EXECUTIVE SUMMARY
Commissioned by the Authority for Electricity Regulation (AER), electric and magnetic fields
were measured at several locations in Oman. The measurements were performed in several
high voltage environments (including 220 kV, 132 kV, 11 kV and 415 V (LT) voltages), as
well as in the vicinity of several types of electricity infrastructure (including overhead lines,
underground cables and substations).
All measured values were lower than the reference values of 5 kV/m and 100 µT; these
reference values have been recommended by the International Commission on Non-Ionizing
Radiation Protection (ICNIRP). The World Health Organization (WHO) and many national
and international governments support these reference values.
The measurements were carried out during the winter. This means that the loadings of all
sources were probably relatively low. In many cases, the measured values can be
extrapolated to obtain a representative situation based on a higher loading. However, this is
difficult for the locations where multiple sources are present. If more information is desired for
situations with higher loads, it is recommended to perform additional measurements, in the
summer, for example.

1 INTRODUCTION
Electric and magnetic fields in relation to possible health risks are a cause for concern for the
citizens and authorities in the Sultanate of Oman. Because there are presently no regulations
in Oman dealing with the exposure to electric and magnetic fields, the Authority for Electricity
Regulation (AER) commissioned KEMA to assist in the preparation of new regulations
related to this subject.
According to the scope of the project, an overview of typical exposure values for electric and
magnetic fields in Oman had to be made by means of measurements. The Authority for
Electricity Regulation selected a number of locations where measurements should be carried
out. The selected locations as well as the results of the measurements are presented in this
report.
Chapter 2 shows the basic assumptions for the measurements. In Chapter 3, the applied
standards have been summarized. A brief overview of the results of the measurements is
presented in Chapter 4. Chapter 5 presents the results and the conclusions of the
measurements.
A more detailed overview of the measurements can be found in Appendix I. All measured
values have been included in appendix II.

2 BASIC ASSUMPTIONS
The measurements have been carried out in accordance to the following documents:
- “Request for proposal regulation and measurements with respect to public exposure to
the electricity network electromagnetic fields, July 2008”
- KEMA’s proposal with reference: 594 CON/FZE 08-0145 “Proposal for consultancy
services related to regulation and measurements with respect to public exposure to the
electricity network electromagnetic fields”, Dubai, 18 September 2008.
All measurements have been performed at 1 meter height above ground level.
The measurement device is calibrated to a specified accuracy in the range of 100 nT to 31.6
mT. Values lower than, but close to, 100 nT may still be reasonably accurate but the
accuracy deteriorates for lower values. This aspect should be taken into account when
interpreting the measurement results presented in this report as the measurements were
performed at a low primary current level which resulted in relatively low levels of magnetic
field.
3 STANDARDS
The results of the measurements have been compared to the reference levels for exposure
of the general public to electric and magnetic fields, as recommended by the ICNIRP.
The ICNIRP (International Commission on Non-Ionizing Radiation Protection) is an
international commission of scientific experts in the area of biological and health effects of
electric and magnetic fields. ICNIRP advises the United Nations and the World Health
Organization (WHO) about these effects.
For the frequency of the electricity network in Oman (50 Hz), the following reference levels
are applicable:
General public: Occupational:
- electric field: 5 kV/m 10 kV/m
- magnetic field: 100 microTesla (μT) 500 microTesla (μT)

4 RESULTS OF THE MEASUREMENTS
In this chapter, an overview of the selected measurement locations will be given (section
4.1). The results of the measurements will be presented for each location in a separate
section (section 4.2).
4.1 Locations of the measurements
Table 1 presents an overview of the measurement locations. All locations have been
numbered; these numbers have been used throughout this report. For each location, the
relevant electric and magnetic field sources have been stated as well.

4.2 Results
The following paragraphs contain a short description of the selected locations. For each
location, the results of the measurements have been given. A more detailed description of
the measurements can be found in appendix I. All measured values are shown in appendix
II.
4.2.1 Location 1 – Customer 1
At location 1, the predominant sources are an 11 kV overhead line (OHL) and a 415V OHL
(which partially consists of underground cable). Three measurement profiles were taken to
determine the field strengths near the OHL and near the building.
The maximum value of the electric field as measured is 0.04 kV/m. This value was measured
on the road. On the property itself, the electric field strength is very low because it is shielded
by the vegetation.
The maximum measured value of the magnetic field is 0.75 µT. This value was measured
near the neighbour’s fence. The measurement profile along the wall shows that the magnetic
field decreases near the cable part of the 415 V line, and increases near the fence that
belongs to the neighbours. There is probably another field source present on their property.
4.2.2 Location 2 – Customer 2
The source at this specific location is an 11 kV cable. Two measurement profiles were taken
to determine the field strength near the cable and near the fence of the property.
The maximum value of the electric field that was measured is 0.00 kV/m. Because of the
shielding effect of the cable sheaths and the soil there is no noticeable electric field present.
The maximum measured value of the magnetic field is 0.12 µT. This value was measured
near the fuse box, which is located near the fence. The magnetic field from the cable is very
low, and has a value of 0.01 µT.

4.2.3 Location 3 – Customer 3
The field sources at location 3 consist of several cables (exact location unknown), a
transformer and a switch box.
The maximum value measured for the electric field is 0.00 kV/m. This is because all the high
voltage parts are shielded.
The maximum measured value of the magnetic field is 10.5 µT. This value was measured
inside the substation structure, between the transformer and the switch box. The maximum
measured value outside the substation structure is 5.33 µT. The maximum measured value
near the property border is 2.27 µT, at the point closest to the transformer.
4.2.4 Location 4 – Bid-Bid
The field source is a 132 kV OHL. Three measurement profiles were taken at right angles to
the line. The first profile was taken from a building to the corner tower of the OHL. The
damaged building was taken as the starting point for the second profile. The third profile was
taken in the middle, between the two high voltage towers, where the lines are closest to the
ground.
The maximum measured values of the electric and magnetic field are 0.72 kV/m and 0.72 µT
respectively. These values were measured directly underneath the lines. The values
measured near the buildings for the electric and magnetic field are approximately 0.003 kV/m
and 0.047 µT respectively.
4.2.5 Location 5 – Fanja
The field sources at this specific location consisted of an 11 kV OHL and several 415 V OHL
circuits. Two measurement profiles were taken at right angles to the 11 kV OHL.
The maximum value of the electric field measured directly underneath the 11 kV OHL is
0.06 kV/m. The maximum measured value of the magnetic field is 0.29 µT. This value was
measured directly underneath one of the 415 V OHLs.

4.2.6 Location 6 – Al Farfarh
The field source at this location is a 33 kV OHL. The borders of the properties are situated
approximately 6 meters from the centre of the OHL. The measurement profile was taken at a
right angle to the OHL.
The maximum measured values for the electric and magnetic field are 0.15 kV/m and
0.83 µT respectively. The values near the border of the properties are 0.14 kV/m and
0.76 µT.
4.2.7 Location 7 – Royal Camp Suwiaq
The field sources near the Royal Camp Suwiaq consist of a 220 kV (double circuit), a 132 kV
(double circuit) and a 11 kV OHL (single circuit). The starting point of the measurement
profile was chosen in the middle of two towers of the 220 kV OHL, in the direction of His
Majesty’s Camp. Two reference points were also taken; one on the concentric road around
His Majesty’s Camp and one at the border of His Majesty’s Camp.
The maximum value of the electric field is 3.1 kV/m and was measured directly underneath
the 220 kV OHL. The maximum value that was measured underneath the 132 kV OHL was
2.5 kV/m The maximum value that was measured underneath the 11kV OHL was 0.41 kV/m.
The value of the electric field strength decreases when the distance to the lines increases.
The values measured at the reference points were 0.0017 kV/m (point on the road) and
0.0003 kV/m, (point at the border of His Majesty’s Camp).
The maximum value of the magnetic field, 0.6 µT, was measured directly underneath the
220 kV OHL and directly underneath the 132 kV OHL. The measured value underneath the
11kV line is 0.36 µT. The value of the magnetic field decreases when the distance to the
lines increases. The values measured at the reference points were 0.0029 µT (point on the
road) and 0.0008 µT (point at the border of His Majesty’s Camp).
4.2.8 Location 8 – Royal Camp Sohar
The field source near the Royal Camp Sohar is a 220 kV OHL (double circuit). The starting
point of the measurement profile was chosen in the middle of two towers of the OHL. The
profile was set in the direction of His Majesty’s Camp. Two reference points were taken; one

on the concentric road around His Majesty’s Camp and one at the border of His Majesty’s
Camp.
The maximum value of the electric field is 2.6 kV/m, measured directly underneath the
220 kV OHL. The value of the electric field decreases when the distance to the lines
increases. The values measured at the reference points were 0.0048 kV/m (point on the
road) and 0.0002 kV/m (point at the border of His Majesty’s Camp).
The maximum value of the magnetic field is 1.4 µT, measured directly underneath the 220 kV
OHL. The value of the magnetic field decreases when the distance to the lines increases.
The values measured at the reference points were 0.0013 µT (point on the road) and
0.0007 µT (point at the border of His Majesty’s Camp).
4.2.9 Location 9 – Royal Camp Buryami
The field sources near the Royal Camp Buryami consist of two 132 kV OHLs (single circuit,
wooden pole). These OHLs start from the same point and depart in different directions,
passing the Royal Camp.
Two measurement profiles were taken. The starting points of the profiles were chosen in the
middle of two towers, in the direction of His Majesty’s Camp. One reference point for each
profile was also taken at the border of His Majesty’s Camp.
The maximum measured values of the electric field are 1.5 kV/m and 1.1 kV/m for profile 1
and profile 2 respectively. These values were measured directly underneath the outer
conductors (on the side of the Royal Camp). The value of the electric field decreases when
the distance to the lines increases. The values measured at the reference points were
0.00012 kV/m and 0.00006 kV/m for the point in line with profile 1 and the point in line with
profile 2 respectively.
The maximum values of the magnetic field are 1.3 µT and 0.8 µT for profile 1 and profile 2
respectively. These values were measured directly underneath the conductors. The value of
the electric field decreases when the distance to the lines increases. The values measured at
the reference points are 0.0028 µT and 0.0016 µT for the point in line with profile 1 and the
point in line with profile 2 respectively.

4.2.10 Location 10 – LDC-SQU (Mawalleh)
The field sources consist of two 132 kV OHLs (double circuit) and three 33 kV OHLs (single
circuit). One measurement profile was taken at this specific location. One reference point
was taken close to the school.
The maximum values of the electric field are 1.5 kV/m and 1.6 kV/m, measured directly
underneath the conductors. The value measured at the reference point was 0.03 kV/m.
The maximum measured value of the magnetic field is 2.5 µT. This value was measured
directly underneath the conductors of the line nearest to the school. The value measured at
the reference point is 0.02 µT.
4.2.11 Location 11 – (M-Grid) Al Khoud
There are several field sources at this location. They consist of a 132 kV OHL (double
circuit), three 33 kV OHLs (single circuit), a 11 kV OHL, two 415 V circuits and several
cables. One profile was taken at this specific location, at right angle to the sources.
The maximum measured value of the electric field is 1.1 kV/m. This value was measured
directly underneath the conductors of the 132 kV OHL.
The maximum measured values of the magnetic field are 0.68 µT and 0.79 µT. These values
were measured directly underneath the conductors of the 33 kV OHL and the 132 kV OHL
respectively.
4.2.12 Location 12 – Customer 4
At this location, a measurement profile was taken from the 11 kV line (single circuit), in the
direction of the building. A cable from the 11 kV circuit feeds a substation. Another profile
was taken around this substation at approximately 20 cm distance from the wall.
The maximum measured value of the electric field is 0.05 kV/m. This value was measured
directly underneath the conductors of the 11 kV OHL.

The maximum measured value of the magnetic field for the profile is 0.24 µT. This value was
measured next to the substation. The maximum value measured in the vicinity of the
substation is 1.84 µT. This value was measured close to the transformer.
4.2.13 Location 13 – Al Guhrah
At location 13, there are three 132 kV OHLs and one 33 kV OHL present. The first profile
was taken at right angle to the OHLs. The second profile was taken in parallel to the OHLs,
in front of the office building.
The maximum measured values of the electric field are 0.79 kV/m, 0.49 kV/m and 0.54 kV/m.
These values were measured directly underneath the conductors of the 132 kV OHL on the
opposite side of the office building, the middle 132 kV OHL and the 132 kV OHL on the side
of the office building respectively. The maximum measured value near the office building is
0.07 kV/m.
The maximum measured values of the electric field are 1.88 µT, 1.96 µT and 0.54 µT. These
values were measured directly underneath the conductors of the 132 kV OHL on the
opposite side of the office building, the middle 132 kV OHL and the 132 kV OHL on the side
of the office building respectively. The maximum value near the office building is 0.15 µT.
4.2.14 Location 14 – MSQ grid station
Location 14 is the 220kV MSQ grid station. 3 measurement profiles were taken at this
location. The first profile was taken outside the station, along the road. The second profile
was taken along the fence, from the road to the first OHL. The third profile was taken in the
wadi and at a right angle to the OHLs.
The maximum measured value of the electric field is 0.59 kV/m. This value was measured
directly underneath the conductors outside the station (profile 3).
The maximum measured value of the magnetic field is 1.6 µT. This value was measured
near the fence (profile 2) directly underneath the 220kV conductors. The maximum value
measured in the wadi (profile 3) is 0.72 µT. This value was measured underneath the same
220 kV OHL, but the distance to the cable is bigger. Hence, the magnetic field is lower than
that of profile 2.

4.2.15 Location 15 – MSQ 220 kV
Location 15 is close to the 220 kV MSQ grid station. The profile was taken underneath the
same 220 kV OHL as profiles 2 and 3 on location 14.
The maximum measured value of the electric field is 0.06 kV/m; the maximum measured
value of the magnetic field was 0.08 µT. The values are relatively low because the vertical
distance to the conductors was large.
4.2.16 Location 16 – Al Qurm primary
Location 16 is the substation “Al Qurm primary”. Several sources (i.e. transformers,
condenser banks, cables) are present at this location. Eight measurement profiles were
taken at the substation.
The maximum measured value of the electric field is 0.00 kV/m. The reason for this is that
the grounded parts shield all the high voltage components.
The maximum measured value of the magnetic field is 4.95 µT. This value was measured
close to the transformers.
4.2.17 Location 17 – Al Qurm Area
At this specific location, there are at least three cables present. They were detected using the
measurement device so that the measurement profiles could be determined. In total, four
profiles were taken.
There is no noticeable electric field present. The cable sheath and the soil shield the high
voltage conductor. The maximum value of the magnetic field is 0.24 µT.
4.2.18 Location 18 – Al Amerat area, near “Al Shabiah”
The source at location 18 consists of a 33 kV OHL (double circuit). The property of interest is
situated 5 meters from the line. A profile was taken at a right angle to the line, in parallel to
the border of the property.

The maximum measured value of the magnetic field is 0.24 µT. This value was measured
directly underneath the conductors.
4.2.19 Location 19 – Customer 5
The source at location 19 consists of an 11 kV OHL (single circuit) and a pole mounted
transformer. Four profiles were taken near the transformer and near the border of the
property.
The maximum measured value of the magnetic field is 0.14 µT. This value was measured
directly next to the transformer.
4.2.20 Location 20 – Wadi Adai
Location 20 is the Wadi Adai grid station. There are several sources present at this location.
They consist of OHLs, transformers, condenser banks and cables. Profiles were taken on the
inside of the grid station, near the walls. To determine the fields, several profiles were also
taken near the transformers and the condenser banks.
The maximum measured value of the magnetic field near the borders of the grid station is
2.0 µT. This value is measured directly underneath the conductors of one of the 132kV
OHLs. The maximum value measured inside the grid station (excluding the control rooms) is
12.1 µT. This value was measured next to a transformer.
Profiles were also taken inside the control rooms at 20 centimetres and 1 meter from the
control panels in the small control room and the in cable feeds in the large control room.
The maximum value measured inside the small control room (profile 7a and 7b) is 6.42 µT,
and 76.83 µT inside the large control room (profile 8a and 8b).

5 RESULTS COMPARED TO STANDARDS
The maximum electric and magnetic field values were measured inside the substations and
grid stations. The main field sources inside these stations are transformers, cables,
condenser banks and the outgoing/incoming OHLs. Since the stations are not accessible to
the general public, the reference values for occupational exposure can be applied.
The reference values for occupational exposure provided by the ICNIRP are 10 kV/m and
500 µT. For the general public the reference values are 5 kV/m and 100 µT. The World
Health Organization (WHO) as well as governments of many countries supports these
values.
All measured values are lower than the recommended reference values provided by the
ICNIRP.
The measurements were carried during the winter season. This means that the loads of all
the sources may be relatively low. Some of the measured values can be extrapolated to
obtain a representative situation, which will be based on a higher load. However, this will be
difficult for the locations where a lot of field sources are present. Therefore, it is
recommended to perform measurements during periods of higher loads.

6 CONCLUSIONS AND RECOMMENDATIONS
The maximum electric field values were measured underneath the 220 kV OHLs. The values
are lower than the recommended reference values provided by ICNIRP.
The highest magnetic field values were measured inside the substations and grid stations.
Since the stations are not accessible to the general public, the reference values for
occupational exposure can be applied. The highest magnetic field values that were
measured outside the substations and grid stations were measured near transformers.
All measured values are lower than the recommended reference values provided by the
ICNIRP.
The measurements were carried out during the winter. This means that the loads of all

extrapolated to obtain a representative situation based on a higher load. However, this is
difficult for the locations where multiple sources are present. If more information is desired for

APPENDIX I DETAILS OF THE MEASUREMENTS
Location 1 – Customer 1
The sources at location 1 consist of an 11 kV overhead line (OHL) and a 415 V OHL (which partially
consists of underground cable). Three measurement profiles were taken to determine the field
strength near the OHL and near the building. A schematic overview is given in the figure below.

The maximum value of the electric field that was measured is 0.04 kV/m. This value was measured
on the road. This is because the conductors of the 11 kV OHL are not shielded by the 415 V lines or
other objects. On the property, the electric field is very low because it is shielded by the vegetation.

The maximum measured value of the magnetic field is 0.75 µT. This value was measured near the
fence that belongs to the neighbours. The measurement profile along the wall shows that the
magnetic field decreases near the cabled part of the 415 V line, and increases near the fence that
belongs to the neighbours. There is probably another source present on their property.
The values of the electric and magnetic field are shown in the following figures.

high voltage parts are shielded. This applies inside the substation structure as well as outside.
The maximum measured value of the magnetic field is 10.5 µT. This value was measured inside the
substation structure (spot number 4), between the transformer and the switch box. The maximum
measured value outside the substation structure is 5.33 µT. The maximum measured value near the
border of the building is 2.27 µT. This was at the closest point to the transformer.

The sources near the Royal Camp Suwiaq consist of a 220 kV (double circuit), a 132 kV (double
circuit) and a 11 kV OHL (single circuit). The starting point of the profile was in the middle of two
towers of the 220 kV OHL, in the direction of His Majesty’s Camp. Two reference points were also
taken; one on the concentric road around His Majesty’s Camp and one at the border of His
