Regulations (2010).

An Application for a Basic Assessment process has been submitted to the provincial Department of Environmental Affairs and Development Planning (DEA&DP) as the competent authority for decision making.DEA Reference Number: 16/3/1/1/D5/18/0030/12Location: Farm properties north of Melkhoutfontein and the Blikhuis road.Proposal: Construction of a Wind Energy Facility with an approximate output of no more than 20 Megawatts (MW) of electricity for inclusion into the national grid.Proponent: Bergwind Energy (Pty) Ltd Environmental Consultant: Cape EAPracExemptions & Deviations: No Exemptions to the EIA regulations have been applied for.

The procedures for a Basic Assessment process in terms of the 2010 Regulations (R544 and R546) are being followed for this application. The following listed activities are applicable:R544 - Activities 1(i), 10(i), 11(iii), (x) and (xi) and 18(i) for the construction of the Lunsklip Windfarm facility.R546 - Activities 4(d)(ii), 12(b), 14(a)(i) and 19(d)(ii) for the construction of roads and clearing of vegetation associated with the proposed energy facility.

Cape Environmental Assessment Practitioners (Cape-EAPrac), independent environmental consultants, have been appointed by Bergwind Energy (Pty) Ltd to facilitate the Environmental Impact Assessment (EIA) process required in terms of the National Environmental Management Act (NEMA, No. 107 of 1998, as amended) for the proposed Lunsklip Windfarm on Portions 2, 25 and Remainder of 472, Portion 135 of 480, Portions 2, 3 and Remainder of 630, Portion 1 of 635 and Farm 626, Still Bay. The properties are located north of Melkhoutfontein near Still Bay. The proposed Lunsklip Windfarm will generate up to 20MW of electricity by means of wind turbines (between 6 and 10 depending on make and size) for inclusion into the national grid. The proposal is subject to specialist assessment and investigation as part of the EIA process.

As a neighbouring property owner, you have been identified by Cape EAPrac as a potential “Interested & Affected Party” (I&AP) for this proposed activity. Should you wish to be remain involved in the environmental process, please respond to this notice in writing by providing your full complete contact details (postal, email, phone and fax), as well as any preliminary comments you might have. Only Registered I&APs will be kept up-to-date throughout the remainder of the environmental process and be informed of documents made available for public review and comment.

A Basic Assessment process is required in terms of NEMA for the construction of the proposed windfarm. The listed activities associated with the proposed development, as stipulated in Regulation 544 & 546 of the NEMA 2010 EIA Regulations are as follows:

R544 - Activities 1(i), 10(i), 11(iii), (x) and (xi) and 18(i) for the construction of the proposed windfarm.

R546 - Activities 4(d)(ii), 12(b), 14(a)(i) and 19(d)(ii) for clearing of vegetation associated with the construction of the proposed Windfarm and its associated infrastructure.

An Application Form has been submitted to and approved by the provincial Department Environmental Affairs and Development Planning (DEA&DP) as the competent authority, Reference No: 16/3/1/1/D5/18/0030/12, authorising Cape EAPrac to commence with the public participation phase of the environmental process. An advertisement calling for Registration of Interested & Affected Parties (I&APs), informing the public of the proposed development and the opportunity to become involved in the environmental process was placed in the Suid Kaap Forum

newspaper (issue of 22 June 2012). On-line registration forms are available on the Cape EAPrac website at www.cape-eaprac.co.za/active.
