Decoding the nexus: Understanding environmental migration

From IOM’s perspective, most migration scenarios involve a range of factors, and it is sometimes difficult to isolate environmental and climate change triggers from political, social, economic and other aspects. Environmental and climate change drivers play a significant and increasingly determinative role in shaping human mobility:

(a) Environmental factors have always been a cause of migration.(b) People flee to survive natural disasters or when faced with harsh and

deteriorating environmental conditions.(c) Climate change is expected to intensify sudden- and slow-onset disasters and

gradual environmental degradation.(d) Environmental migration involves cases of either forced or voluntary

movements that are not easily distinguishable.(e) Migration is increasingly considered as an adaptation strategy, allowing

populations to cope with environmental factors – for example, temporary migration and remittances can open up alternative sources of income and reduce reliance on the environment for subsistence.

Programmatic activities on migration, environment and climate change

Putting the migration, environment and climate nexus into practice

Migration, climate change and the environment present a complex set of cross-cutting issues that are of growing importance for all of IOM’s activities. With increasing awareness of climate change and the role of environmental factors in shaping migration trends and patterns, these issues are greatly becoming mainstreamed across the whole of IOM’s portfolio. Environmental migration is considered across thematic areas of work – migration and development, labour migration, migration health, emergency response and post-crisis recovery – as well as across institutional activities, for example, policy, research, operations and communication. Since 2000, more than 750 projects have been funded and implemented worldwide in the context of IOM’s response to environmental migration, demonstrating that creative solutions exist for communities affected by environmental degradation and climate change and that migration does not have to be a “last resort” solution but also a positive driver for change.

Below are some examples of IOM projects on environmental migration.

CAPACITY-BUILDING ACTIVITIES ON MIGRATION, ENVIRONMENT

AND CLIMATE CHANGETraining Series on Migration, Environment and Climate Change

IOM’s training activities in the area of migration, environment and climate change (MECC) focus on the complex issue of managing migration in the context of climate and environmental change – a cross-cutting nexus linked to many policy areas, including migration, adaptation, environment, development, security and disaster risk reduction.

The objectives of the training courses are to:

(a) Build the capacity of policymakers and practitioners, in order to factor migration into environmental and development policies, as well as climate change adaptation strategies, and to take environmental change into account in comprehensive migration management policies at the national level;

(b) Facilitate policy exchange in migration, environment and climate change among policymakers and practitioners.

2013 SURVEY ON ENVIRONMENTAL MIGRATION

In spring 2013, IOM conducted a survey on environmental migration among its Missions worldwide. The aim of this exercise was:

• To assess the relevance of the issue of migration related to environment and climate change across countries;

• To measure the level of importance of environmental migration among other priorities in IOM offices worldwide;

• To assess existing data on this topic available in IOM offices in the field.

The survey was conducted as part of the preparatory work for a forthcoming ICP publication, the first Atlas on Environmental Migration, bringing together data, case studies and analysis of environmental migration, and related problems, issues, as well as opportunities.
