6.3 Construction Plan of the Bridge
6.3.1 Construction Method of the Bridges
Bridges being assumed as new bridge to be replaced in the Study are consisted of reinforced concrete (RC) bridges with span lengths ranging from 10 to 20 metres and pre-stressed concrete (PC) bridges. Since these bridges are commonly constructed in Cambodia, so that ordinary construction methods are assumed. The ordinary construction methods applied in this study are as follows:
(1) RC bridges
1) Construction on scaffolding (RC Flat Slab Bridge) 2) Girder erection by truck-crane (RCDG Bridge)
(2) PC bridges
1) Girder erection by truck-crane New bridges are assumed to be constructed at the same location of the existing bridge
when the new road is located on the existing road. In case that a new bridge is constructed at the same location as an existing one, the
construction sequence is described below. A detour road will be constructed when the road elevation is less than 5 metres above the
riverbed. A temporary bridge will be constructed when the road elevation is more than 5 metres. No embankment and/or jetty are assumed as the temporary construction road because most rivers are generally dry during the dry season. When the river flow is affected by backflow of the Mekong River, a detour road or a temporary bridge will be constructed on the upstream of the bridge. A schematic construction plan is shown in Figure 6-15.
When the river flow is not affected by backflow of the Mekong River, abovementioned method may or may not be applied.
Stock yard and casting yard for concrete girders are assumed to be located within the right of way (ROW) which is 50 metres wide.

6.3.2 Construction Schedule of the Bridges
An example of construction schedule is shown in Table 6-2, which assumes an RC bridge with a bridge length of 30 metres (=2x15 metres), two abutments of pile foundation and one pier of pile foundation. Estimated construction duration is 15.5 months.

6.4 Cost Estimation of Bridges
6.4.1 Basis of Bridge Cost Estimation
Cost information was collected from the past bridge project which carried out by the Government and donor countries. As a result of the study, it is fined that each unit costs of the project were similar and more detailed information of the breakdown of unit cost by the Government was available. Therefore, cost estimation is carried out based on the cost information of the bridges which were funded by the Government. These bridges were constructed by Road Infrastructure Department Bridge Unit (Hereinafter referred to as RID Bridge Unit) and the HEC. The cost information is obtained from these groups. The administration and supervising fee are not included in the construction cost.

6.4.2 Feature of Bridge Construction Funded by the Government of Cambodia
In case of construction is funded by the Government, the cost of construction equipment owned by RID Bridge Unit and/or the HEC is not included in cost items, but only the lease price for equipment not owned by the two groups is included as the equipment cost. Therefore, construction cost consists of the direct cost, which includes those for materials, fuel and labour, and the indirect costs. The indirect cost is calculated as a certain percentage of the direct cost.
6.4.3 Calculation of Unit Costs
The five bridges were constructed over five years from 2007 and 2012. Price escalation for materials, fuel and labour during the five years has been examined based on the cost information. Table 6-3 shows price fluctuation of cement, sand, aggregates, fuel and labour. Table 6-3 shows that costs of cement and labour gradually increase year by year, and that costs of sand, aggregates, rebar and fuel remain almost the same.
Based on abovementioned cost study, price escalation should considered the duration of the implementation program. The price escalation was estimated by the forecast of GDP growth rate for short-term plan. The costs will be obtained by multiplying a factor in the unit costs shown in Table 6-5. The multiplication factor of 1.41 will be used based on analysis on the forecast of IMF database.

6.4.4 Construction Costs of the Bridges on the Group1 and Group2
Material quantities of a newly constructed bridge will be calculated in accordance with the standard design. Quantities of concrete and rebar are calculated and listed in the standard design. These quantities are used for cost estimation of the target bridges.

Revetment and river bed protection are calculated based on the gabion cost per square metre derived from the cost information.

Group1 and 2 estimated by the unit costs. The costs are not include administration and supervising fee.
