What’s the NEWS
Parliament cleared the Constitutional Amendment Bill guaranteeing 10%
quota in education and employment to economically weaker sections in
the general category, following an approval by the Rajya Sabha.
The Upper House nod came following an over nine-hour-long heated
debate, during which the Opposition accused the government of bringing
the Bill in haste with an eye on the coming Lok Sabha election.
The Bill was passed with a majority of 165 against seven votes. It will be
now sent for Presidential assent.
The Constitution (124th Amendment) Bill was introduced by Minister
of Social Justice and Empowerment Thawar Chand Gehlot, who later in
his reply said that the existing reservation to the SCs, STs and OBCs
would not be touched by the amendment.
The reservation would be applicable to jobs in both Central and State
governments, adding that the legislation gave powers to States to
determine the economic criteria for identification of beneficiaries.

Know! all about the conditions when a bill gets lapsed in the Parliament
When the Lok Sabha is dissolved, all business including bills, motions,
resolutions, notices, petitions and so on pending before it or its
committees lapse.
They must be reintroduced in the newly-constituted Lok Sabha to be
pursued further.
Articles 107 and 108 of the Indian Constitution deals with these
provisions. The position with respect to lapsing of bills is as follows:
Cases when a bill lapse:
A bill originated in the Lok Sabha but pending in the Lok Sabha –
lapses.
A bill originated and passed by the Rajya Sabha but pending in Lok
Sabha – lapses.
A bill originated and passed by the Lok Sabha but pending in the Rajya
Sabha – lapses.
A bill originated in the Rajya Sabha and returned to that House by the
Lok Sabha with amendments and still pending in the Rajaya Sabha on
the date of the dissolution of Lok Sabha- lapses.
Cases when a bill does not lapse
A bill pending in the Rajya Sabha but not passed by the Lok Sabha does
not lapse.
If the president has notified the holding of a joint sitting before the
dissolution of Lok Sabha, does not lapse.
A bill passed by both Houses but pending assent of the president does not
lapse.
A bill passed by both Houses but returned by the president for
reconsideration of Rajya Sabha does not lapse.
Some pending bills and all pending assurances that are to be examined by
the Committee on Government Assurances do not lapse on the dissolution
of the Lok Sabha.
Some more facts
Adjournment (of a sitting) does not affect the bills or any other business
pending before the House and the same can be resumed when the House
meets again.
Prorogation (of a session) does not affect the bills or any other business
pending before the House. However, all pending notices (other than
those for introducing bills) lapse on prorogation and fresh notices have
to be given for the next session.

WebWonderWomen is a campaign to specially honour and encourage such
voices that have in their own capacity driven a positive impact on social

The Campaign invites Entries via Nominations from across the world, as per
the laid out criteria.
Nominations are now open till 31st January, 2019. Indian-origin women,
working or settled anywhere in the world, are eligible for nomination.
The shortlisted entries will be open for public voting on Twitter and the
finalists will be selected by a specialized panel of judges.
Nominations have been invited in a large number of categories including
Health, Media, Literature, Art, Sports, Environmental protection, fashion
among others.
Infrastructure Development Gangajal Project to Provide Better and More Assured Water Supply in
Agra
Making Agra Tourist Friendly Smart City - Integrated Command and
Control Centre for Agra Smart City To be Built

Gangajal project
The Prime Minister dedicated to the nation, Gangajal project, which will
provide Agra with better and more assured water supply, at an estimated
cost of Rs.2880 crores.
The programme will provide a supply of better drinking water which will
benefit the residents as well as tourists.
Gangajal project aims to bring 140 cusecs of Ganga water to Agra. This
will help meet the drinking water demands in the city.
Integrated Command and Control Centre
Prime Minister laid the foundation Stone of Integrated Command and
Control Centre for Agra Smart City.
In this project CCTVs will be installed throughout Agra City for
monitoring and surveillance for the purpose of safety and security.
This will help to develop Agra as a modern world class smart city,
befitting its stature as a premium tourist destination, at a total cost of
Rs.285 crores.

The integrated Command and control Center is a place which gathers all
the departments and mind of the city using ICT (Information and
communication technology) as a backbone
It’s a place where information from various departments and various
applications is collected and analyzed for better planning of the city.
It has Business Intelligence engine which will process all the information
and generate insights.
These insights will be helpful in managing incidents across the city and
do a better planning for the development It plays the role of decision
support system.
The concept of Panchdhara
Panchdhara - five facets of development hold the key to the progress of
nation. These include education for children, irrigation for farmer,
livelihood to youth, medicines for elderly, grievance redressal to
everyone.
AMRUT scheme
Prime Minister laid the foundation stone of sewerage network project for
the western part of Agra. under AMRUT scheme.
The project will lead to improved sanitation facility in over 50000 houses.
Atal Mission for Rejuvenation and Urban Transformation (AMRUT)
The scheme was launched by Prime Minister Narendra Modi in June
2015 with the focus to establish infrastructure that could ensure
adequate robust sewage networks and water supply for urban
transformation by implementing urban revival projects.
Rajasthan was the first state in the country to submit State Annual Action
Plan under Atal Mission for Rejuvenation and Urban Transformation
(AMRUT).
The scheme Housing for All by 2022 and Atal Mission for Rejuvenation
and Urban Transformation (AMRUT) were launched on the same day.
The scheme is dependent with public private partnership(PPP) model.
If required, various other schemes like Swachh Bharat Mission, Housing
for All 2022, along with the local state schemes like that related to water
supply and sewerage and other infrastructure related schemes can be
linked to AMRUT.
Tourism First Swadesh Darshan project in Meghalaya inaugurated

“Development of North East Circuit: Umiam (Lake View) - U Lum
Sohpetbneng- Mawdiangdiang - Orchid Lake Resort” implemented
under Swadesh Darshan Scheme of Ministry of Tourism, Government of
India

The project “Development of North East Circuit: Umiam (Lake View) -
U Lum Sohpetbneng- Mawdiangdiang - Orchid Lake Resort” was
sanctioned by the Ministry of Tourism in July 2016 for Rs. 99.13 Crores.
Under this project the Ministry has developed facilities like Traditional
Healing Centre, Tribal Rejuvenation Centre, Tourist Information Centre,
Multipurpose Hall, Log Huts, Cafeteria, Sound and Light show, Souvenir
Shops, Water Sports Zone, Zip Line, Canopy Walk, Trekking Routes,
Cycling Track, Last Mile Connectivity, Caravan Parking, Public Toilets,
and Solid Waste Management.
Know about Swadesh Darshan scheme
Swadesh Darshan scheme is one of the flagship schemes of the Ministry
of Tourism for development of thematic circuits in the country in a
planned and prioritised manner.
Under this scheme the Government is focussing on development of
quality infrastructure in the country with objective of providing better
experience and facilities to the visitors on one hand and on other hand
fostering the economic growth.
The scheme was launched in 2014 -15 and as on date the Ministry has
sanctioned 74 projects worth projects for Rs. 5932.05 Crore to 30 States
and UTs.
30 projects / major components of these projects are expected to be
completed this year. 9 projects have been inaugurated as on date under
the scheme.

What’s the NEWS
The University Grants Commission (UGC) has approved the list of
journals for the “CARE Reference List of Quality Journals”.
The Consortium for Academic and Research Ethics (CARE) is tasked to
scrutinise and then compile a list of journals for social sciences,
humanities, language, arts, culture, Indian Knowledge system etc.

UGC had established Consortium for Academic and Research Ethics
(CARE) to prepare a “CARE Reference List of Quality Journals”.
The Consortium would compile a list of “credible quality journals”
which would ultimately replace UGC’s own list of journals.
The Consortium would be headed by the UGC Vice Chairman and would
consist of government bodies and statutory councils.
What’s the need of this consortium
Nearly 88% of 1,009 journals recommended by universities and included
in the white list were dubious and only 112 journals met the criteria set by
UGC to be included in the list.
These dubious journals had adversely impacted the image of UGC and as
well as India at the international stage.
The UGC had announced the setting up of Consortium for Academic and
Research Ethics to scrutinise and then compile a list of quality journals,

This year Khelo India Youth games are being held in Pune.
Previously called as Khelo India School Games, it has been now
renamed as Khelo India Youth Games.
Khelo India Youth games
Khelo India Youth games are held annually in January or February as the
national level multidisciplinary grassroot games.
The games are held in two categories- under-17 years school students and
under-21 college students.
Kelo India Youth games are part of Khelo India programme, which was
introduced to revive the sports culture in India at the grass-root level
by building a strong framework for all sports played in our country and
establish India as a great sporting nation.
Talented players identified in priority sports disciplines at various levels
by the High Powered Committee will be provided annual financial
assistance of INR 5 lakh per annum for 8 years.
