DIVISION of VOCATIONAL REHABILITATION

Department of Integrated Services for Individuals with Disabilities

Our Mission

To enable qualified individuals with disabilities especially with significant disabilities to achieve employment and community independence through quality services.

The Rehabilitation Act

• The Public Rehabilitation program traces back to World War I

• The Soldiers Rehabilitation Act of 1918

• This was the beginning of the public vocational rehabilitation program.

• During World War II, millions of soldiers went to war and left behind their jobs that still needed to be done. Women came forth to help and many unskilled jobs were still available.

• The Rehabilitation Act of 1943 expanded the rehabilitation system because of this situation resulting from WWII.

• Most recent amendment in 1998– Informed Choice– Increased options to help clients find high

quality jobs– Partnerships with state and federal agencies

to provide employment related services

The Rehabilitation Act has since been amended several times throughout the years

Our Goal

Is to assist qualified individuals with disabilities to prepare for, engage in, secure, and retain employment

Vocational Rehabilitation Services

• Trial Work Experience: to assess the applicant’s ability to work in a variety of occupations because the counselor is questioning the assumption that the person can benefit from VR services in terms of an employment outcome

• Work Evaluation: assessing client’s behaviors & ability to work in a working environment.

• Career Exploration: sampling a number of work situations to help select a vocational goal for the client

• On-the-Job-Training:train the client on those essential work tasks

• Work Adjustment: is to achieve behaviors that are acceptable to

the work place for all workers

Job Coaching:structured intervention techniques to help the employee learn to perform job tasks to the employer's specifications and to learn the interpersonal skills necessary to be accepted as a worker at the job site

Placement into Employment

Referral to a specific job resulting in an interview whether or not the individual obtained the job.

If receiving Federal monies > $10,000.00 employers must develop an Affirmative Action Plan based on U.S. Department of Labor’s Office of Federal Contracts & Compliance Programs (Rehabilitation Act Section 503) to employ and advance in employment qualified individuals with disabilities.

How we can make this happen?

• VR Counselor and employer/business discuss training/employment needs of client

• Employer submits their training proposal (inclusive of fee for services), business license, and Department of Administration Vendor form to VR (if new vendor)

• VR Counselor develops training agreement with funds• Let the services begin!

An Employment Outcome is our Success
