Action Requested

Authorization to award a five (5) year Agreement with an option for an additional two (2) year renewal period to Avail Technologies, Inc., for an Integrated Vehicle Location System for a total not-to-exceed amount of $2,780,237.93.

Authorize the County Administrator, or designee, to execute the Agreement for RFP 17-1654MS.

Background Discussion

On July 27, 2017, the County advertised a Request for Proposal (RFP) No. 17-1654MS for an Integrated Vehicle Location System for Manatee County Area Transit (MCAT).  Three responsive and responsible proposals were received from Avail Technologies, Inc., State College, Pennsylvania; DoubleMap, Indianapolis, Indiana; and Syncromatics Corporation, Los Angeles, California. One non-responsive proposal was received from Municipal Agenda Software, Inc., Wesley Chapel, Florida.  The three responsive proposals were evaluated based upon the criteria in the RFP.  The Evaluation Committee reviewed the three responsive proposals and ranked the firms as follows:

The Agreement staff is presenting to the Board is for a not-to-exceed amount of $2,780,237.93. This Agreement provides five (5) years that include continuing services to support the transit technology program,

with the option to renew for an additional two (2) years for a potential contract term totaling seven (7) years. Included in the not-to-exceed amount are a host of “options” to enhance the transit technology program. 

Services to be provided under the Agreement are for an integrated vehicle location system (IVLS) with several features including: Computer Aided Dispatch (CAD) and Automated Vehicle Location (AVL) systems, and a Real-time Bus (Arrival) Information system to benefit transit customers in planning their trips. The implementation of the IVLS is consistent with the Transit Division’s 2014 Intelligent Transportation System (ITS) Business Plan. The IVLS scope of work and vendor selection process was reviewed and approved by the Manatee County Technology Advisory Group (TAG).  

In the ITS Business Plan, the Public Works/Transit Division identified ITS technologies that advance several customer service, safety, operational efficiency, and mobility objectives.  In addition, the technology improvements will assist the Transit Division to deliver a more reliable transit service and enhance the user experience. Specifically, the IVLS will enhance transit service as follows:

● real-time vehicle location tracking for the revenue fleet ● a mobile application that will allow customers to track buses in real-time ● improved service reliability and consistency with real-time/predictive bus arrival information ● enhanced supervisor, dispatch, and operator communications supported with mapping, text

communication, and other decision support tools ● dynamic message signs (DMS) with predictive bus arrival information at Transit Stations ● a single-point logon feature which activates all onboard technology using a mobile data terminal ● automated visual and audio bus stop annunciations on-board Transit/Trolley buses ● mobile data terminals for the entire Transit/Trolley and Handy Bus fleets ● onboard video monitors for the Transit/Trolley fleet that will allow posting of notifications, educational

videos, and other transit system communications

Public Works Department/Transit Division staff has funding programmed for this project in Federal Transit Administration (FTA) grants, so this project will be 100% funded using FTA Section 5307 funding.
