Purpose of Workshop - what would we like to achieve?

• Develop a Vision for the Coast

– Explore guiding principles and values

• The identification of strengths/opportunities and threats/weakness/risks to the coast

• Developing recommendations to facilitate management of the coast (i.e. to reduce threats and enhance opportunities)

• Identification of special management areas

• The identification and development of priorities for the coast

Process of Developing a CMP

Need for a CMP – NEM: Integrated Coastal Management Act

‘To establish a system of integrated coastal and estuarine management in the Republic including norms, standards and policies, in order to promote the conservation of the coastal environment, and maintain the natural attributes of coastal landscapes and seascapes, and to ensure that development and the use of natural resources within the coastal zone is socially and economically justifiable and ecologically sustainable’.

• Existing plans:

– National CMPr (2014)

– Eastern Cape CMPr (2014)

– Draft CMPr for Kouga LM

• Important legislative requirements + guidelines that inform process:

– National Guide to develop CMPs

– Section 48 of NEM:ICMA: public participation process

– Section 49 of NEM:ICMA: content requirements

• Section 48 of the NEM:ICMA prescribes the public consultation process that must be followed prior to the programme being formally adopted as a policy

– developed in consultation with stakeholders (i.e. people-driven plan)

– provide integral input into setting a vision and objectives + identifying key issues for management and action

How do we hope to achieve this?

• Aim: people driven plan

– support and acceptance, collective responsibility, wise use, awareness

• Method:

– Targeted engagement (presentations forums, community groups, councillors, authorities – done)

– Starter workshops: 21 to 25 May

– Notification of availability of all documents for review

– Second workshop once draft report is available

– Advertise in Government Gazette

• Section 49 of the NEM:ICMA informs the content requirements of the CMP.

– + guideline documents have been used to develop the main components of the CMP:

1. The development of a coherent municipal policy directive for coastal zone management in the municipality’s area of jurisdiction

2. The development of a program that is consistent with relevant legislation and available programs and policies (e.g. National and EC CMPs, SDF, IDP etc)

3. Key components of plan

• Vision

• Coastal management objectives necessary to meet the vision

• The identification and development of priorities and strategies to achieve objectives

• Identification of ‘special management areas’ within the coastal zone

• Development of performance indicators to measure progress in achieving objectives

• Action plans: to assist in implementation mechanisms for priority strategies.
