EU Aviation Strategy

• Last December the EU published “An Aviation Strategy for Europe”

• Highlights several important future orientations for EASA:• Adoption of a performance-based approach to regulation

• Pooling and sharing of technical resources between national authorities

• Combine effective security measures with new methods and technologies

• Assess cyber risks, foster security by design and establish necessary emergency response

RPAS/UAV – Risk Based Approach

OPENLow risk; No involvement of Aviation Authority (law enforcement – e.g. police)

Limitations: Visual line of sight, Maximum Altitude, distance from airport and sensitive zones

SPECIFICIncreased risk; Operations Authorisation with operations manual

Specific qualification of drone, personnel, equipment based on safety assessment (Specific Operation Risk Assessment – SORA)

CERTIFIEDRegulatory regime similar to manned aviation

Risk Based Oversight (RBO)

EASA Highlights for COSCAP/NA Steering Committee, June 2016 - javier.vicedo@easa.europa.eu 10

Risk perception & management

Performance Based Regulations (PBR):One Size Does Not Fit All

Oversight should be proportionate to the complexity of the activities, and the associated risks inherent in these

RBO: Inspectors’ Competency WG

EASA Highlights for COSCAP/NA Steering Committee, June 2016 - javier.vicedo@easa.europa.eu 11

RBO: Ongoing Developments

Use of safety information

Information sharing

Training and qualification of inspectors

Conduct of Audits within

RBO

Cooperation with other CAs

Risk profiling

Enforcement policy

Oversight of cross-border organisations

EASA Highlights for COSCAP/NA Steering Committee, June 2016 - javier.vicedo@easa.europa.eu 12

RBO: Benefits

Data driven decisions

Measureable desired outcomes

Better identification of hazards

System-wide risk pictures

More effective oversight, Improved safety focus

Better allocation of resources

Complements the existing prescriptive regulatory system

Does not automatically mean less oversight

EASA Highlights for COSCAP/NA Steering Committee, June 2016 - javier.vicedo@easa.europa.eu 13

RBO: NAA feedback examples

Simplified common tools, systems and processes improveefficiency

Providing opportunities for industry and regulator to worktogether and deliver joint safety outcomes

Inspectors working in a cross domain environment

Investment in Inspector competencies (soft skills training) ismaking a difference

• 400 authorisations issued ( = 99% of scheduled passenger flights)

• 4 negative decisions on safety grounds, 100 on non-safety grounds

• Numerous TCO audits on site and technical meetings

• TCO network established with MS focal points is working well

• Future improvements:• SAFA-like read-only access web-Interface access to Third Country
