We are
Georgia Phi Beta Lambda. For 70 years, Georgia PBL has helped prepare students for
successful careers across industries, over states, and through
generations. Through service to our communities, a
commitment to self-progress, and pursuit of educational
excellence, we build leadership in post-secondary students
across Georgia. With 22 chapters in the Technical College
System of Georgia and 5 chapters in the University System of
Georgia, Georgia PBL is growing. Our students gain a
leadership edge attending conference and seminars, honing
their skills and competing against their peers on the state and
national stages. At the state level, our chapters complete
major community service projects and annual business
reports chronicling their activities throughout the year to
receive Awards of Merit and a chance to claim the title of
Chapter of the Year. Our students took home 36 national
awards and over $5,000 in cash prizes at the 2019 National
Leadership Conference! Our fundraising efforts for our
national partner, March of Dimes, landed Georgia PBL the
March of Dimes Grant for over 10 years running. In the past
decade alone, our members have given thousands of hours
to service projects in their school and community.
Everywhere we go, we make certain everyone knows: We are

for the upcoming year. Please remember that the dates and amounts listed within may
change during the planning of each event. Comprehensive documents for each conference
are available prior to the event on the georgiapbl.org website and announced via email.
The Chapter Management Handbook provided by the national office remains the most
complete resource for students and advisers.
President’s Message

Greetings Georgia PBL!
When I enrolled at CGTC, someone introduced me to a new world: A World of
Opportunity. My advisor told me about an organization that brings business and
education together in a positive way through leadership and programs that help to
foster meaningful relationships. This year, Georgia PBL is working to show our
members A World of Opportunity through meaningful engagements, programs, and challenges.
My experience in PBL has taught me that it is not always what or whom you know. Rather, what have
you planned to do? Developing and planning goals is key to personal, professional, and organizational
success! With that in mind, I encourage you all to join my platform to S.P.R.I.N.G. into a successful 2019-
2020 year:

As an American living in the land of opportunity, we often take for granted just how arduous it can be to
attain life goals. The primary focus of PBL is to help students transition into the business world. Through
my work in obtaining a degree and career that I am proud of, I have come to realize that there are many
who have yet to dream. This year, I am determined to take our State and National theme, A World of
Opportunity, quite literally. I seek to volunteer, share my knowledge, and make use of my skills more
than ever before. In doing so, I will seek a better me. I hope that I can lead others to realize A World of
Opportunity is here for all who are willing to try. I challenge each of you to do the same.

Structure Chapters Post-secondary institutions may apply to the
national office for a local charter- it is very easy
to do! Chapter can be found at most of the
technical colleges in our state as well as a few
four-year colleges. In addition, students at
institutions without a PBL chapter may join the
Georgia PBL Virtual Chapter.
Members Students at virtually any postsecondary
institution in Georgia can join PBL either
through their own college chapters or through
the Georgia PBL Virtual Chapter. Membership
dues are paid to the national office and cover
both national and state requirements.
Advisers Each chapter has at least one faculty or staff
member who serves as the adviser for their
student membership. Larger chapters may
want to have multiple advisers.

each August to ensure you are on the emailing
list. Vital communications are sent via the
adviser email list! If a new adviser joins your
chapter, please let her know.

Professional Division The Professional Division is composed of non-
students who are interested in being a part of
PBL. This group includes chapter advisers and
local businesspeople that support PBL through
their time, resources, and connections. Their
affiliations is at both the state and national
level.

Georgia PBL Foundation, Inc. The Georgia PBL Foundation is a fund-raising
body whose mission is to support Georgia PBL
financially. The foundation does so through the
Foundation Scholarship, reimbursement of
national registration for first place students,
funding the chapter grant, and funding both the
Adviser and Chapter of the Year Awards.

State Projects & Recognition An integral part of an active chapter.
In addition to the projects and programs offered by the national office, Georgia PBL offers several
opportunities for local chapters to increase activities and gain recognition. State projects are recognized
at the annual state conference in April. Several state projects are recognized at the National Leadership
Conference in June as well.
Do you want to increase activity in your chapter? Set up your officer team as early as possible in the
year, preferably in late August. Plan the year with the goal of achieving one of the Awards of Merits. If
your chapter is ambitious, aim for the Chapter of the Year Award! As you review the criteria for those
awards, you’ll see that certain activities have designated dates, while others are flexible. Plan your
events to keep your chapter consistently active. Before you know it, your chapter will be on stage
receiving awards!
Scholarships (Individual)
PBL offers scholarship opportunities at both the
state and national level. The Georgia PBL
Foundation awards two scholarships each year
at the state conference in April.

March of Dimes Though March of Dimes is nationally partnered
with FBLA-PBL, Georgia State PBL makes a
considerable effort to promote this charity.
Chapters work year-round raising funds for
March of Dimes. Chapters donate funds to
their local March of Dimes office with the
receipt copied and sent in with the State
Conference Packet. Chapter raising the most
funds are recognized at both the state and
national conferences. Georgia is consistently
ranked as the top participating state in the
nation!
FBLA Interactions Working with our local FBLA chapters is a
critical component of growing our Georgia PBL
chapters. Chapter efforts to coordinate events
and work with local FBLA chapters are
recognized at the state conference.
New Chapter Recruitment
The recruitment of new chapters is a valuable
aspect of growing Georgia PBL. While some
post-secondary institutions have never had a
PBL chapter, others have simply been inactive
for a period of time. Chapter efforts to
coordinate events and work with new or re-
activated PBL chapter are recognized at the
state conference. Be sure to check with local
universities!
Corporate Sponsors (Individual and Chapter)
Chapters and members are highly encouraged
to seek corporate sponsorship for the state
conference. There are no eligibility
requirements to be a sponsor. Local
entrepreneurs and business of all sizes are a
good place to start. Various sponsorship levels
offer different incentives for donations. The
chapter with the most corporate sponsors is
recognized at the state conference.

Foundation Donations Chapters are encourage to raise funds and
donate to the Georgia PBL Foundation.
Donations of at least $400 make a chapter
eligible for certain Awards of Merit and Chapter
of the Year. At the annual state conference, the
foundation holds a silent auction to raise funds.
We ask that each chapter bring a non-school
branded item or gift basket for the silent
auction.
Awards of Merit The Awards of Merit are an excellent tool for
your chapter to plan its year and increase
engagement! There are five levels of merit,
each based on the same 50-point criteria. The
more activities your chapter completes, the
higher the merit level you can reach! The key is
to document everything! You will need proof of
each activity in the form of pictures, articles, et
cetera to receive credit at the state conference.

At the national level, the Hollis and Kitty Guy
Gold Seal Chapter Award of Merit is given to
chapters who complete a set of
accomplishments.
Adviser of the Year This prestigious award is given to the
nominated adviser who achieves the most
points based on the activities completed by his
or her chapter. Advisers are nominated by their
members. A packet evidencing the activities
must be submitted with the State Conference
Packet.

Chapter of the Year This prestigious award is given to one chapter
each year at the state conference. Nominated
chapters are evaluated based on their
submission of proof of activities completed
throughout the year.

National Projects & Recognition For individuals and chapters.
The FBLA-PBL national office offers several programs and projects at the national level. In addition, each
annual officer team can create new initiatives or projects for members. Members should check the
fbla-pbl.org website for updates on new projects!
PBL Outstanding Chapter Deadline: April 1
Chapter can receive national recognition by
completing 15 activities; activities cover the
areas of membership, community service, and
education. Chapters who receive this award by
the deadline will receive a special ribbon for
each participating member at the National
Leadership Conference in addition to the award.
Advisers must apply for this award in the
Adviser Area of the fbla-pbl.org website.
Scholarships (Individual)
The national office offers a number of
scholarships for eligible PBL members. Below
are three of the most common scholarships that
Georgia PBL members apply:

CMAP
(Individual)
The Career and Membership Achievement
Program is a national series of activities that
allow members the opportunity for personal
and PBL development. There are three levels of
achievement, each with a unique checklist of
activities. Each level is progressively more
involved than the previous; students must be
members for at least one year to complete the
highest level. Luckily, members can work on
CMAP throughout the year. An active first-year
member should be able to complete the first
level, Director, and begin work on the second
level, Executive, in one academic year. Advisers
must setup CMAP for each member in the
Adviser Area of the national website.

You can turn CMAP into a chapter activity by
hosting a CMAP Day. Members can meet
together in a classroom to prepare and
compose their documentation. In just a few
hours, a group of members can complete
Director Level!

Conferences Where the action happens.
Throughout the year, Georgia PBL collaborates with the fellow TCSG organizations to host several
leadership conferences. These conferences provide members with the opportunity to network, build
leadership skills, and compete in their areas of expertise.
GFLC October or November
The Georgia Fall Leadership Conference is a local chapter officer training event.
State officers from each of the four major student organizations (PBL, SkillsUSA,
National Technical Honor Society, and the Georgia Student Government
Association) interact with local chapter officers and members in a series of
officer development training sessions. Over the weekend in Atlanta, members
of all organizations network and greatly strengthen their ability to lead their
local chapters. Advisers also have a series of informational sessions to guide them
on their PBL year.
District Conferences February 28
As Georgia is a large state, the District conference is split into a north and south conference. The precise
location varies each year, depending on which local chapter(s) volunteers to host the event.
At District, attendees have a many growth opportunities. District is an excellent opportunity to network
with peers in other chapters. Each year, a different keynote speaker motivates and encourages our
students in their endeavors. The keynote speaker and other leaders provide workshops throughout the
event for students to sharpen their various skills.
District focuses on competitive events. Nearly all of the events offered at the state conference are
available at the district conference, affording students a chance to experience the overall testing
process. However, district is a one-day conference and time limits the availability of some events. All
written tests are available at district. Top three finishers in each event are awarded at the closing
awards ceremony.
State Leadership Conference Early April
Held each year in Atlanta, this weekend-long conference includes competitions, guest speakers, state
officer elections, a silent auction, and many other activities. For many, this conference is the
culmination of the year’s work. All of the major state awards are determined at this time. The top
competitors at state are then eligible to continue to the National Leadership Conference.
The State Conference Packet is available on the georgiapbl.org website around February. Pay careful
attention to the deadlines for state materials, especially all chapter awards and home-site tests, as there
are no late exceptions.

State Officer Training Late May – Early June
During the state conference, officers are elected by their peers to serve on the officer team, rather than
a specific position. National Technical Honor Society, Skills USA, and Georgia Student Government
Association follow the method. Later, at State Officer Training, the officer teams from each organization
attend various leadership sessions and team-building activities. Each team develops their annual plan of
work and presents it to all attendees of the conference as well. During the weekend, a team of trainers
watches each officer for various traits and strengths. At the end of the weekend, the trainers interview
each officer; they then decide on the best position for each officer in each organization.
IFL Late June
Immediately prior to the NLC, the Institute for Leaders provides organizational and leadership training
sessions for state and local chapter officers, members, and advisers. This two-day training conference
prepares student leaders and members to assume their elected responsibilities and develop valuable life
skills. Students can apply for the IFL Scholarship to help cover the cost of attendance at the national
fbla-pbl.org website.
National Leadership Conference Late June
Each year, the FBLA-PBL National Leaders Conference takes place in a different major city in the U.S.
Chapters and members from across the country gather to compete in events and take part in leadership
development activities. On this stage, members from technical colleges, community colleges, and
universities compete for the top ten places! Georgia PBL members consistently represent the top
competitors at NLC, bringing home dozens of trophies and scholarships! During NLC, national officers
are elected for the upcoming year.

Conference Information What you need to know.
Information Packets These packets provide vital information for
upcoming conferences. As the packets release,
Mona Williams will notify all advisers through
email. The packets are posted to the
georgiapbl.org website prior to the conference,
typically a couple months in advance.
Some documents, such as the Awards of Merit
criteria, Adviser and Chapter of the Year Award
criteria, scholarship applications, and a
performance events summary are available
year-round. These documents are updated in
the summer; look for the dates on the
documents posted as an indication of that
update.
Registration When registration is open, the registration link
for both district and state is available on the
georgiapbl.org website.
Registration links for IFL and the national
conference are on the national fbla-pbl.org
website.
GFLC provides a unique link for registration
each year. The TCSG home office emails the
link to all advisers when registration is available.
The term “on-site registration” in this document
refers to the time when a chapter arrives at a
conference and receives their conference
package that includes the conference program,
name tags, etc.
Payments Payments for registration for District and State
are made payable to “Georgia PBL” and are due
at the conference. Full payment must be made
at the time of on-site registration.
Registration Changes After registration closes, changes to
competitive event registration, not including
additions, are not permitted. Members may be
added to the group attending a conference up
to the on-site registration but may not
compete.
Competitive event changes for performance
events are not allowed after registration closes;
however, a student registered for the
conference by the due date may change from a
performance event to a written test but must
seek approval from a member of the Executive
Board. This approval is freely given but must be
reported to ensure the student competes in the
event(s) for which he/she is registered.
Students competing in an event who are not
registered for that event are not allowed to
place in that event. That is, if a student
registered for Public Speaking suddenly decides
to drop and add Accounting Principles without
approval from a member of the Executive
Board, he/she will not be allowed to place in
the Accounting Principles event.
Hotels For the National Leadership Conference, the
national office secures the best rates possible
for hotels at the conference; they deliver the
information to advisers.
For nearly 20 years, the state conference has
been held at the Westin Atlanta North at
Perimeter. We are contracted with them
through 2021.
Typically, the Georgia Fall Leadership
Conference is in Atlanta. The TCSG system
office sends out emails with that information in
fall.
District conference is intended to be a drive-in
conference; however, the hosting school will
have local hotel information available.

Conference Packets Each chapter receives a packet of materials when they arrive at the registration table at the state
conference. This packet includes name tags, ribbons, conference programs, etc.

Students interested running for state office will campaign to be members of the state officer team,
rather than a specific position. Students must meet all eligibility requirements, including submission of
the eligibility documentation listed below. The following are the general eligibility requirements:
You MUST BE ENROLLED in school through the April following the state conference during which
you are elected (1 full year).
Throughout the term of office, you must have the support of your school, local chapter, local
adviser, and the state executive committee.
Each candidate must submit a package with the following:
A resume
One-page essay
Official transcript
Copy of CMAP Director level award
A letter of recommendation from her/his local adviser
A letter of recommendation from a school official (VP, Dean, etc.).
You must also participate in the officer candidate interview process at state conference.
Candidates are introduced on Friday afternoon and give a campaign speech. Campaign booths are set
up at the State Conference. Campaigning is permitted only at designated times during the State
Conference. You may continue to wear any campaign items after 12:00 noon, but cannot distribute
items except in the voting delegate seats in the Second General Session. Voting delegates, chosen by
each of the Georgia PBL chapters and designated by their green ribbons, vote on the candidates at the
second general session which is held Saturday afternoon.

The most comprehensive source for

The events at the State Conference are the
same as those at the National Conference.
District Conference events are only a partial list
and a number of those events are shortened.
Georgia Fall Leadership Conference events are
not associated with District, State, or National
events.
Depending on the event, students can compete
as an individual, as part of a team, or as a
chapter.
Some events contain multiple components. For
example, Accounting for Professionals contains
a production test and an objective test, with the
overall score a combination of the two.
Students will need to review each event
carefully on the PBL Competitive Events page of
the fbla-pbl.org national website.
Objective Tests These multiple-choice tests contain 80-100 questions and have a one-hour time limit. Currently, 40
events contain an objective test component. Students placing in the top three in objective test events
are then eligible to compete at the NLC.
Performance Events Speeches, presentations, interviews, and role-play fall into the performance event category. Currently,
34 events contain a performance component. Students placing in the top two of performance events
are eligible to compete at the NLC.
Production Tests Several events contain a component called a production test. Production tests may or may not require a
proctor to monitor the student in a timed environment. Regardless, production test require the student
to submit a finished product prior to attending the conference. Currently, six events involve a
production test component.
Similarly, five events require a pre-judged report or project before they give a presentation.
Open Events At both the state and national conference, a number of open events are available for all PBL members.
Registration for these events is not required. These events do not have prerequisites. Students may
take as many tests as they can fit in the time limit. The tests may change each year. They announce the
top winner in each category.

Competition Notes At State, students may compete in any two events and an additional chapter event. Student may not
compete in an event in which they have competed at an NLC or in which they have placed first or second
at a Georgia PBL state. At nationals, students may only compete in two events.
First-semester or other early students will not be especially competitive in written tests. That is, they’ll
be competing with students who are several semesters – and courses – ahead of them. However,
performance events can be practiced to the point of being competitive and do not require such specific
subject knowledge.
The Georgia PBL Foundation publishes and sells a booklet, Competitive Speaking, which contains
hundreds of suggestions for building and delivering performance events! The order form is listed on the
Georgia PBL website.

Dress Code Look the part.
Phi Beta Lambda is a professional organization of business students. Included in this is a philosophy of
professional behavior, including dress. The dress code reflects the expectations of the professional
business world. If there are any questions about the dress code, lean toward being conservative!
The official dress code policy is on the national website. fbla-pbl.org/cmh/dress-code/
All advisers are expected to share the dress code with their students prior to conferences and take
responsibility for making sure their students follow it. All delegates, including advisers, are expected to
wear business attire to general sessions, competitive events, workshops, and campaigning.
If not dressed properly, conference participants will not be allowed to compete or participate.
Notes on Dress Code:
Dress code applies at all times in the conference areas, regardless of participation
Limit jewelry
Limit visible body piercings to ears
Nail polish should be in neutral tones
Jeans and t-shirts are acceptable to certain events when specified (i.e. dances, mini-walks, etc.)
Bring extra ties and dress socks
All shoes must have a back!
Women’s shoes should be limited in heel, avoiding stilettos over 2 inches
Inappropriate Conference Attire:
These items are not permitted in conference areas, including hotel lobby and restaurants, at any time.

Share Your News! State Newsletter Georgia PBL wants to hear about your chapter activities! The state
newsletter, Be Georgia PBL, is released at the end of the Fall and Spring
semester and composed by the State Public Relations Coordinator.
Digital copies are posted to the Georgia PBL Facebook Group and to the
georgiapbl.org website.
Chapters can submit news articles anytime of the year via email. Please
attach 1-3 photos separately as a JPEG or PNG file. Please write the
articles in third person, having proofread and approved them by an
adviser.

FBLA-PBL Creed I believe education is the right of every
person.
I believe the future depends on mutual
understanding and cooperation among
business, industry, labor, religious, family
and educational institutions, as well as
people around the world. I agree to do my
utmost to bring about understanding and
cooperation among all of these groups.
I believe every person should prepare for a
