• ICOMOS is the Advisory Body to UNESCO on World Heritage
• We are represented in 120 Countries • With over 11,000 members Worldwide• All are highly trained professionals in all
aspects of Heritage in the widest possible term

• With a central secretariat in Paris• A 26 member International Executive Committee• With 29 International Scientific Committees • It is our aim to Promote Scientific Research,
Education in Conservation and Disseminate Information to the widest possible forum,
• The Proposed new ISC on “Energy Efficiency in Heritage & Traditional Buildings

• Made up of 32 International Members from over 11 Countries
• Have completed our desk top research in all other bodies carrying out research In this area
• Have worked with the most active – Green Energy Centre Dublin, Historic Scotland, English Heritage, Society for the Protection of Ancient Buildings
• As you will see from the next number of slides we are advanced in understanding the challenges, designing new technology, in carrying out and recording different building types, and now in sharing this information.
• We would welcome greater participation and co-operation in our research from China

• Protected Structures or Listed Buildings can be protected through planning
• In some cases this fails due to the BER
• Many Buildings of Historic and Heritage Value are not Listed and therefore are at
risk
• We need more Legislative Tools
Directive 2006/32/EC
• On Energy End-Use Efficiency, Energy Services & repealing Council Directive 93/76/EEC
• This is further to the “Kyoto Commitments”• Most European Countries ratifed it in 2009• Create the BER (Building Energy Rating) or the
EPC (Energy Performance Certificate)• If you sell or rent your residence you must have
a BER or EPC• Heritage Properties Exempted• We believe this has a negative impact on the
built heritage
