Assistant Secretary of the Army (Installations, Energy & Environment)
• The Energy Initiatives Task Force (EITF) transitioned to the
Office of Energy Initiatives (OEI) on October 1, 2014
• The OEI is an enduring organization within the Office of the
Assistant Secretary of the Army (Installations, Energy and
the Environment) (ASA (IE&E))
• The OEI serves as the central management office for the
development, implementation and oversight of all privately
financed, large-scale renewable and alternative energy
projects
• Projects equal to or greater than 10 MW
• Will work closely with installations for 1- 10 MW opportunities
• Potential for projects that exceed Army requirements
• Solar, Wind, Biomass and Geothermal technologies
• Uses existing DOD land-use and third-party financing
authorities

The OEI’s projects will help ensure the Army’s goal to deploy

Energy Contract Options

– We currently have three Energy Contract
options:
• GSA Area Wide Contract;
• Power Purchase Agreement (PPA); and
• Enhanced Use Lease (EUL)
– We anticipate being able to use a fourth
option in the near future – Municipal Service
Agreements (MSA)
