TheANSI/ISO/IEC17024PersonnelCertificationAccreditationProgramadministeredbyANSIhasbeenadoptedasanAmericanNationalStandardthatgivesassuranceofthelegitimacyoftheseaccreditedcertificationprogramstostateandfederalorganizations,owners,andthegeneralpublic.1.2 MissionThemissionofCMCIistorecognizethroughcertificationindividualknowledgeandexperiencethatmeetestablishedpracticesofconstructionmanagement.1.3 GovernanceCMCIisgovernedbyaBoardofGovernors.TheBoardisresponsibleforpoliciesandproceduresaffectingcriteriaforprofessionalcertificationandthedeterminationofindividualcertificationstatusofapplicantsenrolledintheCMCertificationProgram.2.0 PURPOSEThishandbookisintendedasaguideforthoseinvolvedintheprocessofobtainingcertificationasconstructionmanagers.Itisnotintendedasapolicydocumentbutratheratranslationofpolicyintoprocedures.AnyquestionsthatarenotcoveredbytheseproceduresshouldbereferredtotheInstitute.3.0 CONSTRUCTION/PROGRAMMANAGEMENTDEFINEDCMAAdefinesConstructionManagementasaprofessionalservicethatapplieseffectivemanagementtechniquestotheplanning,design,andconstructionofaprojectfrominceptiontocompletionforthepurposeofcontrollingtime,costandquality.ProgramManagementisthepracticeofprofessionalconstructionmanagementappliedtoacapitalimprovementprogramofoneormoreprojectsfrominceptiontocompletion.Comprehensiveconstructionmanagementservicesareusedtointegratethedifferentfacetsoftheconstructionprocessplanning,design,procurement,constructionandactivationforthepurposeofprovidingstandardizedtechnicalandmanagementexpertiseoneachproject.AprofessionalConstructionManager(CM)actsasanextensionofstafftotheOwnerandmanagestheentireprojectwithpreplanning,design,construction,engineeringandmanagementexpertisethatcanassurethebestpossibleprojectoutcomenomatterwhattypeofprojectdeliverymethodused.

4.0 STEPSTOCERTIFICATIONTherearefourstepsinthecertificationprocess:
1.Eligibility2.Application3.Candidacy4.Examination
CMCIexpectstheapplicationreviewprocess,advancementtocandidacy,andsuccessfulcompletionoftheexaminationtobecompletedinatimelymanner.Applicantsapprovedforadvancementtotheexamphase,haveuptoone(1)yeartotakeandpasstheexam.Theone(1)yearbeginsontheformalnotificationdateofadvancement.Extensionsbeyondtheone(1)yeartimeperiodmaybegrantedforreasonsbeyondthecontrolofthecandidatethatadverselyimpactthecandidatesabilitytotaketheexamsuchasmedical,militaryservice,etc.ThecandidatemustmakeawrittenrequestforanextensionandattachtheappropriatesupportingdocumentationverifyingthereasonfortheextensionforCMCIsreviewandapproval.5.0 ELIGIBILITYThefirststepintheapplicationprocessistocompletetheeligibilityformintheapplicationpacket.TheapplicantmustacknowledgethatheorshehastherequisiteexperienceasbeingResponsibleinCharge(RIC).The48monthsRICexperiencetogetherwithalltherequiredexperienceinthesixdomainofknowledgeandskillsinthequalifyingmatrixandtheeducationrequirementwillallowtheapplicanttomoveforwardtotheapplication.6.0 APPLICATIONOncetheInstitutereceivestheapplicationandprocessingfee,wewillreviewtheentirepacketforcompleteness.Ifthereisanymissingmaterialorinformationintheapplication,adetailedstatusreportwillbeemailedtotheapplicant.Inthemeantime,theInstitutewillrequestlettersfromtheapplicantsclientreferences.IfallitemsinyourfilearecompleteandtheofficehasreceivedbothCMCIReferenceforms,theapplicationissenttomembersoftheBoardofGovernorsforthefinalreview.6.1 CMCIIDNumbersEachapplicantwillreceiveauniqueCMCIID#.EachIDhasanumberthatisbasedontheordertheapplicationisreceived.ThisIDnumberstayswiththeapplicantthroughouttheapplicationprocessandasaCertifiedConstructionManager.ApplicantsshouldkeepthisIDnumberinasafeplace.6.2 ConfidentialityAllapplicationsareconfidential;noinformationwillbereleasedwithouttheapplicantswrittenpermission.MembersoftheBoardofGovernorsandtheCertificationOfficestaffhavesignedstatementsofnondisclosure.7.0 CANDIDACYTheBoardwillmakeitsrecommendationtoeitheradvanceanapplicanttocandidacyordenycandidacy.Thisreviewprocessgenerallytakes30daysbutmaytakeasmanyas60daysormore.

CMCInowofferstheCCMexamongoing.Youmaychooseanythreedateswithinthecalendaryearandwewilltrytoaccommodate. Oncetheformandfeehavebeensubmitted,theapplicantwillberegisteredbyCMCIfortheexam.Thetestingfeeis$275;theretakefeeis$100.Onceyourexamhasbeenscheduled,youmaycancelyourexamappointmentupto72hoursinadvancewithnofees.Ifyouneedtocancelyourexamappointmentwithin72hours,youwillberequiredtopaya$100fee.8.4 ExaminationCompositionTheexaminationassessesgeneralknowledgeofdesignandconstructionandmaterialinCMAAsStandardsofPractice.Basedontheresultsofthe2004CMindustrysurvey,theCMCIBoardofGovernorshasmodifiedthequantityoftheCMcertificationexamquestionstoreflectthefollowingpercentages:

8.5 FormatTheexaminationconsistsofapproximately200multiplechoicequestions.8.6 ExamSitesTheCCMexaminationwillbeadministeredatitstestingvendorslocationsongoingthroughouttheyear.TestingattheSpringandNationalConferenceswillbeheldatsecuresitesinthehostcity.Thetestingisdeliveredonsecuredcomputerterminalsatthesesites.

8.7 TestResultsThepassingscoreisdeterminedbyastatisticalformulaandmayvaryamongthetestiterations.Theexamisdesignedonlytodistinguishthosewhohavethebasiclevelofknowledgefromthosewhodonot.Thereisnoevidencethatsomeonewhoreceivesaveryhighscoreontheexamwillperformsignificantlybetteronthejobthansomeonewhosescorefallsexactlyatthepassingpoint.Therefore,ifonepassestheexam,heorshewillbeinformedonlythattheexaminationstagehasbeensuccessfullycompleted.Applicantswhofailtheexamwillbenotifiedoftheirscoreandadiagnosticreportshowingtheirperformanceineachcontentarea.Thisinformationisprovidedtoaidindecidingwhethertoretaketheexamandplanningstudyeffortsforfutureexams.Allexamresultsareconfidentialandwillonlybereleasedtotheexaminee.Permissioninwritingmustbeobtainedbytheexamineetoreleaseexamresultstoanotherparty.8.8 RetakesIfanapplicantdoesnotpasstheexaminationthefirsttime,heorshemaysitfortwoadditionalretakeswithintheiryearofeligibility.Heorshemustwaitatleast45calendardaysinbetweenexamattempts.Incaseofnosuccessafterthetworetakeattempts,anapplicantmustwaitayearbeforereapplyingtotheprogram.8.9 ApplicationExpiration/CandidacyDurationApplicantsadvancedtocandidacyareplacedinactivestatusandhaveuptoone(1)yeartotakeandpasstheexam.Theone(1)yeartimeperiodbeginsontheformalnotificationdateofadvancement.Extensionsofactivestatusbeyondtheone(1)yeartimeperiodmaybegrantedforreasonsbeyondthecontrolofthecandidatethatadverselyimpactthecandidatesabilitytotaketheexamsuchasamedicalcondition,deploymentformilitaryservice,etc.ThecandidatemustmakeawrittenrequestforanextensionandattachappropriatesupportingdocumentationverifyingthereasonfortheextensionforCMCIsreviewandapproval.8.10 ExpiredApplicationProcessing(Reapplication):Candidateswhodonottakeandpasstheexamwithintherequiredone(1)yeartimeperiodordidnotreceiveanextensionfromCMCIwillbeplacedintoasuspendedstatus.Acandidatemayremaininsuspendedstatusforuptofouryearsfollowingthecommencementofsuspendedstatus.Tochangefromsuspendedstatustoactivestatus,theQualificationCriteriaforcandidacymusthaveremainedunchangedfromthetimeofsubmissionoftheoriginalapplication.Inaddition,candidatesmust:
1) Payaprocessingfeeintheamountequalto25%oftheapplicationfeeatthetimeoftherequestforreactivation.
2) VerifythatthesuspendedapplicationmeetsallcurrentRICRequirementswithoutmodification.Afullapplicationfeeshallbepaidwithanymodifiedornewapplication.

11.0 LOSSOFCERTIFICATIONOnescertificationcanberevokedbynotcomplyingwiththerecertificationrequirements,failingtopaytherenewalfee,orbreachingthecodeofethics.11.1 NoncompliancewithrecertificationrequirementsCCMswhohavenotacquiredsufficientmaintenancepointstoberecertifiedbytheendoftheiranniversarymonthwillbenotifiedinwritingthattheyaresuspendedfromusingtheCCMdesignationandwillnolongerbelistedasaCCMintheRegistryorotherpublicationsuntiltheCCMmeetsthoserequirements.11.2 FailuretopaytheannualrenewalfeeCCMswhohavenotremittedtheir$200recertificationfeearesubjecttosuspensionfromusingtheCCMdesignation.11.3 BreachingCodeofEthicsAnyindividualfoundtohavebreachedtheCodeofEthicsissubjecttorevocationofCCMstatus.Informationonacertifiedprofessionalsupportingacomplaintofnoncompliancemaybesubmittedfromanysource.AcomplaintinwritingreceivedbytheCertificationProgramwillbereferredtotheBoardofGovernorsforinvestigation.FollowingreceiptofanofficialnoticeofnoncompliancefromtheCertificationProgram,theCCMwillhavea30dayperiodinwhichcorrectiveactionorresponsetothesatisfactionoftheBoardofGovernorsmaybetaken.Ifanappropriateresponsehasnotbeenreceivedortherequiredcorrectiveactionhasnotbeentaken,theGovernorswillnotifytheCCMofrevocationofthecertification.CMCIreservestherighttorequestsupportinginformationfromanyapplicantseekingrecertification.Aspartoftherecertificationprocess,randomauditswillbeperformed.12.0 CODEOFETHICSTheCMAABoardofDirectorsofCMAAhasadoptedthefollowingCodeofProfessionalEthicsoftheConstructionManagerandrecommendsthatitbeacceptedandsupportedbytheCMindustryasaguidetotheexecutionoftheindividualCMsprofessionalduties:Asaprofessionalengagedinthebusinessofprovidingconstructionmanagementservices,andasamemberoftheCMprofession,Iagreetoconductmyselfinmybusinessinaccordancewiththefollowing:12.1. ClientserviceIwillservemyclientswithhonesty,integrity,candor,andobjectivity.Iwillprovidemyserviceswithcompetence,usingreasonablecare,skill,anddiligenceconsistentwiththeinterestsofmyclientandtheapplicablestandardofcare.12.2 RepresentationofQualifications.IwillonlyacceptassignmentsforwhichIamqualifiedbymyeducation,training,professionalexperienceandtechnicalcompetence,andIwillassignstafftoprojectsinaccordancewiththeirqualificationsandcommensuratewiththeservicestobeprovided.12.3 StandardsofPractice.Iwillfurnishmyservicesinamannerconsistentwiththeestablishedandacceptedstandardsoftheprofessionandwiththelawsandregulationsthatgovernitspractice.

IntroductionTheCertifiedConstructionManager(CCM)program,administeredbytheConstructionManagementCertificationInstitute(CMCI),isafastgrowingidentifierofaprofessionalpractitionerintheconstructionmanagementindustry.Thenumberofindividualssubmittingthemselvesforcandidacyisrapidlyincreasing.Presently,over1225constructionmanagershaveearnedtheCCMdesignation,andmorethan150areintheprocessofapplicationorpreparingtositfortheexamination.However,theCCMapplicationprocesscanbeoneofthemostformidableactivitiesthatanapplicantcanendure.First,applicantsmusteffectivelydemonstratetoCMCItheirexperienceandtheresponsibilitiestheyhavehadinoverallprogram/constructionmanagement.Secondly,applicantsmustclearlydemonstratetheleadershiprolesandresponsibilitiesthatwillqualifyforcandidacybythedefinitionofresponsibleincharge,obtainlettersofrecommendations,andultimatelytakeacomprehensiveexamination.Ifthatisnotenough,theapplicantisfacedwiththechallengeofclearlyrepresentingtotheCMCIandanindependent,objectiveCMCIBoardofGovernorsthattheireducation,experience,andleadershiprolemeetsthequalifyingrequirementsoftheCCMprogram.TheapplicationgoesunderdetailedscrutinybytheCMCIBoardofGovernors,ofwhomallareCCMprofessionalsandholdresponsiblepositionswithCMrelatedemployers.UnderestimatingImportantElementsUnfortunately,manyoftheapplicantsunderestimatethemostimportantpartsoftheapplicationeventhoughtheyareclearlyemphasizedintheApplicationGuidelines.Applicantscommonlyrelyheavilyontheirprofessionaleducationandtheirparticipationonmajorcomplexprojects.Otherapplicantshavebeenfoundtoglossovertheimportantelementsoftheapplication,thinkingitsomewhatunimportant,andsupporttheirqualifyingexperiencebytheirjobtitleorcompanyposition.ThesealonearenotqualifiersthatmeettheCCMcriteriaofprofessionalism.Mostmistakesaremadebecauseapplicantsdontfollowordontunderstandtheapplicationinstructions.Unfortunately,thesecommonerrorsmaycausetheapplicationtoberejected;thesemistakeswillsignificantlydelaytheprocessingoftheapplicationorreceivingafavorablerecommendationfromtheBoardofGovernorstobeadvancedtocandidacyorboth.SomeofthemostcommonmistakesonCCMapplicationscanbesummarizedasfollows:

Lackingminimaleducationrequirements.Althoughtherecanbemanyothermistakesandshortcomingsthatinterrupttheapplicationprocess,therearethreeerrorsthatcanbefatalifnotdocumentedanddemonstratedclearlytotheBoardofGovernors.Thesefatalflawsarethedocumentationforresponsibleincharge,theCMrelateddegree,andcleardocumentationthattheapplicanthasthequalifyingexperienceasanadvocatefortheownerandtheproject.QualifyingResponsibleInChargeExperienceTobeadvancedtocandidacyforCCM,theapplicantmustclearlydocument48monthsofresponsibleinchargeroleofdecisionmakingthatdirectlyimpactedthesuccessfulcompletionoftheprojectandwasdirectlyresponsibleinchargeofconstructionmanagementservicesandforprotectingtheinterestsoftheproject/owner.OftenapplicantsappeartohavetherequisiteknowledgeandresponsibleinchargeexperiencenecessarytoqualifyforCCMcandidacy;however,theydonotprovidetherequireddocumentationinitscompletenessinthesectiononProjectExperienceDocumentationtosupporttheresponsibleinchargeexperience.Ifthereisonemostimportantpartoftheapplication,itisthissection,alongwiththeapplicantsreferencelettersthatsubstantiatesthisexperience.ThisresponsibleinchargeroleisbestdeterminedwhenaCCMapplicantclearlydemonstratesCMexperienceasanextensionofstafftotheOwnerandhasbeenresponsibleforanentireprojectwithpreplanning,design,construction,engineeringandmanagementfunctionsthatcanassurethebestpossibleprojectoutcomenomatterwhattypeofprojectdeliverymethodwasused.Acommonmisunderstandingbysomeapplicantsisthattheresponsibleinchargerequirementcanbefulfilledbyfocusedspecialtyservicessuchasadministrativeprojectmanagement,projectadministrator,systemsmanagementorothersupportservicesthatcanbeadiversifiedpartoftheconstructionmanagementorprojectteam.However,responsibilitiesasaprojectteamsupportmember,suchasAdministrativeProjectManager,eventhoughtheresponsibilitiescanbecomprehensive,donotinitselffulfilltherequirementsofaCCMcandidacy.Themostsuccessfuldocumentationtosupport48monthsofresponsibleinchargeexperiencegenerallyrelatestobuildingconstructionorconstructionmanagementexperienceasrepresentedbytheCMAAConstructionManagementStandardsofPractice.Specifically,CCMcertificationrequiresmanagementresponsibilityinmultifunctionalareasasrepresentedbytheCCMQualificationMatrix.Inaddition,bygrantingcertification,CMCIrepresentstothegeneralpopulationofclientsandconstructionusersthattheindividualhasdemonstratedthecomprehensiveknowledgeandskillsetsneededtoplan,direct,andmanageaCMprojectand/orprojectorganization.TheCMAAConstructionManagementStandardsofPracticeisclearabouttheleadershiproleexpectedofprofessionalconstructionmanagersoverseeingtheintegratedsystemsandmultipledisciplinesthatcomposeaCMteam.Forexample,aqualifyinglevelofresponsibilitieswillincludeworkinconstructionprojectcontrolanddevelopment,siteplanning,design,constructionmethods,constructionmaterials,valueanalysis,costestimating,scheduling,contractadministration,accounting,businessandfinancialmanagement,safety,buildingcodesandstandards,inspectionprocedures,engineeringandarchitecturalsciences,mathematics,statisticsandinformationtechnology.

Anothercommonmistakeisthelackofspecificityindemonstratingtheresponsibleinchargeroleforeachspecificprojectthatisusedtorepresenttherequired48months.Itisimperativethatspecificresponsibilitiesbefurnishedforeachphaseofeachproject.Providingaonetimesummaryintendedtofitallprojectexperiencesisnotsatisfactory,doesnotcomplywiththeapplicationrequirements,andwillnotpasstheBoardofGovernorsreview.TheCMCIGovernorswatchforthedocumentationofprojectexperiencesthatinvolvemultipletradetypesandareasonablycomplexbuiltenvironment.Inthesizeandscopesectionoftheapplication,theapplicantshouldexplainasclearlyaspossible,andindetail,theportionoftheprojectinwhichheorshewasresponsibleincharge.TheBoardofGovernorsreviewerswillusetheirjudgment,basedontheinformationprovidedbytheapplicant,todeterminethattheprojectissufficientlycomplextoqualify.Itisessentialthattheprojectdocumentationexplainanddemonstratethattheexperiencemeetsthebasicdefinitionofresponsibleincharge.Mostimportantly,thequestionmustbesatisfiedthattheapplicantsdecisionmakingresponsibilitieshaddirectimpactonthesuccessfulcompletionoftheproject,andthattheapplicantwasdirectlyresponsibleinchargeforconstructionmanagementservicesandforprotectingtheinterestsoftheprojectandowner.Forexample,inthecaseofthepreconstructionphaserelatedtodesignandprocurement,theapplicantisexpectedtodemonstratethatheorshehasdirectlycontributedtothosephasesfromapositionasaCManddoesnotrequirethattheybeindirectcontrolofdesignandprocurementinthesephases.Theapplicantisexpectedtobeincontrolofmanagingtheprocess,nottheactualdesignand/orprocurementwork.Anotherexample:Intheconstructionphase,theapplicantmustdemonstratethatheorshefunctionedinaleadershiproleandwasinchargeofaprojectwithresponsibilitiestoenhancethecontroloftime,cost,andquality.TheapplicantmusthaveprotectedtheinterestsoftheprojectownerthroughhisorheractionsinprovidingtheCMservices.The48monthresponsibleinchargeexperienceperiodrequiresactualdailyresponsibleinchargeexperienceandinvolvementwiththelistedprojects.Ingeneral,corporateprincipaloversightrolesdonotsatisfythisrequirement,butactiveinvolvementasaProjectExecutivemaydoso.TheCMRelatedDegreeAcommonmistakebysomeapplicantsissubstitutingaCMdiplomaforaCMrelateddegree.CMCIdefinesthesedegreestoincludemostcommonlyArchitecture,Engineering,ConstructionManagement,orConstructionScience/Engineering.ACMDiploma,eventhoughfromareputableuniversityorotherinstitution,isacomplimenttotheapplicantspersonaldevelopmentinCMservices,butthesenondegreeprogramsalonedonotmeetthefouryearcurriculumcriterionestablishedbyCMCI.Thequalifyingacademicexperienceisexpectedtoincludestudiesinprojectorganizationsandmanagement,scheduling,andimplementationandexecution,costcontrolapplications,constructability,valueengineering,contractmanagement,andconstructioninvestmentsandfinanceasgenerallyaccreditedbygoverningbodiessuchastheAmericanCouncilforConstructionEducationortheNationalArchitecturalAccreditationBoard.WhentheapplicantdoesnothaveaCMrelateddegree,thedocumentationmustsupportaminimumof96months,oreightyears,ofgeneraldesign,construction,engineering,orconstructionmanagementexperienceinadditiontothe48monthsofresponsibleinchargeexperienceneededtoqualifyforCCMcandidacy.Thisqualifyingexperienceisnottobeunderestimatedinimportance.GeneraldesignandconstructionexperiencequalifyingasasubstitutionforaCMrelateddegreeisexpectedtoincludeproject

relatedservicesthatemploytheapplicationsandtechniquesofdisciplineddesign,constructionandplanning.Morespecifically,thisexperienceisdefinedasrelatedtothedesignandconstructionprocess,exampledbestasrelatedtobuildings,roads,bridges,orotherbuiltstructures.Constructionmanagementhasclearlyevolvedfromarchitecture,civilandrelatedengineering,generalcontracting,andprojectmanagementofthebuiltenvironment.Qualifyingexperiencemustincludeworkinginanenvironmentofcoordinatingandexecutingprojectsthroughtheassemblyofmaterials,equipment,budgets,schedules,contracts,andsafetyofemployeesandthegeneralpublic.Experiencefocusedonspecificsystems,electronics,orcomputertechnologies,eventhoughrelatedtotheconstructionindustry,doesnotfulfilltherequiredexperienceandcriteriaasqualifyingsubstitutionsfortheCMdegree.Itisveryimportantthattheapplicantclarifyanddistinguishclearlythequalifyingexperienceforresponsibleinchargecomparedtothegeneraldesign/constructionexperience.Atotalof144monthsofnonoverlappingexperiencemustbeclearlydocumented.ACCMasAdvocatefortheOwnerCCMshouldbeanadvocateoftheProjectandnottheOwner.TheProjectencompassestheOwner,designer,builderandotherprojectteammembersandaCMisobligatedtobefairtoallparties. AcommonshortcominginapplicationsisnotbeingclearabouttheCMcontractroleandrelationshipwiththeownerwhendocumentingtheprojectexperiencesasresponsibleincharge.Manydifferentapproachescanbeusedtosuccessfullydeliveraproject.Additionally,theapplicantsreferencesmustcertifythattheapplicanthasfunctionedinaCMrolewithresponsibilitytoenhancethecontroloftime,costandqualityonthequalifyingprojectorprojectswhiletheownersinterestshavebeenacceptablyprotected.
