Introduction and Services
Organizational Description The Center for the Development of Recycling (CDR) is a non-profit organization providing recycling-related information to Santa Clara County residents, businesses, and local governments. CDR is contracted with Santa Clara County to operate its Recycling Hotline. The hotline is staffed 9:00 am-5:00 pm, Monday through Friday. Hotline information is also available at www.RecycleStuff.org. As part of San Jose State University’s Department of Environmental Studies, CDR organizes students to staff the hotline and to research and develop its information resources. The partnership between the County and SJSU provides residents and businesses with a cost-efficient information service while students gain valuable public service experience and develop project management and information dissemination skills. COMMERCIAL FRANCHISE AGREEMENT
The City of Campbell (through the West Valley Solid Waste Management Authority) has an exclusive contract with West Valley Collection & Recycling to collect solid waste and recycling from the residential and commercial sector. An independent recycling provider may collect recyclables in Milpitas, but Milpitas Municipal Code requirements and franchise agreement stipulations apply. Specifically, an independent recycler shall: Maintain a valid business license with the City of Milpitas Maintain a separate franchise agreement with the City of Milpitas (to pay 12% franchise fees on a quarterly
basis) Provide a report of the types and quantities of recyclables hauled from Milpitas businesses Ensure that there is no net cost to Milpitas businesses for the recycling service; Collect only these franchise-accepted materials: cardboard, mixed paper, scrap metal, polystyrene, clean
wood, pallets, circuit boards Maintain that accepted materials are source separated by the generator prior to collection and contain no

DEBRIS BOX INFORMATION Recology is the City’s exclusive franchised waste hauler for recycling or debris roll-off box services. If your general contractor subcontracts to and pays a roll-off box company, it must be Recology. No other roll-off box company may be used. Per City Code, no other roll-off box hauler may be used unless:
o The materials are self-hauled by a State-licensed contractor, working at the site, who owns and hauls their own box or truck, and the hauling is an incidental part of total services (e.g. roofers, landscapers); or
o The materials are sold or donated to a recycling hauler or processor, who does not require payment of any kind for the collection, transportation, transfer or processing; materials are kept source-separated on site (i.e. box of metal, box of drywall); and the hauler has both a City franchise and business license.
ELECTRONIC WASTE
Electronic waste (any item with an electrical plug or circuit board) may be brought to the SMaRT Station® for recycling at no charge. Limited to Sunnyvale, Mountain View and Palo Alto residents. Also accepted in on call and appointments.

COMMERCIAL FRANCHISE AGREEMENT
January 1, 2012-June 30, 2012, the City of San Jose has non-exclusive Commercial Solid Waste and Recyclables Collection Agreements with multiple companies for the collection of commercial/industrial garbage and commingled recyclables. There are monthly reporting requirements for these franchised haulers. The City does not regulate independent recycling service providers collecting source-separated recyclables; that service may be provided on a fee-for-service basis. Effective July 1, 2012, the City of San Jose will have an exclusive Commercial Solid Waste and Recyclables Collection Agreement with one company, Republic Services Inc., for the collection of most commercial/industrial garbage, recyclables, and organics.
