Summary• Revenue
– In FY 16 Carroll County Government provided public schools with revenue commensurate with county wealth.
– State funding formula penalizes counties with stable wealth and a decreasing student population by miscalculating students as a variable cost.
– CCPS needs an annual increase of $12 million to provide employees with competitive increases and pay for operational inflationary impacts.

• Student Enrollment– All other neighboring counties are growing.– Carroll County has a declining number of school-aged
residents. Births and net migration have significantly decreased over 10 years.
– Decline in student enrollment is a result of the stagnate growth in population.
– Unless there is an intervention, CCPS will continue to decline in student enrollment in every grade across every area of the county for at least the next 10 years.
– After 3 school closures, CCPS has achieved acceptable capacity levels at middle (91%) and high schools (88%). At 84%, elementary capacity still needs to be addressed.

student.– CCPS has an above average number of teachers
per students.– CCPS has seen an increase in early to mid-year
resignations.

– Employees across all classifications are below the annual compensation offered in competitive counties.
– Non-competitive salaries were caused by employees receiving only three ongoing compensation increases since 2009.
– Non-competitive salaries have affected the number of first choice teachers hires.
