L1186 Statement of Qualifications Submission shall include: • Detailed information in response to the evaluation criteria • Architect/Engineer & Related Services questionnaires SF 330 • Current M/WBE Certification Letter of the prime and
subconsultants • Litigation and Legal proceedings information, signed under
the pains and penalties of perjury, in a separate sealed envelope.
L1186 Qualifications Submittal Application may be rejected if any of the required information is not provided. • Cover Letter, • Ability to obtain requisite insurance, • Litigation and Legal proceedings, • Registration of the Board of Director as defined in MGL
Chapter 7C Section 44, • SF330 Part IIs for the Prime and every sub-consultant.
The above-mentioned information shall be highlighted in the Cover Letter.
L1186 Qualifications Submittal Evaluation criteria – experience of team with: 1. Similar project types, project services, 2. Project understanding and quality of technical approach to this project, 3. JOC & COP facilities, PSIM, PSAP and Dispatch Systems, 4. BIM Model and management of a BIMxP (BIM Execution Plan), 5. Lean Planning, Lean Construction, long-term experience working
collaboratively with CMs, 6. Location & availability of PM, resident inspectors key project personnel, 7. Perform work with minimal disruption to airport and security operations, 8. Familiarity with MGL Chapter 149 and MGL Chapter 149A, 9. Cost management and scheduling capabilities, 10. M/WBE and affirmative action efforts, (proposed % of participation), 11. Current level of work with & past performance for the Authority, and 12. Sustainable design concepts and resiliency project planning. Address each criteria - In the order outlined

for a JOC (e.g., Baltimore, Phoenix, San Antonio) 5. Compelling or persuasive current events (Boston Marathon
bombing, LAX active shooter incident, stowaways, Hurricane Sandy, VIP visits, multi-agency exercises and drills)

Joint Operations Center – How? 1. Consolidate Massport’s complex operations (public safety,
and security) creating a unified management of incidents 2. Upgrade, consolidate, and integrate technology and systems 3. Integrate solutions for incident alerting, security breaches,
cameras, and communications (LAX, BWI, SFO, PANYNJ) 4. Faster and more informed decisions/responses due to
immediate situational awareness (COP) 5. Timely and efficient allocation of critical resources

Information Technology IT and communications systems:

Project Scope of Services Project Planning and Definition: 1. Facilitation of multi-stakeholder participation program – apply
Lean principles 2. Condition and needs assessment (physical, operational, security
and IT) 3. Program definition and criteria as basis for project development 4. Site assessment and selection 5. Phased implementation planning 6. Technology and communications:
a. documentation of requirements and determination of solutions; b. integration of and with existing systems; c. PSIM configuration and implementation; d. implementation of primary PSAP technology and equipment.
Project Scope of Services Project Implementation: 1. Design and engineering:
a. schematic design, preliminary design, final design, and construction documents for phased construction and phased rollout;
b. develop and manage BIM Model and management of BIMxP; c. apply Lean principles; d. prepare energy models; e. prepare engineering cost estimates.
2. Preparation of construction documents for public bid under MGL Chapter 149 or 149A
3. Construction phase services and resident inspection 4. Manage startup and commissioning of the facility and systems,
and closeout of the construction contract
