PLANNING PARAMETERS
• OPTIMIZE SPACE – Efficient & equitable use of current/future school facilities to reduce overcrowding and address growth.
• BALANCING – Process to consider balance in funding and program equity. Consideration also be given to the socio-economic make-up of each attendance zone.
• Consideration given to the district’s current transfer processes…as
well as choice programs (i.e. dual language)
• Consideration of the district’s open transfer policy – do we maintain, restrict, eliminate?
• NEIGHBORHOOD UNITY – Every reasonable effort made to keep subdivisions and neighborhoods together.
• CONTIGUOUS BOUNDARIES – Where possible, this is considered to prevent isolation
of areas from surrounding neighborhoods.
• NATURAL LINES – Where possible, natural boundary lines and geographic demarks
are utilized to level and create new attendance zones.
• GROWTH – All reasonable efforts utilized to address existing and future development
• so that lines do not have to be re-drawn between scheduled campus openings;
• result in rational FEEDER PATTERNS, and that FEEDER PATTERN ALIGNMENT
allows us to keep students together as they travel through elementary, middle, and high school as is reasonable.
• and, boundaries are re-drawn with attendance zones designed to serve the district
for the next five (5) years.
• FAMILY IMPACT – All reasonable efforts made to consider the impact that changing
attendance zones will have on families.
• Appropriate and reasonable “Grandfathering” options shall be considered in transitioning to new attendance zones.
• TRANSPORTATION COSTS – All efforts in rezoning shall also include consideration
and impact to routing efficiencies.

“GRANDFATHERING” OR EXEMPTION SCENARIOS
Elementary Rezoning Exemption, or “Grandfathering” scenario, provides parents/guardians the option for allowing 5th grade “risers” to STAY (in fiscal 2019-2020 only) at their current school. *Further, “Grandfathering” consideration, described as a “sibling attendance chain,” would enable siblings of 5th grade “risers” to STAY at their current school for fiscal 2019-2020 only. Thereafter, all students must attend the elementary schools in which they have been zoned to attend.

As with past practice, rising 5th grade students, along with their “sibling attendance chain,” will be given
priority consideration pursuant to all board adopted guidelines and transfer procedures. We therefore
recommend the district start the annual round of transfer requests earlier in the spring and supported by a
comprehensive communications plan to present the new attendance zones. The earlier we can
communicate; the more time parents/guardians & their students will have to adapt to boundary changes.
It is expected that a deadline will be established, however, the district will allow parents/guardians to
change their minds after a deadline wherein a “riser” can elect to go to the new campus. But we will not
allow “risers” to reverse this decision later.
All transfer requests, regardless of the impact of rezoning, are subject to “transfer fees” associated with the
transfer application and the restrictions therein. However, the Board of Trustees waived such fees in the
past wherein a family was impacted via rezoning by HISD 3-times in the past.
ADMINISTRATION RECOMMENDATION
We are recommending Elementary Plan 1A as presented - to include “Grandfathering”
exemptions pursuant to all board adopted guidelines and transfer procedures.
Furthermore, during the community forums, stakeholders and parents indicated they
were not in favor of rezoning Middle Schools at this time. Given that this
recommendation is not needed in the near term for balance and in support of other
parameters - rather it was an idea to set up the planning dynamics for future feeder
patterns and the possibility of MS # 3 –
the administration is not recommending any changes to the Middle School
Attendance Zones at this time.
