Dear Friends & Supporters,
Annual reports are the perfect vehicle to say thank you to so many. We thank our donors, our volunteers, our board and committee members, as well as those who partner with us on so many different community projects.
The past year brought about dramatic and effective change for Great Rivers United Way. How’d we do it? Well, certainly not alone! But, transformation and disruption have been key.
Great Rivers United Way is transforming its core business model. In 2016, we shook up how we raise and allocate funds, most notably by establishing overarching goals for our Health and Income Impact Areas. Overarching goals get us all on the same page, working toward and measuring the same things. We’re moving the needle on large social issues as a team, sharing our data and making a difference... together.
Working together can be a disruptive. It forces us to slow down, be patient, and listen to more than just our own voice. Last year, Great Rivers United Way made sure it was listening. We worked collectively with school districts, businesses and government to bring long-lasting change to our communities – a theme of 2016 that will carry on for years to come.
Being creative and nimble will bring the mission of Great Rivers United Way to life in stronger ways than ever. These new approaches enhance the foundation of our organization.
It’s impossible to not be excited about what has transpired in the last year and not have more excitement for what’s to come. For us, that excitement builds with your continued support. You place confidence in Great Rivers United Way with every hour volunteered, every dollar donated, and every meeting attended, and your trust is not taken lightly.

What does Community Impact mean at Great Rivers United Way?It means that we are investing in programs that work together toward solving big community problems. In 2016, funding programs began to take on a new feel as we shift from just funding great programs to funding great programs that are contributing to goals that are set by the Great Rivers United Way Board. As an organization, our goal is to
set overarching goals in each of our funding pillars – Income, Health and Education – by Fall of 2018.
We began this journey by forming the Community Impact Task Force, a group of United Way staff and volunteers. The work started by taking an in-depth look at the Health and Income areas of need identified in the 2015 Compass Now Report. Next, in the Spring of 2016 we held
stakeholder conversations with community leaders, donors, volunteers, and agency partners to determine what Great Rivers United Way should prioritize for goals.
The Community Impact Task Force compiled all the information gathered to develop two overarching goals and funding priorities
in our Health and Income pillars.

The goals were incorporated into our grant applications and will be implemented into our funding beginning in April 2017.
But the work has just begun!
Over the course of the next two years, we will work with our funded partners on sharing data and practices and develop indicators of
success so we can measure our progress toward achieving our goals. We also will be beginning the goal-setting process for our programs
funded under the Education pillar.

One in five adults in America experience a mental illness. That is 40 million people – more people than the populations of New York and
Florida combined.
Depression is the leading cause of disability worldwide.The average age of onset of a mental illness is 14.
In La Crosse County, the Behavior Risk Factor Surveillance Survey indicates that adults have 3.3 poor mental health days per month.
That is 251,865 poor mental health days. Every month.
In La Crosse County, the Youth Risk Behavior Survey indicates that 31% of youth age 14-18 experience two or more weeks of
feeling sad or hopeless, an indicator of depression. These numbers have risen in the last four years.
While our community is blessed with amazing nonprofits, medical centers, and people who care about mental health, there is an
opportunity for uniting these efforts.

Great Rivers United Way is part of the solution. In collaboration with the La Crosse Medical Health Science Consortium, La Crosse County Health and Human Services departments, La Crosse County Sheriff,
the School Districts of Holmen and La Crosse, Gundersen Health System, Mayo Clinic Health System-Franciscan Healthcare, nonprofits, businesses, faith organizations, and community members, our goal is
to: improve behavioral health in our community.
Funded by an eight-year grant from the Healthier Wisconsin Partnership Program of the Advancing a Healthier Wisconsin
Endowment at the Medical College of Wisconsin, our compassionate community is planning a project to improve our community’s
mental health by:
• creating a culture of mental wellness• improving coordinated system integration
• improving resilience and social connectedness and
• increasing mental health awareness and improving attitudes.

EARlY chIlDhooD collABoRATIVEoF lA cRoSSE coUNTY
The goal of the Early Childhood Collaborative of La Crosse County is for our community to understand the simplicity and importance of inter-acting with young children. The earlier we interact with one another,
the more successful and resilient we can be as we grow older! The ECCLC wants community members to understand that all children in the community are everyone’s children. Making this happen means getting
folks to value and appreciate everyday learning in everyday settings. More specifically, the ECCLC is focusing on sharing tips for develop-
mentally appropriate activity, putting books in more homes and in the hands of more adults and children, and engaging businesses in early
childhood.
To reach the community from multiple avenues, the ECCLC has split into five action teams made up of experts in the following areas:

READ To SUccESS READING TUToR pRoGRAm
Designed with the educational needs of third-grade students in mind, Great Rivers United Way’s volunteer reading tutor program, Read to
Success, aims to put kids on a road to success by creating partnerships between community members and students.
Children learn to read, and then they read to learn. Reading is a foundational skill directly tied to future academic and adult success,
and third grade is a pivotal time for learning in this area. Read to Success relies on local volunteers make a lifelong impact on a child
or two by providing mentorship and reading support.
The program launched in early 2015 in collaboration with the Sparta Area School District. By the end of 2015, the School District of
La Crosse had also signed on to participate, piloting the program in Hamilton Elementary School. Read to Success has now expanded
from one school in La Crosse to four: Emerson Elementary, Hamilton Elementary, Hintgen Elementary, and Northside Elementary. The
program continues to thrive in both communities. Our goal for Read to Success students is improved reading scores, using measurements
that the school districts are already collecting.

compASS NoW 2018
Compass Now 2018 was well underway in 2016.
Random Household Surveys were mailed to 5,450 homes in our six-county service region. Additional convenience surveying took place to ensure diverse representation. The Compass Steering Committee met
monthly in 2016, with progress made on focus group planning.

BoRN lEARNING TRAIlS
Thanks to Joanne Van Riper and RSM US LLP, two more Born Learning Trails were installed in 2016. They’re available for free family fun in
Van Riper Park (Onalaska) and Red Cloud Park (La Crosse).
RSM’s second of two trails will be installed in Chad Erickson Memorial Park in 2017. With the park’s all-abilities mission in mind, we’re working with experts to create adaptive activities so all children
and families may enjoy Born Learning.

We are a community where every member’s contribution – great or small – makes a world of difference, and each of us gets to leave our fingerprints on a legacy of change that will endure long after we’re gone.
AlEXIS DE TocqUEVIllE SocIETY
French aristocrat Alexis Charles-Henri Clerel de Tocqueville was 26 when he came to America in 1831. His travels took him all over the young nation as a
keen observer of American society. Perhaps his most important observation was that Americans helped each other in times of need. He recognized,
applauded and immortalized the voluntary spirit that lives in America’s heart. He wrote: “we as Americans ask for the cooperation of his fellow citizens, it is
seldom refused; and I have often seen it afforded spontaneously and with great good will.”
The United Way Tocqueville Society was formed in March of 1984 to deepen individual understanding of, commitment to, and support of United Way’s work:
advancing the common good by creating opportunities for a better life for all. The Tocqueville Society recognizes local philanthropic leaders and volunteer
champions around the world who have devoted time, talent, and funds to create long-lasting changes by tackling our communities’ most serious issues.
Membership in the Tocqueville Society is granted to individuals who contribute at least $10,000 annually to a member United Way.

Volunteer website Ugetconnected, a partnership between Great Rivers United Way, the University of Wisconsin-La Crosse, Viterbo University, and Western Technical College, saw great growth in 2016.
Thirty-two new agencies began posting their volunteer opportunities on the site, bringing the total number represented to 139. nearly 2,000 new users, about half of which were college students, registered.

Description of Membership Dues and Service Charges Received by the Federation from Its Member Charities
Great Rivers United Way does not charge membership fees or annual dues to member charities to be a part of our federation. Therefore, in order to cover overhead expenses, Great Rivers United Way first utilizes “undesignated” contributed funds. Undesignated funds have been contributed directly to and not designated to a particular agency.
Like similar federations, Great Rivers United Way strives to raise sufficient undesignated funds to cover 100% of operating costs. According to the most recent independent audit of Great Rivers United Way financial statements, every designated dollar was forwarded to Great Rivers United Way members of the Federation.
