Best Practices in E-Governance 2.0

Defining E Governance “The employment of the Internet and the world-wide-web

for delivering government information and services to thecitizens.’’ - (United Nations, 2006; AOEMA, 2005)

E Governance Today• E-Governance is all about citizens and not government. It

is not only computerization or digitization of existingprocess and to make them available through Internet.

• Technology has advanced very fast & interactive tools or“FOLKSONOMIES’’ – tools and techniques for creating wiki’s,blogs as well as the use of tagging and feeds, whichautomatically will help other participants in a network.

Defining E-Governance

E-governance is the application of information & communication technologies to transform the efficiency, effectiveness, transparency and accountability of informational & transactional exchanges with in government, between govt. & govt. agencies of National, State, Municipal & Local levels, citizen & businesses, and to empower citizens through access & use of information.

What is e-Governance?

FOLKSONOMIES : some examples

•E-Governance is a buzzword today and there is a rush to put this mechanism in place among various states.

E Governance- A Mad Rush

•Our technical information is doubling every two years.•Information published during one week in New York times contains more information than what a human being was exposed to during his life time in 18th Century•In 1984 there were 1,000 devices on internet, in 1992 it reached to 1,000,000 and by 2008 there were 1,000,000,000.

E Governance- A Mad Rush

By 2049 1000US$ computer will have more computing capacity then the computing capacity today we have in super computer

1992 first commercial SMS was sent and today the number of SMS sent and received per day exceeds worlds total population

E Governance- A Mad Rush

Radio took 38 years to reach population of 50 Mn, TV took 13 years , internet 4 years, ipod 3years & facebook took 2 years

• The biggest initiative in e-Governance, our CSC has not taken off, in fact they have failed and lack of interaction between the Citizen and Government is the key factor for this failure.

E Governance- A Mad Rush

• Let us think of e-Governance in terms of its application in daily life. If I talk about our organization, we have almost stopped using Checkbooks for making payments.

• We use RTGS since it is faster, safer and hassle free. Similarly, tomorrow mobile currency will replace the plastic currency.

E Governance A Mad Rush

Current Stage• Dissemination of Information is a stage which has

been crossed, we need to match or exceedexpectations of a citizen in terms of interaction withauthorities. And in this G2C Process, citizen is yourcustomer.

• Sharing instead of control and command.

Road Map• India needs to think about deploying web 2.00 standards

in e-Governance from this perspective instead of justfollowing what other nations are doing

• Let us understand the power of networking and using technology for networking. There are more than 200 Mn users registered in myspace, if myspace is country then it will be the fifth largest country in the world.

What is Web 2.0

Key areas for emerging eGov 2.0 Applications

The User’s Context : Best Practices

• If technology is deployed keeping in the end user in mind, it will evolve and will automatically lead to best possible practices than predefined best practices. Nobody even thought using miscalls as a tool to communicate. Today, I think this the most used tool in youngsters and most effective in terms of cost too!!

The Way Forward

1. A model in which e-government initiatives are owned by “line of business”executives and supported by a dedicated, cross-functional team

2. Developing capabilities in critical areas such as marketing, usability, Web analytics, and customer insights

3. Government agencies must shift mind-sets to proactively involve citizens, businesses, and other agencies in contributing or creating applications & content
