Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body representing
the urban water industry. Our members provide water and sewerage services to over 20
million customers in Australia and New Zealand and many of Australia's largest industrial
and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are
proud of the collegiate attitude of our members which has led to industry-wide approaches
to national water issues.

1 EXECUTIVE SUMMARY
Iplex Pipelines, a long established Australian pipe and fittings manufacturing company, has
been producing PVC-U products for sewer and sanitary drains for over 40 years.
Iplex has manufacturing sites located around Australia, producing drainage waste and vent
(DWV) pipes at Osborne Park, W.A., Reservoir, Vic., Chipping Norton, N.S.W. and
Strathpine, Qld. Fittings are manufactured at Elizabeth, S.A.
This Appraisal covers DWV pipes with elastomeric seal joints in sizes DN 150 to DN375 and
pipes with solvent weld joints in sizes DN 100 to DN 300, manufactured in accordance with
AS/NZS 1260:2009 PVC-U pipes and fittings for drain, waste and vent applications. A
complete range of compatible fittings is also included.
Pipes are manufactured with a solid wall, solid core sandwich construction or foam core
sandwich construction. Fittings may be injection moulded or fabricated from pipe.
Pipe stiffness ratings are SN10 for DN 100 and SN8 for larger sizes. Fittings stiffness ratings
are minimum SN8.
Rubber ring joint pipes are provided in 6 metre lengths while solvent weld pipes are available
in 3 m or 6 m lengths.
Details of the product range covered by this Appraisal is detailed in Table 1.
Iplex DWV pipes and fittings are covered by ISO Type 5 product certification StandardsMark
licences to AS/NZS 1260.
All Iplex sites hold ISO 9001:2008 Quality Management System licences.
The product range included in this Appraisal report meets the requirements of WSA PS 230
Polyvinyl Chloride, Unplasticised (PVC-U) Pipes and Fittings for Non-Pressure Applications
– Sewerage and Drainage and are therefore considered as ‘fit for purpose’.
1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the member,
accept or authorise the Iplex Pipelines range of Premium DWV pipes and fittings as detailed
in this report for use in non-pressure wastewater applications provided the design,
installation, acceptance testing etc are in accordance with the relevant WSAA codes,
Australian Standards AS/NZS 2032 and AS/NZS 2566 and manufacturer’s installation
requirements.
2 THE APPLICANT

2.1 The Supplier
Iplex Pipelines (Australia) Pty Limited.
2.2 The Manufacturer
Iplex Pipelines Australia Pty Limited is a wholly owned business unit of the Australian Stock
Exchange listed company Fletcher Building Limited. The company has operations in every
Australian state. Iplex manufactures and supplies plastics and metallic pipe and conduit for
applications including plumbing, irrigation, mining, industrial and chemical processes,
electrical, telecommunications, gas, stormwater, sewer, raw, recycled and drinking water.
Products manufactured to Australian Standards include PVC-U pipes and fittings for
stormwater, rainwater, DWV, pressure and electrical applications; ApolloBlue™ PVC -O,
Rhino® PVC-M; BlackMax™ and SewerMax™ PP pipes; POLIplex® and Millennium™ PE
pipes; K2™ PE-X and Pro-fit® PB plumbing systems and K1™ MLP consumer gas piping.
The company also supplies a range of DI pipes and fittings, SS clamps and off -takes, valves
and tapping bands. Additionally, Iplex is the Australian distributor of Flowtite™ GRP pipes

manufactured in South Australia. Iplex is the only Australasian manufacturer of AS/NZS 4130
polyethylene pressure pipe and fittings in sizes as large as DN 2000.
Iplex’s Australian manufacturing plants are strategically located close to major development
and population regions in Innisfail (foundry), Townsville (extrusion), Brisbane (extrusion),
Toowoomba (extrusion), Sydney (extrusion), Albury (extrusion), Adelaide (injection moulding
and fabrication) and Perth (extrusion).
Iplex Pipelines is an Australian pioneer in plastics pipe and fittings production with more than
50 years’ experience. The company commenced operations in Adelaide in 1962 as Iplex
Plastics and has variously operated as Hardie Iplex Plastics, James Hardie Pipelines and
now Iplex Pipelines. Iplex Pipelines is a foundation member of the Plastics Industry Pipes
Association of Australia (PIPA) and was an active member of earlier industry organisations
including AusPoly.
As part of its ongoing commitment to the development of Standards for plastics pipe and
fittings, Iplex personnel serve on Standards Australia and PIPA technical committees and
Australian Pipelines and Gas Association (APGA) working groups. The company also
participates in ISO activities related to plastics pipes and fittings product and testing
Standards. In addition to WaterMark®, StandardsMark™ and ApprovalMark™ third-party
product certification, all operations are conducted under a quality management system,
certified to ISO 9001 by SAI Global, (Licence QEC 0037) or by ApprovalMark (Licence AMI-
QM 78003).
To support the application of its extensive product range, Iplex employs professional
engineers to assist users, clients, designers and asset owners with appropriate product
selection and pipeline design. Iplex publishes comprehensive engineering design guides that
are available for download via its website. The Iplex PocketENGINEER® is a web portal
where following registration, users can freely access design software to simplify mechanical,
hydraulic, civil and chemical resistance aspects of pipeline design>
3 THE PRODUCT
This appraisal is limited to Iplex Pipelines DWV pipe and fittings system
(a) that either meet or exceed the minimum stiffness class as specified in WSA PS - 230.
(b) in sizes ≥ DN100 as used in sewer infrastructure.
Pipes are manufactured with a solid wall, solid core sandwich construction or foam core
sandwich construction. Fittings may be injection moulded or fabricated from pipe.

4 SCOPE OF THE APPRAISAL
The scope of this Appraisal includes solvent weld and rubber ring joint PVC-U DWV pipes
and fittings in sizes from DN 100 to DN 375 as detailed in Section 3 and Table 1.
The products are included in the StandardsMark Product Schedules attached in Appendix
A.
The pipes are available in three configurations: solid wall, solid core sandwich construction
and foam core sandwich construction. They are available with either elastomeric seal joints
or solvent cement joints. The smaller diameter fittings are injection moulded whilst the larger
are fabricated.
All products are manufactured in facilities covered by a third party certified quality system
and are product certified under the StandardsMark and WaterMark schemes.
5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA product appraisal network accepts PVC-U DWV pipe and fittings manufactured
in compliance with AS/NZS 1260:2009 “PVC-U pipes and fittings for drain, waste and vent
application” and duly certified by means of an ISO Type 5 product certification scheme
undertaken by a JAS-ANZ accredited Certification Assessment Body (CAB) or by an
international accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite
to undergoing a product certification audit.
5.2 Performance Requirements
Iplex Pipelines’ range of Premium DWV PVC-U pipes and fittings have been appraised for
compliance with AS/NZS 1260:2009.
Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory
Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specification is also relevant to this application:

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Iplex Pipelines PVC-U DWV products are manufactured under a Quality Management
System certified as fulfilling the requirements of ISO 9001, Certificate Registration Number
QEC0037, issued in Australia by SAI Global, which is accredited by JAS-ANZ. The certificate
covers the manufacturing sites at Strathpine, Chipping Norton, Thurgoona, Bohle, Elizabeth
and Reservoir.
Iplex Pipelines PVC-U DWV products manufactured at Osborne Park are under a Quality
Management System certified as fulfilling the requirements of ISO 9001, Certificate
Registration Number AMI-QM 78003, issued in Australia by ApprovalMark, which is
accredited by JAS-ANZ.
Iplex Pipelines quality management system addresses the design, manufacture (where
appropriate), purchasing, warehousing and distribution and sale of: extruded PE, PB, PVC,
glass reinforced plastics and macrocomposite pipes, PVC profiles; PE, PVC and GRP
fabricated fittings; PVC and PP moulded fittings and PP extruded pipe and stainless steel
repair couplings. The purchase and distribution of complementary products is also covered.
The above products are suitable for applications such as pressure, sewerage, drainage,
stormwater, gas, electrical, rural, construction and communication.
6.2 Compliance with Performance Requirements
Iplex Pipelines range of PVC-U DWV pipe and fittings has been appraised for compliance
with AS/NZS 1260:2009. This has been demonstrated in qualifying the products for
StandardsMark certification. Additionally a number of NATA endorsed test reports and a
Technical Report have been submitted confirming compliance with particular aspects of the
product Standard. The NATA endorsed test reports, listed in Appendix D have been reviewed
and confirm the products tested comply with the dimensional, softening point, pipe stiffness
and joint performance etc. as specified in AS/NZS 1260. In addition, the product specification
sheets have been examined and compliance with the effective pipe length and effective
sealing length are in accordance with the Standard.
Iplex has also provided a Technical Report as described in Appendix D comparing foam core
sandwich construction (DRME150C), solid core sandwich construction (DREH150C) and
solid wall DWV pipes (DREHS150C), all of which were DN150 and SN8. The report showed
each construction met the Standard requirements for pipe stiffness, ring flexibility, impact
resistance and in the case of sandwich construction pipes, exceeded the minimum allowable
thickness of the inner layer.
The products are produced in accordance with the Best Environmental Practice PVC
requirements given in AS/NZS 1260 Appendix C as confirmed by ApprovalMark International
Certificate No. BEP-PVC 0037.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
PVC-U DWV pipes and fittings have been used for many years in Australia. Experience in
handling and installing the products is well established. Design and installation instructions
are provided in:

Where permitted by the asset owner, PVC DWV pipes can be installed on a curved alignment
in accordance with PIPA document POP202.
8 PRODUCT MARKING
All Iplex Pipelines Premium DWV pipes and fittings are marked in accordance with the
requirements of the appropriate standards, e.g. PVC-U DWV pipes and fittings are marked
in accordance with AS/NZS 1260:2009 as per the following:

• Nominal Size in the form ‘DN100’ or ‘100’ as appropriate.

9 PACKAGING AND TRANSPORTATION
The packaging and transport of PREMIUM DWV pipe is similar to that adopted for other Iplex
PVC pipes and is in accordance with AS/NZS 2032. Full packs of pipes use timber bearers
and are held in place by side supports and metal strapping. The strapping is fixed to the
timbers to restrict movement during transport.
10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Iplex Pipelines’ warranty is included in their terms and conditions of
sale.
11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
PVC DWV pipes and fittings, manufactured to AS/NZS1260, are widely used by the water
industry and field testing is not considered necessary.
12 DISCUSSION
The period over which PVC-U non-pressure pipes have been used in Australia is indicated
by the first edition of AS 1260 being published in 1974 although a predecessor, AS K138,
was published in 1967. Originally all PVC-U DWV pipes across the full diameter range were
produced to specified minimum wall thicknesses. In 1996 this changed to a performance

requirement, namely pipe stiffness. In accordance with AS/NZS 1260 Iplex DWV pipes
greater than DN100 are produced as solid wall, solid core sandwich construct ion or foam
core sandwich construction. According to AS/NZS 1260, all three DWV pipe constructions
have to meet the same performance requirements except that reversion applies only to plain
wall pipes. Additionally, all sandwich construction pipes are required to have minimum inside
wall thickness according to Table 4.3 of AS/NZS 1260. The minimum values of the inside
wall thicknesses in AS/NZS 1260 are approximately 50% greater than those required in the
European Standard EN 4435 Plastics piping systems for non-pressure underground
drainage and sewerage — Unplasticized poly(vinyl chloride) (PVC-U).

Comments received by members of the Expert Panel during the peer review period have
been addressed in this version of the Report.
