Structure of Proposal

1) EPC services 2) O&M services

Strongly prefers bundled proposal, but will accept separate EPC and O&M proposals

Additionally, D&B alternative using the Vestas V82 “Under the D&B Alternative, Notus would enter

into a WTG purchase agreement with the MTC and immediately assign its rights and obligations under that agreement to the successful Bidder.”

All the above except potential procurement of the V82 from the MTC on a turnkey basis

Basis of Award Competitive negotiation

“Negotiations are normally conducted with more than one of the Bidders. Discussions and bargaining are conducted with a view to reaching agreement on the technical quality, price, other terms of the proposed contract and specifications.”

Criteria for award is defined in 2.2 Experience is implicit items (c) O&M

contractor and (d) Project Completion Date

Procure / supply 0.9 to 1.65 MW wind turbine Take over design

Electrical interconnection work with Richard Gross Acquire local building permit and roadway

permits Transport, site prep, site security during

construction, install, SCADA Start-up, testing & commissioning of turbine

and SCADA system Acceptance Test (proposed by contractor) Optional elevator
