Service Not in Schools Examples of the New Arrangement

A previous GM from an aided school joined EMB as CuO on 1.9.1999 without break

served in EMB for 7 years, then joined an aided school as GM on 1.9.2006 (not counted as break).

The teacher can retain the old salary scale (special pay arrangement)

If the teacher rejoined as a CM (stepped-down), his salary would be reassessed using the new salary scale.

Counting Experience (1)

Teaching experience as CM/APSM/GM paid under funds of public sector schools, irrespective of source of funding, may be

Counting Experience (2)

For the new appointment of APSMs in aided primary schools, post-qualification teaching experience in other ranks not in the PSM grade can also be counted for incremental purpose. (only teaching experience in the PSM grade can be counted before 1.9.2006)

Counting Experience (3)

Post-qualification teaching experience in a school for which registration of teachers under the Education Ordinance is not exempted should be acquired with valid RT/PT status. Otherwise, the teaching experience will not be counted for incremental purpose.

The starting salary for a degree holder without appropriate teacher training appointed as a CM in a primary school is one point lower (not one point lower in a secondary school)

Starting Salary of CM teacherNew Practice

The salary will not be one point lower if the teacher is appointed to take up teaching duties in both primary and secondary levels of a school (such as a through-train or a special school with both primary and secondary levels)

Salary particulars may not be retained for changing to a school of different level even though there is no break in service (such as some level-specific teacher training)

Specified Non-standard Qualifications Existing Practice

Specified non-standard qualifications such as various Diplomas / Certificates awarded by the Approved Post Secondary Colleges can be accepted for appointment as CM.

Specified Non-standard Qualifications New Practice

For aided primary schools, untrained teachers with the qualifications - not accepted for new appointment or reappointment after a break in service

For aided secondary schools, untrained teachers with the qualifications - accepted for appointment only for subjects in demand

Direct Appointment to Promotion Ranks – Examples under New Arrangement

An SGM (MPS Pt.34 – 39) already at MPS Pt. 39 direct appointed as PGM (MPS Pt. 38 –41) without break will get MPS Pt. 40 (instead of Pt. 38)

A PGM direct appointed as SGM without break: starting point of SGM + experience as SGM and above (capped by the maximum point of SGM)
