Construction Inspection Summary

• The Construction Inspector uses many source documents including Publications, Specifications, Forms and Drawings

• The Construction Inspector performs multiple duties every day

• The Construction Inspector communicates daily with the Contractor

• The Construction Inspector ensures the safety on the job site is according to the specifications and plan

• The Construction Inspector records the daily status of the project

The Construction Inspector

• At a high level the chief activities of a Transportation Construction Inspector (TCI) are:– Inspection– Documentation– Safety

• A TCI is the authorized person who is assigned to make inspections of contract performance and materials furnished utilizing all necessary resources to document procedures, record measures and determine payment.

Numerous PennDOT Publications are used as well as many Forms and Standards. There are also Project Specific Documents (PSD) including:

• Contract• Special Provisions• Project Specific Drawings

that must be accessed.

Various project documents including:

• Materials Book• Item Quantities Book (IQ Book)• many Administrative Files and Forms

that need to be maintained during the life of the project.

The minimum set of Publications needed include:

• Publication 2 – Project Office Manual• Publication 8 – Construction Manual• Publication 19 – Field and Laboratory Test Manual• Publication 72M – Standards for Roadway Construction• Publication 111M – Traffic Control: Pavement Markings and Signing

Standards• Publication 148 – Traffic Standards: Signals• Publication 194 – Truckers Manual• Publication 212 – Official Traffic Control Devices• Publication 213 – Temporary Traffic Control Guidelines• Publication 219M (if project includes bridge construction) – Standards

for Bridge Construction• Publication 408 - Specifications• Appropriate Change to Publication 408, per contract

• The PSA is a core report the TCI uses to record pertinent contract information.

• The PSA drives contractor payments.

• The TCI will supply the work items that were worked on that day along with the planned locations and actual locations where the work was performed.

• The equipment and labor quantities used that day will also be included.

• The TCI should add notes to explain the work performed and/or any deviations from the plan.

• When there are differences in the plan, this should be noted on the drawings. The changes to project drawings are called the AS BUILT drawings.

• Daily Project Schedule is reflected onto the PSA with any notes to support deviations from milestone tasks. Special notes will be entered when materials are received and test samples are conducted.

– Apple B2B will be utilized to provide the Apps to the Consultant’s• This will also be utilized to provide McDocs App to Contractors

– Will be securing approval for Apps from Apple over the upcoming months

– Goal is for Consultants to start utilizing all of the developed Apps and others identified for use for the 2015 Construction Season

– Contractors will begin utilizing McDocs in 2015
