I. GENERAL NOTES
1. THE CONTRACTOR AND ALL SUBCONTRACTORS, HEREINAFTER REFERRED TO AS "CONTRACTOR", SHALL HAVE SOMEONE TO RECEIVE CALLS AND DISPATCH PROPER PERSONNEL AND EQUIPMENT ON A TWENTY-FOUR (24) HOUR BASIS FOR EMERGENCIES.
2. THE CONTRACTOR SHALL FURNISH ALL EQUIPMENT AS REQUIRED TO ACCOMPLISH THE SPECIFIED WORK.
3. THE CONTRACTOR IS ADVISED NOT TO SCALE FROM DRAWINGS BUT TO FIELD VERIFY ALL DIMENSIONS. THE DIMENSIONS OF SPECIFIED AND FURNISHED PRODUCTS AND MATERIALS TAKE PRECEDENCE OVER DIMENSIONS AND NOTES SHOWN ON THE DRAWINGS.
4. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THE SANTA ROSA COUNTY STANDARDS.
5. ALL ASPECTS OF THE STORM WATER, DRAINAGE AND/OR TRANSPORTATION COMPONENTS SHALL BE COMPLETED PRIOR TO REQUESTING A FINAL INSPECTION.
6. NO DEVIATIONS OR REVISIONS FROM THESE PLANS BY THE CONTRACTOR SHALL BE ALLOWED WITHOUT PRIOR APPROVAL FROM BOTH THE DESIGN ENGINEER AND SANTA ROSA COUNTY. ANY DEVIATIONS MAY RESULT IN DELAYS IN COUNTY OR OWNER ACCEPTANCE OF IMPROVEMENTS.
7. THE CONTRACTOR SHALL NOTIFY SANTA ROSA COUNTY 48 HOURS IN ADVANCE PRIOR TO INITIATING ANY WORK IN THE COUNTY'S R/W.
8. NO CONSTRUCTION ACTIVITIES OR STAGING SHALL BE WITHIN FDOT RIGHT OF WAY.
II. CONTRACTUAL NOTES
1. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THESE PLANS, SPECIFICATIONS, ALL APPROVED PERMITS, AND THE REQUIREMENTS AND STANDARDS OF ALL GOVERNING AUTHORITIES.
2. ALL DIMENSIONS AND GRADES SHOWN ON THE PLANS SHALL BE FIELD VERIFIED BY THE CONTRACTOR PRIOR TO CONSTRUCTION. CONTRACTOR SHALL NOTIFY THE ENGINEER IF ANY DISCREPANCIES EXIST PRIOR TO PROCEEDING WITH CONSTRUCTION FOR NECESSARY PLAN OR GRADE CHANGES. NO EXTRA COMPENSATION SHALL BE PAID TO THE CONTRACTOR FOR WORK HAVING TO BE REDONE DUE TO DIMENSIONS OR GRADES SHOWN INCORRECTLY ON THESE PLANS IF SUCH NOTIFICATION HAS NOT BEEN GIVEN.
3. ALL DIMENSIONS SHOWN ARE COMPACTED DIMENSIONS.
4. THE LOCATIONS OF NEW UTILITIES AND STRUCTURES SHOWN ARE APPROXIMATE. FINAL PROJECT LOCATION MAY REQUIRE FIELD ADJUSTMENT BY THE ENGINEER UPON THE CONTRACTOR'S VERIFICATION OF ALL UTILITIES.
5. ANY DAMAGE TO STREET SURFACING OR DRIVEWAYS CAUSED BY THE CONTRACTOR'S OPERATIONS SHALL BE REPAIRED AT NO ADDITIONAL COST TO THE OWNER. ACCEPTANCE OF SUCH REPAIRS SHALL BE SUBJECT TO APPROVAL OF THE ENGINEER. FAILURES OF BASE AND SURFACING DUE TO NORMAL USE OF STREET SURFACE SHALL NOT BE CONSIDERED AS DAMAGE.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DAMAGE CAUSED BY HIS WORK OPERATIONS TO EXISTING FACILITIES TO REMAIN.
7. THE CONTRACTOR SHALL FIELD VERIFY EXISTING UTILITIES, (SIZE, MATERIAL OF CONSTRUCTION, ELEVATION, ETC.) TO HIS SATISFACTION.
8. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO BECOME FAMILIAR WITH THE OSHA EXCAVATION SAFETY STANDARDS AND TO ABIDE BY THEM.
9. THE CONTRACTOR AND FOREMAN ASSIGNED TO THIS PROJECT SHALL ATTEND A MANDATORY PRE-CONSTRUCTION MEETING PRIOR TO COMMENCING WORK.
III. SITE NOTES
1. GRADE ALL AREAS WITHIN THE CONSTRUCTION LIMITS TO PROVIDE UNIFORM CONTOURS AND GRADES SO THAT DRAINAGE FLOW, GRASS MOWING AND CUTTING OPERATIONS ARE NOT HINDERED BY TERRAIN IRREGULARITY. PERFORM THIS WORK REGARDLESS OF WHETHER THE IRREGULARITIES WERE THE RESULT OF CONSTRUCTION OPERATIONS OR EXISTED ORIGINALLY. ALL DISTURBED AREAS TO BE DRESSED, SEEDED/SODDED, FERTILIZED, WATERED AND MAINTAINED THROUGHOUT THE CONTRACT.
2. ALL AREAS TO BE CUT OR FILLED SHALL BE CLEARED AND GRUBBED. CLEARING AND GRUBBING SHALL BE AS PER SECTION 110 OF THE FDOT SPECIFICATIONS.
3. CONTRACTOR SHOULD PREVENT DAMAGE TO TREES OUTSIDE OF, BUT WITHIN CLOSE PROXIMITY TO THE PROJECT'S LIMITS OF CONSTRUCTION. GRADING AROUND TREES DESIGNATED TO REMAIN SHALL BE PERFORMED IN A MANNER THAT WILL NOT CAUSE ANY DAMAGE TO THE TREES. AT A MINIMUM, WORK AROUND TREES DESIGNATED TO REMAIN SHALL BE PLACED OUTSIDE THE DRIP LINE OF THE TREES.
4. NO DIRECT PAYMENT SHALL BE MADE FOR THE INCIDENTAL REMOVAL AND DISPOSAL OF TREES, SHRUBS AND DEBRIS. ALL DISPOSALS SHALL BE IN ACCORDANCE WITH FEDERAL, STATE AND LOCAL LAWS.
5. ALL AREAS DISTURBED BY THE CONTRACTOR OUTSIDE THE CONSTRUCTION AREA ARE TO BE SLOPED TO DRAIN, GRADED, SEEDED AND FERTILIZED WITHIN 30 DAYS AFTER CONSTRUCTION IS COMPLETE.
6. CONTRACTOR SHALL BE RESPONSIBLE FOR REMOVING AND REPLACING ALL OBSTRUCTIONS WITHIN THE LIMITS OF WORK SUCH AS FENCING, SIGNS (WHEN DIRECTED BY THE ENGINEER) AND MISCELLANEOUS OBSTRUCTIONS. ANY SUCH OBJECTS REMOVED SHALL BE REPLACED WITHIN A 24-HOUR PERIOD.
7. PROPERTY OBSTRUCTIONS WHICH ARE TO REMAIN IN PLACE, SUCH AS BUILDINGS, SEWER, STORM DRAINS, WATER OR GAS PIPES, ELECTRICAL CONDUITS, POLES, WALLS, POSTS, ETC., ARE TO BE CAREFULLY PROTECTED & ARE NOT TO BE DISPLACED, UNLESS NOTED.
8. ALL TRANSVERSE JOINTS SHALL BE SAW CUT.
9. THE CONTRACTOR SHALL MAINTAIN A CLEAR PATH FOR ALL SURFACE WATER DRAINAGE STRUCTURES AND DITCHES DURING ALL PHASES OF CONSTRUCTION AND SHALL USE BEST MANAGEMENT PRACTICES TO MANAGE STORM WATER SUCH THAT IMPACT TO CONSTRUCTION AND/OR SURROUNDING FACILITIES IS MINIMIZED. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY EROSION, SEDIMENT TRANSPORT, DISTURBED FOUNDATIONS AND IMPACT TO STRUCTURES, AND ANY OTHER DAMAGE CAUSED DURING CONSTRUCTION.
10. ALL WALKWAY PATHS AND INTERSECTIONS SHALL MEET FLORIDA A.D.A. REQUIREMENTS (LATEST EDITION).
11. ALL SIDEWALK, ROADWAY AND BASE WORK SHALL BE CONSTRUCTED IN ACCORDANCE WITH FDOT SPECIFICATIONS, 2019 EDITION.
12. NO WORK IS ALLOWED INSIDE FDOT RIGHT-OF-WAY.
13. THE CONTRACTOR SHALL CONSTRUCT THE PROPOSED PICNIC PAVILION SIMILAR STYLE AS THE EXISTING PAVILIONS WITHIN THE PARK. THE PICNIC PAVILION LUMP SUM PAY ITEM SHALL INCLUDE ALL ENGINEERING, MATERIALS, PERMITS, AND ANY OTHER ITEMS REQUIRED TO CONSTRUCT THE PROPOSED PAVILIONS. THE PICNIC PAVILION DESIGN SHALL BE SIGNED AND SEALED BY A LICENSED PROFESSIONAL ENGINEER.
IV.UTILITY NOTES
1. THE CONTRACTOR IS ADVISED THAT EXISTING OVERHEAD AND UNDERGROUND UTILITIES SUCH AS (BUT NOT LIMITED TO) ELECTRICAL LINES AND POLES, TELEPHONE CABLES, TELEVISION CABLES, GAS LINES, WATER LINES, SEPTIC TANKS, SEPTIC DRAIN FIELDS AND SANITARY SEWERS MAY EXIST IN THE CONSTRUCTION LIMITS WHERE THE PROPOSED IMPROVEMENTS ARE REQUIRED. UTILITY FACILITIES SHOWN ON THE PLANS ARE APPROXIMATE LOCATIONS (NOT SCALEABLE) AND DO NOT INCLUDE SERVICE LOCATIONS. THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR LOCATING & PROTECTING EXISTING UTILITIES DURING THE PERFORMANCE OF WORK TO BE INSTALLED UNDER THIS CONTRACT. THE CONTRACTOR SHALL VERIFY THE LOCATIONS OF ALL UTILITIES, PROBE OR EXPOSE THEM BY HAND EXCAVATION, AND FOLLOW ALL APPLICABLE OSHA REGULATIONS AT NO COST TO THE OWNER. FAILURE OF THE PLANS TO SHOW THE EXISTENCE OF ANY UNDERGROUND UTILITIES, STRUCTURES, ETC., SHALL NOT RELIEVE THE CONTRACTOR FROM THE RESPONSIBILITY OF LOCATING, PRESERVING & PROTECTING SAID UTILITY OR STRUCTURES.
2. THE CONTRACTOR SHALL FIELD LOCATE AND INCLUDE CONSIDERATION OF EXISTING UTILITIES IN PLANNING AND PRIOR TO EXECUTION OF WORK. THE LOCATION OF UNDERGROUND FACILITIES SHOWN ON THESE PLANS ARE BASED ON INFORMATION PROVIDED BY THE UTILITIES AND SHALL BE CONSIDERED APPROXIMATE. IT SHALL BE THE CONTRACTOR'S FULL RESPONSIBILITY TO CONTACT THE VARIOUS UTILITY COMPANIES TO LOCATE THEIR FACILITIES PRIOR TO THE STARTING OF CONSTRUCTION. NO ADDITIONAL COMPENSATION SHALL BE PAID TO THE CONTRACTOR FOR DAMAGE AND REPAIR TO THESE FACILITIES CAUSED BY HIS WORK FORCE.
3. ANY DAMAGE TO EXISTING UTILITIES CAUSED BY THE EXECUTION OF WORK UNDER THIS CONTRACT SHALL BE REPAIRED BY THE CONTRACTOR AT NO ADDITIONAL EXPENSE TO THE OWNER OR INCREASE TO CONTRACT TIME. THE OWNER DOES NOT ASSUME OR IMPLY TO ANY LIABILITY FOR THE LOCATION, PROTECTION, AND/OR REPAIR OF ANY EXISTING UTILITIES THAT MAY OCCUPY JOINT RIGHT-OF-WAY OR OTHERWISE CONFLICT WITH THE CONSTRUCTION OF THE WORK TO BE INSTALLED UNDER THIS CONTRACT.
4. THE CONTRACTOR SHALL EXERCISE CAUTION WHEN TRENCHING IN AREAS NEAR UTILITIES.
5. SHEATHING OR TRENCH BOXES WILL BE REQUIRED ON ALL EXCAVATIONS (WHERE REQUIRED BY OSHA) INCLUDING, OR AS OTHERWISE DIRECTED BY THE ENGINEER. SHEATHING MATERIAL AND INSTALLATION SHALL BE IN ACCORDANCE WITH SPECIFICATIONS.
6. CONTRACTOR SHALL BE RESPONSIBLE FOR ADJUSTING THE TOP ELEVATION OF ALL WATER VALVE BOXES, MANHOLES, AND INLETS AS REQUIRED TO MATCH NEW GRADES (TO A TOLERANCE OF ¼" + FROM FINISHED GRADE).
7. THE CONTRACTOR SHALL NOTIFY THE SUPERINTENDENTS OF THE WATER, GAS, SEWER, TELEPHONE & POWER COMPANIES 10 DAYS IN ADVANCE THAT HE INTENDS TO START WORK IN A SPECIFIC AREA. THE CONTRACTOR SHALL NOT BE ALLOWED TO TRENCH UNTIL ALL EXISTING UTILITIES ARE LOCATED.
8. THE OWNER DISCLAIMS ANY RESPONSIBILITY FOR THE SUPPORT & PROTECTION OF SEWERS, DRAINS, WATER PIPES, GAS PIPES, CONDUITS OF ANY KIND, UTILITIES OR OTHER STRUCTURES OWNED BY THE CITY, COUNTY, STATE OR BY PRIVATE OR PUBLIC UTILITIES LEGALLY OCCUPYING ANY STREET, ALLEY, PUBLIC PLACE OR RIGHT-OF-WAY.
9. PVC SANITARY SEWER FORCE MAIN SHALL BE DR.25 PER AWWA C900 OR SDR 26 PER ASTM C906 AND COLORED GREEN OR BROWN WITH 8 GAUGE BROWN INSULATED TRACER WIRE, UNLESS OTHERWISE NOTED.
10. WATER PIPE TO BE P.V.C. AWWA C 900, DR 25.
11. THE WATER SUPPLY FACILITIES, INCLUDING MAINS, SHALL BE INSTALLED, CLEANED, DISINFECTED, AND CLEARED FOR SERVICE IN ACCORDANCE WITH THE LATEST APPLICABLE AWWA STANDARDS & COORDINATED WITH SANTA ROSA COUNTY UTILITIES INSPECTOR & QUALITY CONTROL SUPERVISOR.
12. A MINIMUM SEPARATION OF 10 FEET HORIZONTALLY OR 18 INCHES VERTICALLY MUST BE MAINTAINED BETWEEN WATER & SEWER LINES. IF THIS SEPARATION IS NOT POSSIBLE, THE SEWER LINE MUST BE ENCASED IN CONCRETE.
13. WATER MAINS ARE TO HAVE A MINIMUM COVER OF 30 INCHES & A MAXIMUM COVER OF 36 INCHES UNLESS APPROVED OTHERWISE.
14. TEMPORARY EXCAVATION SUPPORT MAY BE NECESSARY TO PROTECT ADJACENT PROPERTY, UTILITIES, AND THE WORK SITE WHERE SANITARY SEWER, FORCE MAIN, AND LIFT STATION INSTALLATION IS AT A DEPTH GREATER THAN THAT DEFINED UNDER OSHA (29 CFR 1926.650 SUBPART P.) LATEST REVISION. IT SHALL BE CONTRACTOR'S RESPONSIBILITY TO INSURE THAT
ADJACENT PROPERTY, UTILITY AND WORK SITE ARE ADEQUATELY PROTECTED IN ACCORDANCE WITH ALL APPLICABLE REGULATORY AGENCY REQUIREMENTS. MANUFACTURED AND SITE SPECIFIC EXCAVATION SUPPORT AND PROTECTION SYSTEMS SHALL BE DESIGNED BY A FLORIDA REGISTERED PROFESSIONAL ENGINEER.
15. THE CONTRACTOR SHALL BE RESPONSIBLE FOR UTILIZING ACCEPTABLE MEANS AND METHODS, AS NECESSARY TO PLACE AND COMPLETELY BACKFILL TO FINISHED GRADE NEW MAINS AND STRUCTURES IN A WATER FREE EXCAVATION. THE MEANS AND METHODS OF DE-WATERING THE EXCAVATION SHALL COMPLY WITH ALL REGULATORY REQUIREMENTS FOR TEMPORARY DIVERSION OF GROUNDWATER AND ITS DISCHARGE (INCLUDING FDEP CHAPTER 62-621 "GENERAL PERMIT FOR THE DISCHARGE OF PRODUCED GROUNDWATER FROM ANY NON-CONTAMINATED SITE ACTIVITY").
16. CONTRACTOR TO COORDINATE WITH RESPONSIBLE UTILITY FOR PROTECTION/HOLDING OF UTILITY POLES, GUY WIRES, AND GUY ANCHORS IN AREAS OF CONSTRUCTION.
17. THE CONTRACTOR SHALL BE REQUIRED TO COMPACT THE BACKFILL TO 98% OF MAXIMUM DENSITY.
18. THE SEPTIC SYSTEM AND POTABLE WATER LINES SHALL MEET COUNTY AND HEALTH DEPARTMENT MINIMUM SETBACK DISTANCE REQUIREMENTS. THE HEALTH DEPARTMENT WILL REQUIRE FIELD INSPECTION OF THESE SETBACKS, PIPING, AND CONNECTIONS TO THE SEPTIC TANK BEFORE FINAL APPROVAL. HEALTH DEPARTMENT WILL NEED TO VERIFY FLOOR PLAN MATCHES CONSTRUCTION DOCUMENTS.
V. COUNTY NOTES
1. AT COMPLETION OF CONSTRUCTION, ALL EXPOSED DIRT SHALL BE STABILIZED WITH SOD, A HAY/SEED MIX OR HYDRO-SEED.
2. NO MORE THAN 50% OF REQUIRED LANDSCAPING MATERIAL MAY BE OF THE SAME SPECIES.
3. THE CONTRACTOR SHALL COORDINATE WITH THE COMMUNITY PLANNING ZONING AND DEVELOPMENT DIVISION PRIOR TO PURCHASING OR INSTALLING LANDSCAPING TO DETERMINE CREDIT FOR EXISTING VEGETATION TO (PARTIALLY) MEET THE LANDSCAPING REQUIREMENTS SHOWN ON THIS PLAN.

VI. SIGNING & TRAFFIC NOTES
1. LOCAL RESIDENTS WITHIN THE AREA OF CONSTRUCTION SHALL HAVE ACCESS TO THEIR PROPERTY DURING ALL STAGES OF CONSTRUCTION.
2. THE CONTRACTOR SHALL MAINTAIN THRU TRAFFIC ON EXISTING STREETS AT ALL TIMES BY USING ADEQUATE FLAG MEN AND BARRICADES.
3. ALL SIGNS, BARRICADES, MARKERS, TRAFFIC CONTROL AND WARNING DEVICES, ETC. SHALL CONFORM TO THE LATEST EDITION OF THE MANUAL ON "UNIFORM TRAFFIC AND CONTROL DEVICES.

VIII REGULATORY AND PERMITTING REQUIREMENTS:
1. THE PROJECT ENGINEER (ENGINEER OF RECORD) SHALL PROVIDE TO SANTA ROSA COUNTY 'AS-BUILT' RECORD DRAWINGS FOR VERIFICATION AND APPROVAL BY SANTA ROSA COUNTY ONE WEEK PRIOR TO REQUESTING FINAL INSPECTION, OR PROVIDE 'AS-BUILT' CERTIFICATION THAT THE PROJECT CONSTRUCTION ADHERES TO THE PERMITTED PLANS AND SPECIFICATIONS. THE 'AS-BUILT' CERTIFICATION OR THE 'AS-BUILT' RECORD DRAWINGS MUST BE SIGNED, SEALED & DATED BY A REGISTERED FLORIDA PROFESSIONAL ENGINEER.
2. TO COMPLY WITH NPDES REQUIREMENTS, ALL EROSION CONTROL MEASURES SHALL BE INSPECTED AFTER EACH 1/2" RAINFALL EVENT OR AT LEAST WEEKLY. THE CONTRACTOR SHALL DOCUMENT SUCH INSPECTIONS AND EROSION CONTROL MAINTENANCE EFFORTS; INSPECTION RECORDS SHALL BE PROVIDED TO THE NPDES PERMIT APPLICANT FOR PROPER RECORDING TO FDEP.
3. CONTRACTOR SHALL BE RESPONSIBLE FOR & COMPLY WITH ANY TESTING REQUIRED BY THE LOCAL GOVERNING AGENCY IN ADDITION TO THE TESTING REQUIREMENTS OUTLINED IN THE SPECIFICATIONS. DENSITY TESTING & CORE SAMPLES WILL BE REQUIRED TO DEMONSTRATE COMPLIANCE WITH COUNTY STANDARDS PRIOR TO FINAL APPROVAL OF IMPROVEMENTS.
4. THE DEVELOPER/CONTRACTOR SHALL INSTALL PRIOR TO THE START OF CONSTRUCTION AND MAINTAIN DURING CONSTRUCTION ALL SEDIMENT CONTROL MEASURES AS REQUIRED TO RETAIN ALL SEDIMENTS ON THE SITE. IMPROPER SEDIMENT CONTROL MEASURES MAY RESULT IN CODE ENFORCEMENT VIOLATIONS.
IX EROSION CONTROL NOTES
1. SEDIMENT & EROSION CONTROL SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. AREAS OF OFF-SITE DISCHARGE DURING CONSTRUCTION SHALL BE PROTECTED WITH A SEDIMENT BARRIER TO PREVENT OFF-SITE DISCHARGE OF SEDIMENTS. TEMPORARY SEED & MULCH SHOULD BE USED TO CONTROL ON-SITE EROSION WHEN IT IS NOT PRACTICAL TO ESTABLISH PERMANENT VEGETATION. PERMANENT VEGETATION SHALL BE PLACED AS EARLY AS POSSIBLE ON ALL SLOPES STEEPER THAN 5-FOOT HORIZONTAL TO 1-FOOT VERTICAL. SOD SHALL BE PINNED ON ALL SLOPES STEEPER THAN 2-FOOT HORIZONTAL TO 1-FOOT VERTICAL. ALL EROSION & SEDIMENTATION CONTROL MEASURES SHALL BE MAINTAINED IN WORKING ORDER THROUGHOUT THE CONSTRUCTION PHASE.
2. PRIOR TO CONSTRUCTION, IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO PREPARE A DETAILED AND COMPREHENSIVE EROSION AND SILTATION CONTROL PLAN THAT COVERS ALL PHASES OF CONSTRUCTION OF THE PROJECT.
3. EROSION CONTROL PLAN - CONTRACTOR SHALL DESCRIBE IN DETAIL HOW THE CONSTRUCTION EFFORT WILL BE PHASED WITH REGARDS TO MINIMIZING EROSION PROBLEMS BY THE VARIOUS SEQUENCES OF CONSTRUCTION OPERATIONS. ANY MODIFICATIONS TO THIS PLAN MUST BE SIGNED AND SEALED BY A PROFESSIONAL ENGINEER REPRESENTING THE CONTRACTOR.
4. SLOPE PROTECTION - ANY DISTURBED OR REWORKED SLOPES SHALL BE ADEQUATELY PROTECTED FROM EROSION THROUGH THE USE OF TEMPORARY SLOPE DRAINS,
TEMPORARY GRASSING, SODDING, OR EROSION CONTROL MATS UNTIL PERMANENTLY STABILIZED.
5. HAY BALES - THESE SHALL BE PLACED AT THE BASE OF ANY SLOPE WHERE A RAINFALL EVENT COULD ERODE A SLOPE AND TRANSPORT SEDIMENTS. BALES SHOULD BE DOUBLE STAKED AS SHOWN IN EROSION CONTROL DETAILS. IF EROSION DEPOSITS REACH ½ THE EXPOSED HEIGHT OF EXISTING BALES, THEN SEDIMENTS SHOULD BE REMOVED. ANY DAMAGED OR INEFFECTIVE BALES ARE TO BE REPLACED WITH NEW ONES.
6. STOCKPILED MATERIALS - THIS MATERIAL SHALL NOT BE LEFT IN EROSION PRONE AREAS UNLESS PROTECTED BY COVER OR HAY BALES.
7. SILT FENCE OR HAY BALES SHALL BE PLACED ALONG VEGETATIVE BUFFER DURING HOME CONSTRUCTION IF NECESSARY.
8. THE CONTRACTOR SHALL USE SEDIMENT AND EROSION CONTROL MEANS/DEVICES INCLUDING BUT NOT LIMITED TO HAY BALES AND SILT FENCES TO PREVENT EROSION AND SEDIMENT TRANSPORT OUTSIDE THE LIMITS OF CONSTRUCTION.
9. ALL DISTURBED AREAS WHICH ARE NOT PAVED SHALL BE STABILIZED WITH SEEDING, FERTILIZER & MULCH, HYDROSEED AND/OR SOD, UNLESS OTHERWISE INDICATED. SODDING OR SEED AND MULCH SHALL BE PLACED, WATERED, FERTILIZED WITH APPROPRIATE SOIL AMENDMENTS IN ACCORDANCE WITH THESE CONSTRUCTION DOCUMENTS.
10. AREAS TO BE SODDED SHALL COMPLY WITH SECTION 570 OF THE FDOT SPECS. SOD SHALL BE HELD IN PLACE WITH PEGS DRIVEN INTO THE GROUND WHEN PLACED ON SLOPES EXCEEDING 3:1(HORIZONTAL/VERTICAL).
11.ON SITES GREATER THAN 1 ACRE, IF GREATER THAN 1 CONTIGUOUS ACRE IS CLEARED, A GROUND COVER SUFFICIENT TO PREVENT EROSION SHOULD BE PLANTED OR OTHERWISE STABILIZED WITHIN 10 WORKING DAYS ON THAT PORTION OF THE SITE UPON WHICH FURTHER ACTIVE CONSTRUCTION WILL NOT BE UNDERTAKEN WITHIN 90 DAYS.
12. THE CONTRACTOR WILL INSURE THAT EROSION CONTROL IS IMPLEMENTED AND MAINTAINED FOR ALL WETLANDS, DITCHES, STEEP SLOPES, STORM WATER INLETS AND OTHER ENVIRONMENTAL AND AESTHETIC AREAS ADJACENT TO THE PROJECT. IMPROPER SEDIMENT CONTROL MEASURES MAY RESULT IN CODE ENFORCEMENT VIOLATIONS. COSTS FOR EROSION AND SEDIMENT CONTROL MEASURES AND STORM WATER POLLUTION PREVENTION PLAN COMPLIANCE SHALL BE INCLUDED IN THE UNIT PRICE BID FOR ALL ITEMS OF WORK REQUIRING SAME.
13. THE OWNER OR HIS AGENT SHALL ARRANGE/SCHEDULE WITH SANTA ROSA COUNTY AN INSPECTION OF THE EROSION AND SEDIMENT CONTROL DEVICES PRIOR TO CONSTRUCTION, UNDERGROUND DRAINAGE PRIOR TO BURIAL, AND THE FINAL INSPECTION OF THE DEVELOPMENT UPON COMPLETION.
14. DISTURBED AREAS SEEDED WITH WINTER RYE SHALL INCLUDE BAHIA MIX FOR CONTINUED GROWTH & STABILIZATION AFTER WINTER MONTHS.
X PAY ITEM NOTES
1. SHADE STRUCTURES, PAVILIONS, DUGOUTS, CONCESSION STAND, AND RESTROOM SHALL BE DESIGNED BY A REGISTERED PROFESSIONAL ENGINEER. ALL COST ASSOCIATED WITH THE DESIGN AND PERMITTING OF THESE STRUCTURES SHALL BE INCLUDED IN THE PAY ITEM COST.
2. ROOF COLORS SHALL BE SIMILAR TO EXISTING ROOF COLORS. THE CONTRACTOR SHALL HAVE THE ROOF COLOR APPROVED BY THE COUNTY PRIOR TO INSTALLATION.
3. THE COST TO ROUTE, CONNECT, PERMIT, AND INSTALL SEPTIC /UTILITY SERVICES FOR CONCESSION STAND AND RESTROOMS SHALL BE INCLUDED IN THE COST OF THAT PAY ITEM.
4. DEMOLITION OF EXISTING UTILITIES, SEPTIC PIPES, REMOVAL PAVEMENT, SAWCUTTING, LIGHTING, LIGHT POLES. TREE REMOVAL, AND OTHER MISCELLANEOUS ITEMS SHALL BE INCLUDED IN THE COST OF DEMOLITION/CLEARING AND GRUBBING. DEMOLITION SHALL INCLUDE THE DISCONNECTION OF UTILITIES TO THE SOURCE.
5. RELOCATION OF PROPANE TANK AND RECONNECTING THE TANK LINES SHALL BE INCLUDED IN THE COST OF DEMOLITION/CLEARING AND GRUBBING.
6. THE COST TO DESIGN, MATERIALS, DRAINAGE PIPE, AND PERMITS FOR THE LANDSCAPED RETAINING WALL SHALL BE INCLUDED IN THE COST OF THE LANDSCAPE RETAINING WALL. WALL COLOR SHALL BE APPROVED BY THE COUNTY.
7. FENCE AND GATE COST SHALL INCLUDE ALL ITEMS NECESSARY TO BUILD A FULL FUNCTIONING FENCE AND GATE. FENCE REMOVAL SHALL INCLUDE ALL COST NECESSARY TO REMOVE FENCING AND ASSOCIATED ITEMS.
8. LANDSCAPING PAY ITEM SHALL INCLUDE ALL ITEMS NECESSARY TO PROVIDE THE COUNTY WITH A LANDSCAPING CONCEPTUAL PLAN FOR REVIEW, MODIFICATIONS, THEN APPROVAL. THE CONCEPTUAL PLAN SHALL INCLUDE MITIGATION FOR TREES IMPACTED.
9. DRAINAGE INLET PAY ITEM SHALL INCLUDE THE COST TO CONNECT THE EXISTING 12" PIPE TO THE PROPOSED INLET.
10.SCOREBOARD PAY ITEM SHALL INCLUDE ALL MATERIAL, WIRING, AND EQUIPMENT REQUIRED TO INSTALL A FUNCTIONAL NEVCO MODEL 3385 SCOREBOARD WITH HANDHELD CONTROLLER. CONTROLLER SHALL BE INSTALLED AT PRESS BOX. ACTIVITIES REQUIRED TO PROVIDE POWER TO THE SCOREBOARD AND CONTROLLER SHALL BE INCLUDED IN THE COST OF THE SCOREBOARD. COLORS SHALL BE APPROVED BY THE COUNTY.
11. WATER HOSE BIBB PAY ITEM SHALL INCLUDE ALL COST FOR ROUTING THE EXISTING WATER SERVICE AT THE FIELD AND INTO THE CORNER OF EACH DUGOUT. INCLUDES ANY MISCELLANEOUS CONCRETE REMOVAL OR REPLACEMENT.
12. CONTRACTOR REQUIRED TO MEET ALL COUNTY AND UTILITY SERVICES REQUIREMENTS FOR PERMITS, INSPECTIONS, DOCUMENTATION, AND OTHER MISCELLANEOUS REQUIREMENTS. ALL COST ASSOCIATED WITH THESE TASK SHALL BE INCLUDED IN THE COST OF THAT PARTICULAR BID ITEM.
13. ANY UTILITY RELOCATION OR ADJUSTMENT REQUIRED FOR SIDEWALKS, DRAINAGE, GRADING, ETC SHALL BE INCLUDED IN THE COST OF THAT PARTICULAR BID ITEM.
14.THE MAINTENANCE OF TRAFFIC PAY ITEM SHALL INCLUDE THOSE ITEMS NECESSARY TO SECURE THE CONSTRUCTION SITE FROM PUBLIC USE.
15. THE EMBANKMENT PAY ITEM SHALL INCLUDE BASEBALL GRADE MATERIAL FOR THE INFIELD AREA AS PART OF THE PAY ITEM.

GENERAL NOTES FOR SOIL EROSION AND SEDIMENT CONTROL-
1. ALL EROSION AND SEDIMENT CONTROL PRACTICES TO BE INSTALLED PRIOR TO ANY MAJOR SOIL DISTURBANCE, OR IN THEIR PROPER SEQUENCE, AND MAINTAINED UNTIL PERt.1ANENT PROTECTION IS ESTABLISHED.
2. ANY DISTURBED AREAS THAT WILL BE LEFT EXPOSED MORE THAN 30 DAYS, AND NOT SUBJECT TO CONSTRUCTION TRAFFIC, WILL IMMEDIATELY RECEIVE A TEMPORARY SEEDING. IF THE SEASON PREVENTS THE ESTABLISHMENT OF A TEMPORARY COVER, THE DISTURBED AREAS WILL BE MULCHED WITH STRAW, OR EQUIVALENT MATERIAL, AT A RATE OF TWO (2) TONS PER ACRE, ACCORDING TO STATE STANDARDS.
3. PERMANENT VEGETATION TO BE SEEDED OR SODDED ON ALL EXPOSED AREAS WITHIN TEN (10) DAYS AFTER GRADING. MULCH TO BE USED AS NECESSARY FOR PROTECTION UNTIL SEEDING IS ESTABLISHED.
4. ALL WORK AND MATERIALS TO BE IN ACCORDANCE WITH THE FDOT "STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION", LATEST EDITION, SECTIONS 104, 570, 575 AND 980 TO 986.
*5. A BITUMINOUS CONCRETE BASE COURSE WILL BE APPLIED IMMEDIATELY FOLLOWING ROUGH GRADING AND INSTALLATION OF IMPROVEMENTS IN ORDER TO STABILIZE STREETS, ROADS, DRIVEWAYS AND PARKING AREAS. IN AREAS WHERE NO UTILITIES ARE PRESENT, THE BITUMINOUS CONCRETE BASE SHALL BE INSTALLED WITHIN 15 DAYS OF THE PRELIMINARY GRADING.
*6. IMMEDIATELY FOLLOWING INITIAL DISTURBANCE OR ROUGH GRADING, ALL CRITICAL AREAS SUBJECT TO EROSION (I.E. STEEP SLOPES AND ROADWAY EMBANKMENTS) WILL RECEIVE A TEMPORARY SEEDING IN COMBINATION WITH STRAW MULCH OR A SUITABLE EQUIVALENT, AT A THICKNESS OF TWO (2) TO FOUR ( 4) INCHES MIXED WITH THE TOP TWO (2) INCHES OF SOIL, ACCORDING TO STATE STANDARDS.
*7. ANY STEEP SLOPES RECEIVING PIPELINE INSTALLATION WILL BE BACKFlLLED AND STABILIZED DAILY, AS THE INSTALLATION PROCEEDS {I.E. SLOPES GREATER THAN 3:1 ).
*8. A CRUSHED LIMEROCK, VEHICLE WHEEL-CLEANING BLANKET SHALL BE INSTALLED AT THE CONTRACTOR'S STAGING YARD AND/OR STOCKPILE AREAS TO PREVENT OFF-SITE TRACKING OF SEDIMENT BY CONSTRUCTION VEHICLES ONTO PUBLIC ROADS. BLANKET SHALL BE 15FT. X 50FT. X 6IN. (MINIMUM), CRUSHED LIMEROCK 2 1/2 INCHES IN DIAMETER. SAID BLANKET SHALL BE UNDERLAIN WITH A FDOT CLASS 3 SYNTHETIC FILTER FABRIC AND MAINTAINED IN GOOD ORDER.
9. AT THE TIME WHEN THE SITE PREPARATION FOR PERMANENT VEGETATIVE STABILIZATION IS GOING TO BE ACCOMPLISHED, ANY SOIL THAT WILL NOT PROVIDE A SUITABLE ENVIRONMENT TO SUPPORT ADEQUATE VEGETATIVE GROUND COVER, SHALL BE REMOVED OR TREATED IN SUCH A WAY THAT WILL PERMANENTLY ADJUST THE SOIL CONDITIONS AND RENDER IT SUITABLE FOR VEGETATIVE GROUND COVER. IF THE REMOVAL OR TREATMENT OF THE SOIL WILL NOT PROVIDE SUITABLE CONDITIONS, NON-VEGETATIVE MEANS OF PERMANENT GROUND STABILIZATION WILL HAVE TO BE EMPLOYED.
*10. CONDUIT OLITLET PROTECTION MUST BE INSTALLED AT ALL REQUIRED OUTFALLS PRIOR TO THE DRAINAGE SYSTEM BECOMING OPERATIONAL.
11. UNFILTERED DEWATERING IS NOT PERMITTED. THE CONTRACTOR SHALL TAKE ALL NECESSARY PRECAUTIONS DURING ALL DEWATERING OPERATIONS TO MINIMIZE SEDIMENT TRANSFER.
12. SHOULD THE CONTROL OF DUST AT THE SITE BE NECESSARY, THE SITE WILL BE SPRINKLED UNTIL THE SURFACE IS WET, TEMPORARY VEGETATION COVER SHALL BE ESTABLISHED OR MULCH SHALL BE APPLIED IN ACCORDANCE WITH STATE STANDARDS FOR EROSION CONTROL.
13. ALL SOIL WASHED, DROPPED, SPILLED OR TIRACKED OUTSIDE THE LIMIT OF DISTURBANCE OR ONTO PUBLIC RIGHTS-OF-WAY WILL BE REMOVED IMMEDIATELY.
14. THE PROPERTY OWNER SHALL BE RESPONSIBLE FOR ANY EROSION OR SEDIMENTATION THAT MAY OCCUR BELOW STORMWATER OUTFALLS OR OFFSITE AS A RESULT OF CONSTRUCTION OF THE PROJECT.
15. ALL SOIL STOCKPILES ARE TO BE TEMPORARILY STABILIZED IN ACCORDANCE WITH SOIL EROSION AND SEDIMENT CONTROL NOTE NUMBER 2 (ABOVE).
16. THE SITE SHALL AT ALL TIMES BE GRADED AND MAINTAINED SUCH THAT ALL STORM WATER RUNOFF IS DIVERTED TO SOIL EROSION AND SEDIMENT CONTROL FACILITIES.
17. ALL SEDIMENTATION STRUCTURES SHALL BE INSPECTED AND MAINTAINED REGULARLY.
18. ALL CATCH BASIN INLETS SHALL BE PROTECTED WITH HAY BALES AS SHOWN ON DETAIL.
19. THE CONTRACTOR SHALL PREPARE A PLAN FOR THE PROPER DEWATERING AND DOWNSTREAM SILTATION PROTECTION OF EACH STREAM CROSSING PRIOR TO EXCAVATING THE STREAM BED. TRAFFIC CONTROL STANDARDS

DUST CONTROL

PROPOSED SEQUENCE OF CONSTRUCTION

The Florida Department of Transportation "Standard Specifications for Road and Bridge Construction".
DESIGN LIVE LOADS: The Pedestrian Guiderail was tested by the FOOT Structural Research Center and found to resist an equivalent Service Loading of 50 lbs/ft acting simultaneously in the transverse and vertical direction when applied at the height of the Top Rail.
PAYMENT: Guiderail shall be paid for under the contract unit price for Pipe Guiderail (Aluminum), LF (Item No . 515-1-2). Payment for the Guiderail will be plan quantity measured as the length along the center line of the top rail, and includes rails, posts, pickets, rail splice assembly, base plates, anchor bolts, nuts, washers and all incidental materials and labor required to complete installation of the Guiderail.
APPLICABILITY NOTE TO DESIGNER: This Guiderail is not applicable for shielding drop-off hazards for vehicular traffic. This Guiderail is applicable for mounting on walls and other roadway structures subject to pedestrian or bicycle use where drop-off hazards da not exceed 2'-6". Also applicable for select uses on sidewalks, within service areas and similar locations where foundation support and anchorage are adequate or can be provided. For drop-off hazards exceeding 2'-6", Pedestrian/Bicycle Railings for customary applications are provided in Structures Standard Index No's. 850 or 860. For unusual site conditions a site specific railing is to be designed by the responsible engineer. Refer to the FOOT Plans Preparation Manual (Volume I), Chapters 4 & 8 for the definition of vehicular, pedestrian and bicyclist "drop-off hazards".

SHIM PLATE DETAIL
of the top rail for the Bicycle Guiderail. All fixed joints are to be either welded or commercially designed fixed joint systems. Each field section of railing must be identified with a permanently affixed label with the manufacturer's name and the FOOT QPL approval number. Labels must be a maximum of 1½" by 3" and localed at the base of a post within the field section. Project specific shap drawings are required for QPL approved railings, see Shop Drawings note.
PIPE RAILING & POSTS: Structural Tube and Pipe shall be in accordance with ASTM 8221 or ASTM 8429, Allay 6061-T6. End Panel 90' Bends and corner bends with a maximum 4'-0" post spacing, may be Alloy 6063-T6. Posts shall be fabricated and installed plumb, ±1" tolerance when measured 3'-6" above the foundation.
BASE PLATE: Base plate shall be in accordance with ASTM 8209, Alloy 6061-T6.
SHIM PLATES: Shim plates shall be in accordance with ASTM 8209, Alloy 6061-T6 and shall be used for foundation elevation adjustments greater than ¼" ar localized irregularities greater than ~•. Field trim shim plates when necessary to match foundation contours. Bevelled shim plates may be used in lieu of trimmed fiat shim plates shown.
ANCHOR BOLTS, NUTS & WASHERS: Galvanized Anchor Bolts shall be in accordance with ASTM F1554 Grade 36, Galvanized Nuts shall be in accordance with ASTM A563 or ASTM A194 and Galvanized Washers shall be in accordance with ASTM F436. After the nuts have been tightened, the anchor bolt threads shall be distorted or the nuts and bolts spot welded and coated with a galvanizing compound in accordance with the Specifications.
RESILIENT PADS OR NEOPRENE PADS: Resilient or Neoprene pads shall be in accordance with Specification Section 932, except that testing of the finished pads will not be required. Neoprene pads shall be durometer hardness 60 or 70.
JOINTS: All fixed joints are to be either welded all around and ground smooth or commercially designed fixed joint systems (soldered, brazed, fused, bonded or shrink fitted} approved by the Engineer. Mechanical joints other than expansion joints are not permitted unless approved by the Engineer. Posts shall be connected lo the base plate by welding only. Field splices similar to the expansion joint detail may be approved by the Engineer to facilitate shipping and handling, but rails must be continuous across a minimum of twa posts. Expansion Joints shall be spaced at a maximum of 30'-o".
WELDING: All welding shall be in accordance with the American Welding Society Structural Welding Code (Aluminum) ANSI/AWS 01.2 (current edition). Filler metal shall be either ER5183, ER5356 or ER5556. Nondestructive testing of the welds shall not be required.
SHOP DRAWINGS: Complete details addressing project specific geometry (line & grade) showing post and expansion joint locations must be submitted by the Contractor for the Engineer's approval priar lo fabrication of the Guiderail. Shop drawings shall be in accordance with the Specifications.
