ADMINISTRATIVE INFORMATION SYSTEM
AND ITS IMPACT ON CRISIS MANAGEMENT

ABSTRACT
This research will determine effectiveness of computerized management
information system and its impact in crisis management in Criminal Investigations
Department within Murabba Police Station, Al Ain for measuring effectiveness of
computer based management information systems related to; information
accessibility, decision making process, user satisfaction, management levels
adaptability, timely response to development, and information security.
Sample of this study was 75employees selected randomly as 56% out of study
population. Analytical descriptive approach was applied using a questionnaire as a
study tool. Major findings illustrated that there's a statistical relationship between
computer based management information systems and Criminal Investigations
Department's ability of crisis management because 66.6% of department's ability to
manage crisis interpreted by effectiveness of computer based management information
system. Major recommendations of the study illustrated necessity of securing and
storing information directly to safe places, moreover providing standby backup
servers, and establishing effective disaster recovery systems.
Key words: Effectiveness, crisis management , computerized administrative

1. INTRODUCTION
The world is witnessing quantum leap in various fields of life due to the remarkable human
and scientific development which has coincided with increasing numbers of newcomers to
some countries where employment opportunities have emerged creating an urgent need to
deal with such increase in numbers of arrivals in addition to the consequent quantitative and
qualitative expansion of offenses that may be committed by those new arrivals. Accordingly,
security systems have to deal with that increase using effective methods that ensure continuity
of control on those arrivals and ensure safety of the community.
Problems may appear in some reasons that may hinder the work including; hardware
failures that may lead to system breakdown or data loss due to systems weakness and lack of
compatibility with each other in addition to problems that may appear as a result of
disconnection and errors that may appear as a result of human errors.
Thus, it's important to focus on the side of security crisis management through the
effective information system that works on finding a quick and effective decision-making
process within the Investigation Department Al Murabba Police Station which provides an
opportunity to exact the work and trace proper security matters that may threaten stability.
1.1. Problem Statement
Due to importance of administrative computerized information systems and its clear role in
success of organizations and avoid crisis besides its importance in avoiding resulted loses
from the system breakdown; it's necessary to recognize the role of the computerized
management information systems to early detection of crises and to hedge on these crises and
to develop solutions and avoid falling again in this crisis. The problem of the study is
represented in the following statement; what's the effectiveness of computerized management
information systems in the crises management within the Investigation Department in Al
Murabba Police Station.
1.2. Definition of the Problem
Easiest way to define research problem is by converting research title to question as follows:
"Is there statistical significant relationship between effectiveness of computerized
management information systems with its six elements –speed of access to information, speed
of decision-making, user satisfaction, appropriateness of administrative levels, responding to
emerging changes, information security– and ability to manage crisis within Investigation
Department in Al Murabba Police Station?
Core question will have some other sub-questions in the same field of the study as
follows;
• Is there statistically significant relationship between effectiveness of computerized
management information systems with its six components and early detection for crises
signals?
• Is there statistically significant relationship between effectiveness of computerized
management information systems with its six components and preparedness and prevention
stage?
• Is there statistically significant relationship between effectiveness of computerized
management information systems with its six components and damage containing stage?
• Is there statistically significant relationship between effectiveness of computerized
management information systems with its six components and restoring activity?

1.3. Objective of the Research Study
• Measuring effectiveness of computerized management information systems and its impact on
Investigation Department's ability to manage its crises Al Murabaa Police Station.
• Recognizing availability of infrastructure for computerized management information systems
and measuring its effectiveness in Investigation Department.
• Recognizing department's concern and awareness about computerized management
information systems.
• Recognizing how the Investigation Department provide prepared-in-advance plans and
scenarios and find out how it updates such plans to be used at necessary time.
• Illustrating relationship between computerized administrational information system and
contribution extent of this system in containing resulted damages from crises within the
Department.
• Focusing on importance of computerized administrational information system and its effective
role in decision-making process that contribute to avoid crises.
1.4. Study Significant
Importance of this study lay of being the first study that deals with crisis management in
Investigations Department in Al Murabaa Police Station according to the knowledge of the
researcher. Importance of this study comes in dealing with an important police sector, which
is one of the most crisis-prone sectors, especially in the light of the security conditions that
constantly change prompting the researcher to find out how to take advantage of the offered
features by the computerized administrational information systems in crisis management. In
addition to the previous significant we could add the following;
• Detecting vulnerabilities and affecting factors in performance of Investigations Department
and recognize its causes and how to avoid them also preparedness and prevention before they
occur, which supporting police performance and lead to strengthen its capacity to manage
crises and take advantage of it in future, also supports the stability and growth of the city of Al
Ain.
• Shedding the light on the important and positive for computerized administrational
information system in preparedness and prevention of crises that may make the work of the
department and its contribution to contain the caused damage by the crisis, and then restore
normal activity and learning from previous crises and make use of them in the future.
1.5. Hypothesis of the Study

1.6. Identifying and Labeling Variables
• Dependent variable; crisis management which consisted of five components, as; detecting
early warning signals, preparedness and prevention, containing damages, restoration activity,
and learning.
• Independent variable; computerized management information system which consisted of six
components, as; speed of access to information, decision-making speed, user satisfaction,
appropriateness to administrative levels, responding to emerging changes, and information
security.
1.7. Boundaries
• Time boundary; 2015.
• Spatial boundary; Investigations Department working into Murabba Police Station, Al Ain
Police HQ.
• Objective boundary; study about effectiveness of computerized management information
system and its impact on crisis management: survey study about Criminal Investigations
Department - Murabba Police Station.
• Human boundary; study is limited to study the subject from point of view of those responsible
for the investigations department.
• Variables boundary; dependent and independent variables that have been derived from the
literature of the study.
1.8. Arrangement and Approach of Study
The descriptive analytical approach as the most appropriate approaches to be applied due to
the nature of the study and its objectives. Descriptive analytical approach is the most
commonly approach used in the study of social and human phenomena. The methodology of
the study will be presented with all its aspects in the following phases.
2. METHODOLOGY RESEARCH
In order to achieve objectives of the study, descriptive analytical method was applied as a
research method that deals with events, phenomena, and existing practices that are available
for study and measurement as they're without any intervention, but the researcher can interact
with it to describe and analyzes. The aim of this the study is to analyze the effectiveness of
computerized administrative information system and its impact on crisis management process.
The study will depend on two key types of data, as;

• Initial data by a field study and distributing questionnaires to study some of the research
points and collect necessary information about research subject and then unload and analyze
such information using appropriate statistical programs to reach enough semantics with value
and indicators that support the study subject.
• Secondary data by reviewing books, periodicals, and special or related publications to the
study subject related to effectiveness of administrational computerized information system and
its impact in administration.
2.1. Corporate Description
2.1.1. Organization's Activities
Al Murabaa Police Station works in Al Ain City as an important part of Abu Dhabi Police
GHQ in coordination with other departments to gain access to a safer society, and seeks to
maintain stability and reduce crimes and remove fear from citizens as well as contribute in
justice achievement among public. Vision of the station is to become the most effective police
force on the ground in response to community needs and get the highest integrity and training
levels as a part of Abu Dhabi Police GHQ values of; integrity, honesty, respect the human
rights, provide the service fairly and with dealing people kindly as well as promoting
teamwork and recognizing individuals and group contribution in achievement.
2.1.2. Strategic Management
• Vision; to ensure continuity of Abu Dhabi Emirate as community enjoys security and safety
through provision of high quality police services to citizens, residents of the emirate and its
visitors.
• Mission; working for a safe community, achievement of stability, reduction of crime rates.
Contribution to implementation of justice in a manner that promotes the confidence of the
public in police.

Strategic Objectives
As a result of accelerated changes in the world in general and in Abu Dhabi in particular and
to achieve the vision of the emirate to be one of the most developed capitals, the GHQ of Abu
Dhabi police prepares and updates the plan annually in line with the requirements of the
general secretariat of the executive council and achievements of Abu Dhabi government's
outputs in line with the continuous variables in the population structure and urban expansion.
So Abu Dhabi police GHQ updates its plans based on analysis of the internal and external
environment surrounding the GHQ of Abu Dhabi police and knowledge of the best practices

to achieve its strategic goals and priorities and organizes all its resources to realize these
goals.
2.1.3. Current Projects Undertaking
Maintaining security and stability is a lofty goal sought by the Ministry of Interior, they're
keen to fulfill its responsibilities to achieve according to the sublime directives of the wise
leadership stemming from the absolute belief that the security is the key pillar of growth and
prosperity and maintain the gains of the UAE. From this point the Abu Dhabi Police GHQ has
strived to work on maintaining security and stability, geared to that all the human and material
resources to be achieved.
Among the latest projects that have been done by Al Murabaa Police Station we find the
new teeth imprint specialty as one of the supporting disciplines of Forensic Medicine
according to international levels on responding to disasters and mass deaths incidents through
careful cognition to disaster victims by comparing dental characteristics of the unidentified
victims and comparing the available X-Ray files and radiographs at dentists inside and
outside the country to determine the extent of the similarity between structures, or draw some
cognitive characteristics of the victim in the absence of these files. This program was
activated under a cooperation agreement between the Abu Dhabi Police GHQ, University of
Sharjah, and Victoria Institute of Forensic Medicine in Melbourne Australia.
2.1.4. Industry Analysis
Al Murabaa Police Station has an important role in Al Ain City in particular and in UAE
community in general as it's responsible for maintaining peace, order and consolidation of the
law; also it carries out its assigned duties with full responsibility and respect towards
members of Al Ain. Police station seeks to improve the treatment toward its citizens and
communities and protect them as it became a partner in reforming the business policies that it
performs. Many factors have contributed to highlight the need to reform and that from such
internal audits.
In line with the variables of the international strategic reality which produced non-
traditional types of threats; there's a need to adopt training methods, tactics, and security
policies that increase effectiveness of various security services (particularly the police) in
dealing with threats. The issue of building security man (professionally, culturally, etc…) has
become among the priorities of the national agenda of UAE.
If police means a group of authorized individuals/units toenforce public and social order
through restraint methods that includes legal use of power; reality variables accompanied by
security threats escalation has led to need of review of this definition to include functions and
other tasks that not only turn on law forced side; thus police forces should be reconsidered in
a realistic way through two main levels;
• Analyzing internal environment; management excellence approach was adopted in identifying
the gaps in the internal environment which is based in the analysis process on five criteria;
leadership, individual, knowledge, money, and operations in addition to another 3 criteria as;
civil protection, reform and rehabilitation, and analyzing the legal and regulatory environment
that governing the work of security sector. This addition is stemmed from the importance of
those aspects in security sector. The weaknesses points that have emerged in the analysis were
named as gaps that need policy interventions during the coming period.
• Analyzing the external environment; revised methodology was adopted for quartet strategic
analysis which focused on identifying risks and threats in the external environment to turn
them into opportunities or reduce its negative impacts. Also, capacities and needs were
identified to be built to confront and face such risks and threats and challenges.

3. ORGANIZATIONAL ANALYSIS
Criminal Investigation Department in Al Murabaa Police Station within Al Ain City is
responsible for performing the complicated and indirect investigation activities and also
they're asked to deal with that information to solve the crime. In line with the developmental
requirements; there is a necessary to observe many items which must be considered upon
reviewing the comprehensive strategy of the department including the following;
Management Related Organizational Analysis
TQM is a management strategy for investigation Department in AL Murabaa Police Station
which seeks to create an organizational culture that encourages continuous improvement of
operations with participation of all employees at all times to achieve customer satisfaction. It
requires a process of change and improvement in organizational processes, procedures, and
behaviors of individual and institutional beliefs. On the other hand, performance measure as
an integral part of management strategies helps in identifies problems that can be solved by
modifying and improving existing processes.
TQM is a comprehensive approach that seeks to satisfy internal and external customers
using strategies that depend on; people involvement and employee empowerment,
performance measurement, and continuous improvement. Customer satisfaction about the
services can be measured through quality diminutions that include; performance,
conformance, accuracy, reliability, and timelines which are measurable and come under
planning and previewing process in order to achieve the customer satisfaction and business
excellence.
HR Related Organizational Analysis
The human element now has become one of the main resources for any production process,
whether it be in the service or industrial organizations or the public of the state where in the
past this component works larger than the current but without efficiency wasn't seen and
interest as now, where interested in the human vendor In recent years, I am fully aware that
this resource is in itself the most important resource of the organization's resources. Shall be
deemed to humans variable pivotal role in all organizations, without which lose physical
assets worth exactly, that any organization is made up of human beings, and therefore get
them and prepare them and motivate them and maintaining them so that the Organization can
reach the goals, and thereby become much on any organization that plans and organize and
evaluate its human resources, that it must manage.
Perhaps the scientific and cultural developments have contributed and contribute to the
development of human resources, giving them a strategic dimension and functions and
concepts of new jobs added to the traditional concepts undertaken by this administration.
Perhaps the talk of strategic human resource management as an integrated and coherent
system includes a set of related and overlapping operations, and the effectiveness of this
system stems from the existence of a set of coordinated policies that guide the operations and
management practices in human resource issues, including sync with the organization's goals
by looking at the human element as a partner on the other hand
Marketing Related Org Analysis
Marketing information system is adopted by the Investigation Department as one of the
information systems that rely on it in management decisions, especially decisions that have to
do with marketing because they need information at different stages of their projects, both at
the beginning of the project, during or when facing a marketing problem. To avoid errors in

the exploitation of information by management collects a great deal of this information
according to the marketing information system, where thanks the marketing manager to take
many decisions regarding price, advertising, promotion, distribution, sales and product, and
thanks also can develop a marketing plan and evaluate its decisions and results reached them.
Accounting Department in the investigation of the service departments, which holds the
processing and transfer of data to the accounting information appropriate and useful help
management in the decision-making process management. Therefore it launches accounting
information system gateway on the tasks performed by this section.
3.1. Data Analysis
This part deals with a description of approach to the study, sample and population of the study
as well as a description of the procedures that have been in the legalization of the study and
application tools, and finally statistical treatments that have been adopted in the study
analysis.
3.1.1. Survey Sampling
The problem of the study in the following question: What's effectiveness of computerized
management information systems in the management of crises in Investigation Department in
Al Murabaa Police Station in Al Ain City? In order to implement this purpose study was
limited to community consists of four categories of officers in the station because they're the
best who are able to evaluate management information systems, and directly related to the
development of crisis management plans.
Sample of the study was selected from the study population consisted of four groups
within the sample using the random stratified. Sample of the study has reached 80 employees
who received the questionnaire. Only 75 questionnaires were recovered after excluded 5
questionnaires due to non-fulfillment of the conditions required to answer a questionnaire, and
thus the number of questionnaires under study were 75 questionnaires.
3.1.2. Qualitative and Quantitative Data
Digital numerical estimate for a phenomenon deals with capabilities, human inclinations,
aptitudes, skills, and attributes of his personality and performance in various fields. The word
is derived from "how much" and the related answers are usually subject to numerical
identification with data in all kinds. The qualitative and descriptive data dealing with quality
describe and analyze phenomenon without measuring variables vocabulary digital which is
derived from "how".
In order to compile those quantitative and qualitative data, questionnaire was prepared as
follows:
• Prepare an initial questionnaire for using it in data and information collection.
• Reviewing the questionnaire by some supervisors to test its suitability for data collection.
• Adjusting the questionnaire primarily according to the supervisor's points of view.
• Conducting a field study to identify the risk trial preliminary and adjusting it to what fits.
• Distributing the questionnaire to all members of the sample to collect the necessary data.
Questionnaire was divided into three sections as follows;
o First part consists of personal data for the study sample.
o Second part deals with views of the sample about effectiveness of computerized
administrative information systems.

4. RESEARCH FINDINGS
• Investigation Department has an effective computerized administrative information system
which is good and appropriate for all administrative levels and enjoys good protection of
information according to the proposed scale which was designed to measure effectiveness of
computerized administrative information systems.
• All the six components contribute to the effectiveness of the system at comparable rates and
slim differences. The most influential component was the system appropriateness for the
administrative levels, so as to the need for an appropriate system to serve all levels of
management without overlapping powers.
• There's a strong statistical significant correlation between effectiveness of management
information systems and Investigations Department's ability to manage crisis. Study
concluded that 66.6% of the capacity of the department to crisis management is explained by
effectiveness of computerized information system and the rest is due to other factors which
show the important and effectiveness of computerized administrative system and its impact on
crisis management.
• Impact of computerized administrative information systems on crisis management varies from
one phase to another. Biggest impact of such computerized systems was on the stage of
containing the damage which shows that the department is keen to contain the damage caused
by the crisis and mitigate the negative repercussions on the work of the security sector.
• Impact of computerized information systems on the rest of crisis management stages varying
little as it provides a special unit working on collecting information on crisis, analyzed and
stored on a database system also provides solutions prepared in advance scenarios to cope
with the expected crisis.

Contribution of this Project
This study contributed in dealing with an important police sector which is one of the most
vulnerable sectors to crises especially in light of constantly changing security conditions
which make the researcher to find out how to take advantage of features offered by the
computerized administrative information systems in crisis management which contributed to
the early detection of vulnerabilities and factors influencing the work of the work and
performance of Investigation Department and stand on the causes and try to avoid before they
occur which in turn support police performance and lead to strengthen its capacity to manage
crises which supports the stability and growth of Al Ain City.
Limitations
Few difficulties only appeared in front of the researcher when conducting this study, but the
most significant difficulty that faced the researcher in this study was the following;
• Lack of cooperation from HR officers in Al Muraba Police Station when they were asked to
deliver the phone numbers for the officers of Investigation Department to complete the
questionnaire due to some regulatory conditions and confidentiality conditions.
Recommendations
• Benefiting from computerized management information system because it's considered to be
the backbone of security work. The high effectiveness for the system gives Investigations
Department the ability to avoid crises and mitigate the negative effects.
• Preparing ready scenarios and plans for crisis management which is continually updated and
tested to make sure its validity.
• Forming working group to monitor early warning signals and discover weaknesses and
develop proposals to solve problems.
• Managing and protecting information from loss, breach or stalking and storing such
information directly in safe places.
• Providing back-up devices ready for use in case of malfunction of hardware and equipment for
any reason.
• Establishing effective disaster management system in the event of system failure due to
natural disaster or human being to apply disasters treatment systems because if the system
stops for hours mean a big loss.
• Processing all communication alternatives to identify users by the crisis and how to address
them efficiently and effectively to involve them in handling crisis.
• Benefiting from experts and specialist in computerized management information systems,
crisis management, and staff training to manage crises.
• Take advantage of dealing with crises in the rest of the police departments and experiences of
other countries.
5. CONCLUSION AND LESSON LEARNED
The world is witnessing quantum leap in various fields of life due to the remarkable human
and scientific development which has coincided with increasing numbers of newcomers to
some countries where employment opportunities have emerged creating an urgent need to
deal with such increase in numbers of arrivals in addition to the consequent quantitative and
qualitative expansion of offenses that may be committed by those new arrivals. Accordingly,

security systems have to deal with that increase using effective methods that ensure continuity
of control on those arrivals and ensure safety of the community.
Some sensitive security systems in those countries may face some problems upon
exercising its activities; therefore the field of crisis management has become important due to
the state of openness taking place in these countries. This situation led to the emergence need
of a documented information system able to assist in proper crisis decision-making process
which requires more efforts in handling and precaution of crises by building an effective
computerized management information systems and updating it on an ongoing basis. Finally
the researcher presents his deepest thanks to all who helped him to complete that study due to
their support and cooperation.
