REGULATORY AGENCIES

REGULATORY COMPLIANCE• Focus on “ protecting the public health”

• Address the “WHAT” – inputs and outputs - Permit,

Approvals, Licenses

• Could deal with the “HOW” – steps and methods –

Guidelines, BMP, Policies, Directives

• Permitting and Compliance can be a substantial operating

cost.

• Getting more complicated and bureaucratic.

• Plan for future growth

Your RESPONSIBILITY to know your regulations.

DOCUMENTATIONDesign and Operations Plan

The screened material is loaded and placed into aerated and agitated concrete channels for biological decomposition.

The channels are 320’ X 10’ X 10’ covered and equipped with temperature probes, aerated flooring, leachate collection system, and irrigation sprinklers.

NEGATIVE AIR EXHAUST

All internal air from channels is exhausted. Computer controlled exhaust fans.

Continuous monitoring of ammonia and hydrogen sulphide

PROCESS MANAGEMENT SYSTEM

PROCESS MANAGEMENT SYSTEM

• Monitors air, temperature, biofilter, gases - continuous

• Operator control blowers, exhaust.

CONSISTENCY

COMPOST - TURNER

A turner rides along rails on the channel walls. The turner agitates the compost on a daily basis. The turner moves the material 18 feet per pass. Turner agitates and levels each channel – 80 minutes and moves onto transfer carriage

REGULATORY INSPECTIONS REPORTS

• NO Surprises

• Good record keeping

• Cooperate, polite, honest

• Discuss requirements

• Ask questions

• Communicate - ongoing

COMPOST FACILITY –MOECC

• In 2013 – Ministry of Environment and Climate Change announced a province wide blitz of all compost facilities in Ontario.

• June 2013 – MOECC Sector Compliance Branch conducted an unannounced comprehensive review of paperwork, computer records, and field review of the facilities.

• Director – MOECC – “Lafleche was the only Compost facility in Ontario to receive a passing grade with NO follow-up actions.”

SUMMARY• Minimize material handling - layout

• Maintain flexibility – contingencies

• Plan for “expansion” from the beginning

• Work with Regulators

• The permit and license is “not all you do”

• Equipment – downtime – inventory

• Temperature – best process parameter

• Manage the “complete” facility

• Keep good records – documentation

• Promote and spread the word …. and soil
