My name is George F. Pereda and I am a longtime resident of Mangilao, having lived in the same vicinity in the BPM area since 1961. I am married to Doreen Okada Pereda and we have one son, Robert.
I am a career educator having begun as a Social Studies teacher at George Washington High School in 1976, then as an administrator, in various capacities, for the next nine years at the Guam Community College. From 1997 to 2006, I served as the Director of the Dr. Antonio C. Yamashita Educator Corps at the University of Guam before fully retiring.
I will certainly tap on the knowledge, skills, and experience from my years in public education as a foundation so I may be of service as a contributing member of the Guam Housing and Urban Renewal Authority Board of Commissioners. I am here today to respectfully seek your support in that regard. I am, at the moment, a Government of Guam retiree. Although retired from active employment, my time is carefully distributed in attending to the needs of our families, both near and far; to maintaining our home; to the call of volunteering in various capacities at our Santa Teresita Catholic Parish; and to provide civic camaraderie to The Young Men's League of Guam and the Knights of Columbus Council13373, among other affiliations.
I take this initial appointment to the GHURA Board as an opportunity to actively contribute to the matters at hand with the Guam Housing and Urban Renewal Authority through meaningful dialogue and careful, productive deliberation. GHURA's mission, as defined by legislative action and bureaucratic regulations, and manifested in its community-based programs, such as the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Resident Opportunities and Self-Sufficiency Grant (ROSS), as well as, in the housing assistance programs for the elderly, for persons with disabilities, and for families in need, is being addressed through the work of its knowledgeable and well trained staff and management.

Senator Telena Cruz Nelson stated, " Good Morning, everyone, my apologies for being late. The Committee on Housing Public Safety, and Homeland Security will conduct a public hearing; the time is now 10:20 a.m. and it is March 14, 2017. I like to thank my colleague, Senator Wil Castro for attending this public hearing. T he purpose of this public hearing is to receive testimony on the following appointments: Ms. Minakshi H emlani, as a member of the Guam Solid Waste Authority Board of Directors, to serve at the pleasure of the Governor and the people o f Guam; appointment of Mr. George F. Pereda, Member, Guam Housing and Urban Renewal Authority, Board of Commissioners to serve for a term of 5 years; appointment of Mr. Christopher M. Duenas, President, G uam Housing Corporation. Notice of the public hearing was provided to all senators and media, a 5-day notice was sent on Friday, March 3, 2017 and a 48-hour notice was sent on March 9, 2017. T hus meeting the requirements of the Open Government Law. The public hearing is televised live, so please speak clearly into the microphone. "
Senator Telena Cruz Nelson stated, 'We would like to go on with the appointment of Mr. George F. Pereda. We have several people who would like to speak I am just going to go through the list: Joseph Yatar, Doreen Pereda, Albert Santos, Mike Duenas, Pedro Leon Guerrero, Carl D ominguez, Johnny Perez Taitano, Vincent Pereda, Mary Lou Garcia-Pereda, Peter D.V. Santos, Raymond F.Y. Blas, and Joe Leon Guerrero. Please come forward and speak on his behalf, I know there is not enough seats for all of you but you can all take turns. So we are just going to have two people to provide testimony? Very good. Just to note, all the members that signed in, do support this appointment. "
Mr. Michael Duenas stated, " Good morning Madam Chair and Senators, I am Michael Duenas and I am here to support the appointment of Mr. George Pereda. He will be occupying the Th member of the board and it sounds like a lot. We have a very active board in terms of business. A number of them have retired, so we all have an active travel schedule. It is good to have a active othenvise we wont be able to acquire to meet a quorum, when meeting s are scheduled. I also want to thank Mr. Pereda for answering the governor's call to serve on the board. It doesn't pay; there are a lo t of hours to put in, in terms of reading the board packet. But our current chair does not like to keep our meetings longer than hour. Every now and then our meetings last an hour or 2 hours. I just want to thank Mr. Pereda, he had some management background with federal grants, and I feel he will be an asset to the board. I just want to thank the committee for scheduling his committee hearing in a prompt manner."

Mr. Leon Guerrero, stated," Good Morning Madam Chair. I am Pedro Leon G uerrero Jr. I am the D eputy Director of GHURA. For the record, I want to thank Mr. George Pereda for stepping up to the plate. A few things, I just want to thank Mr. Pereda for committing to serve and to thank his wife for supporting her husband for answering the call of duty. I also want thank the Governor and Lt. Governor for enabling him for this position. I do look fonvard in working with him in the board. We do have a dynamic board, a full board, and we do want to compliment Mr. Pereda with his addition to the Board."

Mr. George Pereda stated, "I do have a prepared statement. I would like to read from my prepared testimony." Mr. Pereda's testimony is appended to this committee report.
Senator Telena Cruz Nelson stated, " I would to open up the floor for questioning. Vice Chair?"
Vice Speaker Terlaje stated, "Buenas yan Hafa Adai Mr. Pereda. I just want to put on record, are you willing to serve on this board with out any political interference?"
Mr. George Pereda stated, " Yes indeed."
Vice Speaker Terlaje stated, " I appreciate that. I looked at your service through the government of Guam through the Yamashita Corps program I do believe you have a good demeanor for this board and I hope that the dynamic in the board will continue."
Vice Speaker Terlaje I would like to ask Mr. Duenas and Mr. Leon Guerrero, what do you think are the challenge are with the board, and what do you think Mr. Pereda will bring to the board to assist with?
Mr. George Pereda stated," We basically are operating under a new board with a new chairman and several new board members who were recendy confirmed in 2016. The chemistry between the board members seems to be very positive and I believe Mr. Pereda will bring and continue that positive dynamic to the board. We have very knowledgeable people on the board, they basically listen to management's recommendations and they ask very insightful questions and are usually very supportive with our efforts."
Vice Speaker Terlaje asked," Mr. Leon Guerrero?"
Mr. Leon Guerrero stated, " I feel the benefits from Mr. Pereda is that he comes from a different background, all board members come from different backgrounds and experiences and I am looking for him to question and bring out to consider different angles. So we are looking for good collaborations to make sure we cover all bases and I believe he has a lot of experiences to be able to listen and give recommendations to continue what management and the board and management have been doing. And I am truly proud of the board and what we have been doing. He will make a great addition to the board."
Vice Speaker Terlaje asked, "Mr. Pereda, do you have any experience in other capacities with procurement from your capacity working for the government of Guam?"
Mr. George Pereda stated," Only in my capacity as the Director of Yamashita Educator Corp. We did have an Office Manager who took care of those things, but we did have oversight on that as well."
Vice Speaker Terlaje stated, " I have no other questions, but I thank-you Mr. Pereda for your service, and thank you for testifying Mr. Duenas and Mr. Leon Guerrero."

Senator Wil Castro stated, " Teacher Corp Director, Educator, active member of the parish. By the way Madam Chair in full disclosure, he was my Director when I was a Teacher Corp. Scholarship recipient and I currently serve in 2 other civic organizations with Mr. Pereda. So I'm missing out on the U.O.G . Hut competition to be in full support of my fellow Knight. Training and Education, Mr. Pereda, not only make you qualified but a highly desirable candidate for the board. My remarks are purely commendatory. As you can see he is a man of a few words, Senators. And his humility always defined him as a prime example on the Knights of Columbus and the Young Men League of Guam. H e's a selfless contributing member of this community a very reliable bona fide workhorse and a beacon of piety. And if there is one desirable trait that I am looking for in any board in any position in this community it's always going to be hinged on character. I trust that Mr. Pereda when he makes decisions will not only be based on fact but it will be just and in the best interest of our community. Thank-you for accepting the appointment I look forward in voting for your confirmation of your membership.

Senator Lee stated, " Si Yu'os Ma'ase Madam Chair, and thank you very much Mr. Pereda for answering the governor's call and thank you very much for Mr. Leon Guerrero and Mr. Duenas for your testimony in support of this appointment. A few weeks ago my office provided a computer terminal for applicants who were applying for the GHURA lottery. And I see the G HURA Agency application is trying to streamline the entire process in using new technology and tools. So I wanted ask you if you see o ther ways to see if GHURA can use technology in order to improve services but also to make sure that prospective clients are not being left as we move forward, because they are unable to access some of these technological services."
Mr. George Pereda replied, " I believe the whole implementation for the lottery is to get a better handle on exactly what is needed on Guam. I believe that efforts need to be continually made to be aware of what those needs are and to pursue different initiatives. At this point in time I am not able to speak on the level of technology that they use at GH URA Offices. But in lieu of that I do know they are trying very hard to get a handle on the needs to address the problems we do have on Guam. We do have different programs that at are being implemented that we are trying to use in a variety of different ways."
Senator Lee stated, " Great. Thank-you very much! I have one last question or comment, or probably you can answer them for me. I'm interested in and I've seen the use of a Community Block Grant used by a lot of our village mayors and organizations across the island. So I wanted to ask you specifically what your thoughts are about the grants and if you have any desire to expand it."
Mr. George Pereda stated," My understanding, again in regards to the Community Block Grant is the GH URA office is on top of it in regards to providing the supported needs for applicants not only by which one can receive an application but also to provide support to develop their grant. My understanding is there is a few projects that are on hand that are greatly benefiting from it as they continue to pursue that same avenue."

Senator T elena Cruz Nelson stated, " Si Yu'os Ma'ase Senator Lee. I do have a couple of questions. I understand there is a shortage in low income housing for some of our welfare recipients. Can you just please tell us or speak about some of the plans or way ahead to solve that issue. "
Mr. George Pereda stated, " First I think there needs to be a direct assessment of need. I believe the GHURA offices are trying to address that. There's a need for us to try and get those under assistance of the government to try to provide them with better skills, training, and tools that they will need so they will better their situation. I believe that is also happening with the programs that we are implementing that today. So going at in both directions in trying to better assess the situation and at the same time trying to find different ways to address that will be a vey positive approach to that situation. I think that they are moving in that direction in a very positive way."
Senator Telena Cruz Nelson stated, " I just want to let you know that I do understand that to serve in this board is a true act of selfless service. You don' t get paid, and you have to contribute a lot of time to this board. There was a lo t of complexity in the past, with federal government investigations. I believe you have the moral bearing to do what is right for the people and to really help GH URA as an agency to move forward. So I thank you for being here and for accepting the appointment. And thank you all for being here to testify to Mr. Pereda on his behalf. Thank-you gendeman, have a great day."
