ROLE OF THE COMMISSION ON HIGHER EDUCATION

The Enhanced Basic Education Act of 2013, RA 10533, outlines the role of CHED in this reform, which is fourfold:

2. Teacher training and education (Section 7) – CHED is also mandated to partner with Dep Ed and other institutions for teacher training and education, including making sure that the curricula of teacher education institutions meet standards of quality. This ensures that the teachers of the next generation are equipped to teach young Filipinos under the new K12 system.

3. Career guidance and counseling (Section 9) – CHED is mandated to partner with Department of Education and DOLE in career guidance and counseling activities for high school students. Helping students choose what courses to take in college can help them pursue careers that lead to better jobs.

4. Strategizing through the transition (Section 12) – CHED is mandated to help formulate and implement strategies to ensure a smooth transition into the new K12 system. This includes making sure that the college curriculum is revised to complement the new K12 curriculum.

CHED is also mandated to implement strategies to protect higher education institutions and their employees from severe losses during the transition.

First, K12 makes it necessary to adjust the college

curriculum, to make sure that college subjects build upon it

in the best way.

Second, K12 impacts those working in the higher education sector: as senior high school is rolled out nationwide this 2016, students go through two more years of high school instead of going straight to college, resulting in low enrollment in colleges and universities nationwide.

ROLE 1: CURRICULUM CONSULTATION

* CHEDCO conducted series of Public Hearings on Curricula Alignment based on current CHED

Memorandum Orders of tertiary programs.

* CHEDCO has been conducting curricula audit beginning from

graduate programs and soon with

undergraduate programs.

* CHEDRO XII has been requiring HEIs to review their curricula based on

the current CHED Memorandum Orders

and have these checked by respective program

supervisors.

ROLE 2: Teacher Training and Education

* CHED XII conducted initial conference on K to 12 and its Relation to CHED College Readiness Standards.

* CHED XII will conduct workshops on Innovative Teaching Strategies starting October 2015.

* CHED XII conducted Information Blitz to all guidance counselors in partnership with DOLE, Dep ED and TESDA since late 2013.

* CHEDCO provides fund for Information Blitz activities.

CHED XII initially gathered issues and concerns from HEIs through the regular monitoring and evaluation conducted to HEIs and presented such during the Management Committee Meeting at CHED last June 2015. This is a continuing activity throughout the year.

* CHEDCO required HEIs to submit Baseline Data on the Profile of Teaching and Non-Teaching Staff for the K to 12 Transition Plan Initiatives for the Tertiary Education Sector Transition Fund per Memorandum from Comm. Ma. Cynthia Rose Banzon-Bautista, Chairperson, Task Force on Research for the K to 12 Transition Plan Initiatives dated November 11, 2014.

ROLE 4: Strategizing Through the Transition

* CHED XII initially gathered issues and concerns from HEIs through the regular monitoring and evaluation conducted to HEIs and presented such during the Management Committee Meeting at CHED last June 2015. This is a continuing activity throughout the year.

* CHED XII has submitted such Baseline Data to CHEDCO before December 30, 2014.

* CHED XII will conduct a region-wide workshops on Innovative Teaching Strategies using ICT this October.

* Upcoming trainings/workshops on developing multi-skill and multi-disciplinary pool of faculty

* Timely Press Statements from CHED cascaded to CHED XII for dissemination to HEIs on matters of enrollment, new curriculum and the K to 12.
