Domestic Driveway Crossover 20/21
Do not complete this form if: The driveway opens to a State Controlled Main Road – this cannot be assessed by Council. Please contact
Department of Transport & Main Roads Ph: 13 74 68.
The driveway is associated with Department of Housing or a Commercial driveway – this may require a different application. Please contact Council to raise a request to the Engineering Team for advice.
The road does not have kerb and channel – please contact Council to organise a property access assessment, where the Roads Team will assess the driveway location and appropriate crossover. Note: Council will require a plan/mud map and photos of the proposed location to provide an accurate assessment.
Information
All new or replacement of existing driveways require a permit. (Application turnaround time is 20 business days – if mandatory attachments are not provided at lodgement, the application will not be processed.)
This permit allows the property owner to modify Council’s Road Reserve (footpath and guttering) as per Subordinate Local Law 1.1 (Alteration or Improvement to Local Government Controlled Areas, Facilities and Roads) 2015.
Pre-Lodgement Criteria
1 The driveway meets the requirements of Table 1 of the Reference Drawing R-RCC-1. (Refer images below)
2 The driveway grade (slope) can be achieved as per Reference Drawing R-RCC-1. (Page 4 of application form)
3 The driveway is constructed perpendicular to the road.
4 Applications for proposed land will not be accepted (Survey Plan must be sealed by Titles Office).
5 The driveway meets the setback requirements set out in the image below.

Items to consider when assessing possible driveway locations and materials
1. Prohibited Locations
Driveways must be at least 6m from the tangent point –
where the curve of the corner straightens into the Street and
1m from Stormwater Gully pits – See Reference Drawing R-
RCC-1.
2. Council Infrastructure
Concrete Footpaths
Driveway levels must tie in with any existing concrete
footpaths with doweled expansion joints.
Existing footpath sections across the width of the driveway
must the removed and tooled contraction joints are to be
made in the driveway slab to denote the footpath.
Footpath Trees
Ensure street trees are clearly marked on the driveway plans
prior to submission – minimum clearance is 2m.
Council may request that you replace or transplant where
possible, any small trees, at your cost, if necessary.
Mature trees will not be removed however pruning may be
performed, at your cost, if required. A Council arborist will
advise.
Where driveways are installed within 5m of a street tree it is
advised that a 100mm (0.1m) wide x 400mm (0.4m) deep
barrier be installed as part of the driveway, along the edge
closest to the tree.
Road Signs and Traffic Control Devices
Road signs may be relocated a small distance at your cost.
Concrete traffic islands etc, are generally unlikely to be
moved. Contact Council’s Roads, Drainage and Marine Unit
(Ph 3829 8999) for further advice.
Sewerage Manholes, Water Hydrants & Valves
Sewerage manholes, hydrants & Valves must be accessible
at all times. Contact Redland Water (Ph 3829 8999) for
advice on relocating their infrastructure.
Driveways cannot be constructed over fire hydrants.
Survey Marks
Some survey marks are located on the footpath. They are a
brass disk, set in concrete, usually 1 metre from the property
boundary or immediately behind the kerb and are generally
denoted by red and white paint on the kerb.
Do not disturb a survey mark.

Water Supply Services (Meters & underground pipes)
Driveways must not interfere with water meters or cover
water supply pipes from the main in the footpath to the meter.
The driveway must not cover a water supply conduit from the
main on the opposite side of street. The location of the
conduit is indicated by a “W” mark in the kerb.
If relocation of the water meter is required as a result of the
construction of a driveway, this will be done at the owner’s
expense.
3. Other Service Providers
Various services provided by other authorities may be
installed in the footpath. Check for any conflict with the
relevant organisation.
i. Underground electricity, gas, telecommunications
(Dial Before you Dig Ph 1100)

ii. Above ground power Energex (Phone 131253). Allow
at least 1m clearance from power poles.
4. Other aspects to check
Alignment and setbacks
Crossing to be constructed:
square to the street alignment,
wholly contained within the site frontage, and
with a minimum setback from property boundary of
500mm so that the taper may finish on the boundary
but driveway would be offset.
Driveway Slope
Driveways which exceed the slope indicated in the
Reference Drawing R-RCC-1 are considered to not comply
with point 2 of the Pre-Lodgement Criteria.
Existing Kerb and Channel
On Sub-Arterial and Trunk Collector roads the kerb and
channel is to be removed and replaced with Council’s
standard invert. On other roads driveways must be pinned as
per Reference Drawing R-RCC-1.
Extent of Concrete
Where no kerb and channel exists, the concrete must not be
extended past the table drain.
Maintenance
The crossover, once completed, is considered to be the
owner’s property and it will be their responsibility to ensure it
is maintained, at all times, in a safe condition.
Other than in Plain Concrete
The thickness of the decorative surfacing is to be added to
the thickness of crossing shown on Council’s Reference
Drawing R-RCC-1.
The decorative surface is not to extend closer to the road
pavement than the back of the kerb.
The surface finish shall be non-slip and have a minimum
coefficient of friction of 0.47 as specified in Australian
Standard ASMS 3661 – Slip Resistance of Pedestrian
Surfaces. E.g. plain, lightly broomed concrete.
The surface projections shall not exceed 5mm in height
relative to the adjacent surfaces.
Pollution
All work (including disposal of waste) is to comply with the
Environmental Protection Act 1994.
All reasonable measures must be taken to prevent the
release of pollutants onto/into roadways, stormwater
systems and waterways. Refer Council’s Brochure, “Erosion
and Sediment control on residential building sites”
Visibility
Check the visibility of oncoming traffic at the location where
you want to put the driveway. Items to consider would be
curves and crests in the road or other obstructions, which
may block your view.
