The 1968 Fair Housing Act: The most powerful tool in our civil rights arsenal (NFHA, (2008).

The mission of PHA’s Fair Housing Program under the Fair Housing Law

The findings in this presentation call on PHA to extend itself to a specific, vulnerable and overlooked group of people: the Hispanic Community

Part I: Discrimination – The Fair Housing Crisis in Charlottesville

Population served by PHA: Black (17%), White (74%), Hispanic (6%), Other (3%) (US Census Bureau, 2007)

Significance: The Urban Planning program at the UVA performed a Neighborhood Analysis

The most adversely impacted minorities

Research by NFHA (National Fair Housing Alliance): Blacks are twice as likely to experience housing discrimination as whites (NFHA, 2006).

A similar relationship exists between Blacks and Hispanics (Reifenberger, 2007).

Part II: Common Methods Used Against Hispanics Residents

In Charlottesville, rental properties are where Hispanic residents experience the most problems (Reifenberger, 2007).

Steering and Familial Status are the most practiced discriminatory methods (Silver, 2007).

What is “steering”? What is familial status?

The following charts show a trend in apartment rentals that can be attributed to a combination of both steering and familial status.

Trophy Chase $715/mo

Townwood 750/mo

Note: There is less than $100 difference in rent and the complexes are within 2 miles of each other.

Part III: The Need To Serve More Hispanic Clients

The following chart shows the disparity in Hispanic clients PHA served since 2005 compared to the NFHA national average for a private FHIP.
