On 11 October 2011 (Brussels) Máire Geoghegan-Quinn, European Commissioner for Research, Innovation and Science and Gheorghe Duca, President of the Academy of Sciences of the Republic of Moldova, have signed a Memorandum of Understanding for the association of Moldova to the EU's Seventh Research Framework Programme (FP7: 2007-2013).
On July 1st, 2014 five Western Balkan countries (Albania, Bosnia
and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro and Serbia) and the Republic of Moldova secured full access to the European Union's new seven year research and innovation programme, Horizon 2020: 2014-2020.
On September 29, 2014 - European Union and Republic of Moldova
signed Agreement of participation of the Republic of Moldova in COSME (2014-2020)

• 29 September 2014 - Agreement of Moldova’s participation in the Program
of Competitiveness of Enterprises and Small and Medium-sized
Enterprises 2014-2020 (COSME) was signed by the European Union and the
Republic of Moldova. Moldova becomes the first Eastern Partnership country
that joined COSME Programme.
• On 5 December 2014, the COSME Programme was officially launched in
the Republic of Moldova by the Organization for the Development of the SME
Sector in Moldova (ODIMM) in partnership with the Ministry of Economy,
and with the support of the EU Technical Assistance to Sector Budget Support
Programme 'Economic Stimulation in Rural Areas'.
• In the process of approval the 2015-2017 Action Plan for COSME
implementation
• Moldova is eligible to 3 out of the 4 COSME actions:
• Access to markets;
• Supporting entrepreneurs;
• More favorable conditions for business creation and growth.

in accordance with the Code on Science and Innovation of the
Republic of Moldova.

2020 Innovation Strategy, adopted in 2014, is the main document for
the development of innovation activities in the Republic of Moldova,
including the R&D sector.
Science and Innovation Code – in the process of modification
Venture Capital - normative acts are in the process of development
Innovation Vouchers (activity started within FP7 ENER 2I)
Innovation Voucher Competition (IVC) in Moldova March 2015, .
The aim of the competition is to initiate innovation projects in the field of EE and RES
by providing direct financial support at an early stage of project development. Small and
Medium sized Enterprises (SMEs), including start-ups and spin-offs will get the
possibility to purchase research and development services from knowledge providers
to realize their projects and to establish or intensify their relationship with research
institutions.
