4(1) (b)(i) The particulars of DST organization, functions and duties:
The Department of Science and Technology functions under the overall direction
and control of the Principal Secretary to Govt, Dept. of Information Technology,
Biotechnology and Science & Technology, GoK. It exercises control in respect of
preparation and implementation of programs and schemes, which are useful for
promotion and development of science and technology in the State. Funds are
being channelized through Karnataka Science and Technology Promotion Society
(KSTePS) for coordination between various implementing agencies. KSTePS serves
as a mechanism in supporting the preparation and implementation of policy
initiatives of Dept. of Science and Technology and act as a nodal agency.

Karnataka Science and Technology Promotion Society (KSTePS)
Karnataka Science and Technology Promotion Society (KSTePS) was established as
an autonomous organization under the Department of Science and Technology,
Government of Karnataka on 22nd November 2012. KSTePS is Chaired by the
Principal Secretary to Government, Department of Information Technology,
Biotechnology and Science & Technology, while Special Director (Technical), DST is
the Member Secretary. The Governing Body has a total number of nine members
(Annexure-1).
KSTePS has been entrusted to implement flagship programs of the Department as
well as for planning, monitoring, assessment and evaluation of the programs to
derive benefits through effective coordination between the subsidiary
organizations of DST.
Functions:
o Development of science centres for popularization of science and technology
development to inculcate a scientific spirit and attitude for students and
general public.
o Establishment of planetariums for encouragement of astronomy and STEM
based education.
o Supporting and funding the development of S&T based institutions and
organizations.
o Encouragement for science and technology education and capacity building.
o Sponsoring scientific and technological programs, research & development
and encouragement for young researchers.
o Promotion of Nanoscience and Nanotechnology.
o Awards for scientists, engineers and writers for their contributions to society.
o Organization of Science and Technology outreach programs.

4(1) b(iii) – The procedure followed in the decision-making process, including
channels supervision and accountability
Policy and decision making related to Science and Technology are administered
based on the guidance of Chairman, KSTePS. Management of both
Scientific/Technical and Administration are supervised by Managing Director,
KSTePS as per the rules and regulations outlined in Memorandum of Association
(MOA) with a support of officers.
4(1) (b)(iv) The norms set for the discharge of functions
To attend to works on priority and immediate basis as well as discharge functions
as per rules and regulation outlined in Memorandum of Association and
Administrative and financial powers of KSTePS.
4(1) (b)(v) Rules, regulations, instructions, manuals and records held by it or
under its control or used by its employees for discharging its function
Delegation of Administration and Financial Powers as well as Rules and Regulations,
given in the MOA are norms set for the discharge of functions. Any amendments to
the norms, rules & regulations will be implemented based on the
recommendations of Annual General Body, Chaired by Principal Secretary to Govt.,
Dept. of IT, BT and S&T.
4(1) (b)(vi) A statement of categories of documents that are held by it or under
its control
Being the nodal agency, KSTePS maintains documents related to plan of actions of
all grant-in-aid institutions, request for grants, progress report of various schemes,
Annual Reports, Proceedings of Meetings, Government Orders and Notifications,
Files related to day-to-day business of the KSTePS including Accounts.
