CONSTITUTION OF THE REPUBLIC OF
TAJIKISTAN
Article 41.
Each person has the right to
education. General basic education is
compulsory. The State guarantees
general basic compulsory education free-
of-charge in the State educational
institutions.
Everyone within the framework
determined by law may receive free-of-
charge general secondary, primary,
secondary and higher vocational
education in the State educational
institutions.
Other forms of obtaining education
are determined by law.

Republic of Tajikistan:
preschool;

In the 2017-2018 academic year in the Republic of
Tajikistan the following institutions carry out their
activities:
61 initial vocational institutions, covering 21.2
thousand students;
66 secondary vocational institutions, covering 69.9
thousand students;
39 higher educational institutions, covering 186.4
thousand students.

We encourage cooperation within the CAEP
to share experiences and lessons learned between
our countries as well as within the EU on the
approach to evidence based policy and to improve
efficiency, including tools and methods, as well as
the role of stakeholders.
I would like to briefly inform you about the
content of career guidance in our country.
By the Decision of Council of Ministers of
the USSR from July 11, 1986, №1430-Р and the
USSR State Committee from March 11, 1987,
№13 the Career Guidance Centre of Dushanbe
was established. By the Decision of the above-
mentioned bodies in October 1990 on the basis of
this Centre, the Republican Centre for the Career
Guidance of Population in the structure of the
State Committee for Labour of the Republic was
established. During this time, the Centre has
changed its name many times, but the content of
its work remains career guidance to the
population.
Currently, career guidance to the
population is assigned to the State Institution
"Republican Centre of Career Guidance" of
the Labour and Employment Agency of the
Ministry of labour, migration and
employment of the Republic of Tajikistan.
The Centre has its own structure in regional
centres and large cities and regions of the
Republic.
In order to develop career guidance, the
Government of the Republic of Tajikistan
adopted Resolutions on December 30, 2015,
№794 "On the Programme of career
guidance development in 2016-2020" and on
February 10, 2016, № 66 "On the concept of
career guidance of students in the Republic
of Tajikistan".
The implementation of the above mentioned
documents is in daily control and allow to
improve the quality of career guidance among
different groups of the population in choosing a
profession and the necessary work.
The Ministry of labour, migration and
employment of the Republic of Tajikistan
systematically provides information to the
Government on the implementation of these
Resolutions.
Currently, the public institutions of higher education conduct
training in 505 disciplines, the public institutions of secondary
vocational education is conducted in 166, the public institutions
of initial vocational education - in 96 disciplines and learning
centres conduct training in 35 disciplines.

Only in 2017, employees of the State institution "Republican Centre of Career
Guidance" provided vocational counselling services to 32282 students, job seekers
and migrants. Additionally, 379 persons with disabilities who applied to the labour
and employment authorities on the issue of employment were given a personal and
psychological consultations and useful recommendations for the acquisition of the
relevant work. When choosing a profession, age, psychological characteristics of
students, their acquisition of technological knowledge and skills were taken into
account. In order to determine the interest of students in their cautious choice of
profession, the Centre's employees held group and psychological consultations with
20749 students of educational institutions in the cities and regions of the Republic.
Employees of the Centre together with specialists of educational
institutions, departments of education of the cities and districts conduct
round tables, consultations, meetings, discussions, participate in activities
held in schools as "Open days", "Week of career choice".
The following questionnaires have been prepared for
professional, psychological and sociological research: "Methods of career
guidance promotion", electronic tests determining the will, interest,
personal characteristics of students and the unemployed people "Express
professional analysis", "Psychological tests for the unemployed",
"Electronic tests of the Republican Centre of Career Guidance", "Survey",
"Profile", "Professional navigator", "Politeness tests", "Independence
degree", "Tolerance analysis", "Self - assessment " and more than 30 types
of electronic tests and 6 types of sociological research questionnaires.
Employees of the Centre developed the following manuals: "Career
guidance," "Career choice", "Goals and tasks", "Psychology in career
guidance", "Agriculture", “Methodological recommendations", "Psychology in
career guidance", "Farmer-entrepreneur", "Promoter of tourism", "Textile
processing", "Pastry chef", "Hairdressing and cosmetology" and
recommendations: "Migrant's guide", "Acquire a profession", "General
characteristics of jewellery", "Designer", "Engineering designer", "Ways of
choosing a career", “Car repairman", etc.
"Republican Centre of Career Guidance" works closely with international
partners, such as the German Society for International Cooperation (GIZ) and
DVV International . They assist in the capacity building of the Centre's staff and
various equipment.
The State institution "Republican Centre of Career Guidance" has a
website: www.rohnamoikasbi.tj where materials on various topics regarding
career guidance are published.
