance system to develop their individualized Success
Plan. Activities included in this year are the Strengths Explorer, the Career Interest Profiler, and
the Do What You Are Assessment (all three are PA Career Readiness Indicators). Students in 10th
through 12th grades attend Advisory scheduled daily throughout the school year and are mentored
by the same Advisor for these three years.
In addition to meeting the CEW Standards listed above, by 10th grade students can also make the
following statements:
✓ I have researched five to ten careers that match my interests and aptitudes.
✓ I updated my career portfolio and I am looking at postsecondary options that relate to my
career goals.
✓ I have used listening techniques such as clarifying, encouraging, restating, and
summarizing when working as part of the team.
Grade 11 By 11th grade, students continue developing their Success Plan and Portfolio through the Naviance
Scope and Sequence. This is accomplished by completion of a Postsecondary Goal survey, a
Reflection on their career portfolio they developed since 8th grade to focus on their individual
career plan and finalizing their Resume. These three activities complete the required 20 PA
Career Readiness Indicators.
Additionally, students at this grade level can state:
✓ Based on research, self-assessment, as well as school and work experiences, I can select
my future career path.
✓ I attended a college fair and researched postsecondary training programs and I can
determine the training needed for careers in my interest area.
✓ I understand postsecondary education and certification programs and the degrees awarded
in those programs.

Grade 12 Prior to 12th grade, all Central Bucks students complete the required 20 PA Career Readiness
Indicators and participate in the district Success Plan program. By doing this, students receive .5
credit toward their diploma and complete district graduation requirements. Seniors are required to
answer questions on a Senior Survey at the end of 12th grade indicating their decisions about their
postsecondary plans including additional training and career path. Moving forward, the district
will analyze this data to review the outcome of these surveys and the results our students’
postsecondary plans after they have left the district.
By the end of their senior year, students can say:
✓ I use my career portfolio when making career decisions.
✓ Based on my school and work/volunteer experiences, I can describe what I need to do to
get and to keep a job.
✓ I have evaluated how the global workplace affects my chosen career and I can describe
strategies needed to respond to change.

school (7 – 9 grades) and high school (10 – 12 grades). Success Plan activities include reviewing
previous year’s submission such as their Resume and their Success Plan Reflection.

How Students assist with the delivery of the K-12 Guidance Program
By creating a comprehensive K-12 Guidance Program,
our students will benefit by gaining an awareness of a
wide range of career opportunities, and by identifying
resources available to them which can help them
determine a career pathway best suited to their academic,
personal and social strengths.
Students will benefit by building skills, knowledge, and
attitudes necessary to become healthy, productive adults.

Students are both beneficiaries of and participants in a

K-12 Guidance Program How Business/Community partners assist with the
delivery of the K-12 Guidance Program
Businesses and community agencies will benefit from the
program through collaboration and sharing of resources.
Sharing ideas, resources and opportunities will allow input
from these agencies so that students will be more prepared
for the world of work in the future. In consideration for
the increased job opportunities and lack of educated and
skilled potential employees, business and community
agencies will have the opportunity to assist in curriculum
and program development to benefit their companies and
the greater community.
Business and community partners will be an integral part of
the development and implementation of the Program by being
members of the initial Advisory Board. With their support,
the Program will develop relationships in the creation of
potential employment and community services experiences for
our students. Working in collaboration with the school district

How Postsecondary partners benefit from the K-12 Guidance Program
How postsecondary partners assist with the delivery of the K-12 Guidance Program
Post-secondary partners will benefit from the K-12
Guidance Plan through a better understanding of our school
community. These partners will be aware of our district
profile and the credentials earned by students through our
rigorous curriculum. The Plan offers students
comprehensive knowledge of various options available
after high school and will assist them in making
appropriate and well-thought-out decisions pertaining to
their future. This will minimize students changing their
college major, transferring to a different educational
institution, or stopping further education completely.
Our partnership with post-secondary educational institutions
benefits our students by offering direct access to knowledge
regarding expectations for success at these institutions as well
as employability in their chosen career. Through
presentations at our school, students understand the academic
rigor and preparation needed for their future. Our partners
will encourage students to complete campus visits, participate
in college and career fairs, and access online information. As
part of our Advisory Council, these partners will offer
