provincial GHG emission reporting system of key enterprises

We used a straight-forward methodology

Questionnaires on low carbon upgrading needs and application with

high emitting enterprises

Ground study (interviews and site visits) with key stakeholders

Capacity building on best practices of low carbon upgrades from UK

Creation of a living document for dynamic technology transfer

identification and correlation

Policy framework recommendation for regional government to

incentivize low carbon upgrades by local high-emitting industries

We surveyed 40 high-emitting enterprises

Majority (86%) enterprises have already taken action in low carbon

transformation such as in low carbon and energy efficiency projects,

carbon reduction target, carbon auditing, energy management system etc.

Half of the participating enterprises exceed energy efficiency standard,

some are considered internationally competitive, 40% had experience

acquiring overseas technology/IP.

Main barriers identified in interviews with 10 shortlisted companies:

lack of funding for low carbon technology transfer and upgrades

lack of policy incentives for low carbon transformation

lack of know-how and people to manage such transition

lack of low carbon technologies

81% of the enterprises have plans and budget for low carbon

development, to carry out energy saving and emission reduction projects.

Own capital set aside for energy saving and carbon reduction is on average

USD 5m

With regard to policy support, apart from financial subsidy and tax

incentives, 52% of the companies wish to see the forming of a technology

market, which indicates that the pilot companies are technology supply

and demand and communication channels.

We provided 4 recommendations

1. A list of practical policy recommendations was produced for Hunan

government, particularly to look at the benefit of low carbon and EE

finance

2. Based on analysis of UK low carbon policies and impacts, we

recommended to focus on market-orientated policy tools such as a

technology trade platform to provide a clear signal to industry and

incentivise adoption of technology by local enterprises

3. Technical, managerial and financial guidance for Hunan’s enterprises to

master low carbon technology acquisition

4. Based on a sector development roadmap developed for the UK, a chart

has been developed for Hunan government to prioritise technologies in

terms of emissions reduction and economic returns

The project lead to two immediate, tangible results

By the end of the project, Hunan Province Development and Reform

Commission together with a local high tech zone and number of

leading enterprises established a Low Carbon Technology Trade Fund

(USD 150 m raised so far, 1/3 by government, 2/3 by industry), ready

to act as a soft loan provider for low carbon technology

acquisition/trade in starting from 2017.

Hunan Province Development and Reform Commission also set up a

Low Carbon Technology Trade Centre, to promote and facilitate

acquisition of energy efficient and low carbon technology by Hunan

industries.
