PREFACE
This Standard was prepared by the Joint Standards Australia/Standards New Zealand CommitteeWD/3, Welding of Structures.
This Standard is identical with and has been reproduced from ISO 3834-3:1994. InformativeAppendices I to VII have been added.
This Standard is one of a series dealing with quality requirements for welding purposes. The seriesconsists of the following Standards:

The objective of this AS/NZS ISO 3834 series is to specify quality requirements for fusion weldingof metallic materials and to provide guidance on quality management systems for fabrication,manufacture, construction and maintenance using such processes and materials.
This Standard also provides for the use of Australian, New Zealand or other Standards asequivalents to the ISO Standards referenced in Clause 2. These equivalents are listed for thefollowing applications:
(a) For welding steel structures (e.g. structural steels, stainless steels, steel studs, reinforcing bars,castings) to Australian or New Zealand Standards, see Appendix I.
(b) For welding steel structures to American Standards, see Appendix II.
(c) For welding aluminium structures, see Appendix III.
(d) For welding pressure equipment to Australian or New Zealand Standards, see Appendix IV.
(e) For welding pressure equipment to American Standards, see Appendix V.
(f) For welding pipelines, see Appendix VI.
Appendix VII gives a correlation of clauses herein with those of AS/NZS ISO 9001 andAS/NZS ISO 9002, where compliance with AS/NZS ISO 9001 or AS/NZS ISO 9002 involvingwelding is required.
Where AS/NZS ISO 3834.3 is referred to in a Standard, contract or other document, it is intendedthat either the ISO Standards referred to or the appropriate Standards listed below, or in theAppendices, be used.

Part 3:Standards quality requirements
1 Scope
This part of ISO 3834 has been prepared suchthat
— it is independent of the type of weldedconstruction to be manufactured;
— if defines quality requirements for welding bothin workshops and on-site;
— it provides guidance for describing amanufacturer’s capability to produce weldedconstructions to meet specified requirements;
— it may also be used as a basis for assessingthe manufacturer with respect to his weldingcapability.
This part of ISO 3834 is appropriate whendemonstration of a manufacturer’s capability toproduce welded constructions and to fulfillspecified quality requirements, are specified inone or more of the following:
— a contract between involved parties;
— an application standard;
— a regulatory requirement.
The requirements contained within this part ofISO 3834 may be adopted in full or may beselectively deleted by the manufacturer if notapplicable to the construction concerned. Theyprovide a flexible framework for the control ofwelding in the following cases:
Case 1
To provide specific requirements for fusionwelding in contracts which require themanufacturer to have a quality system other thanISO 9001 or ISO 9002;
Case 2
To provide specific requirements for fusionwelding as guidance to a manufacturer developinga quality system;
Case 3
To provide specific requirements for references inapplication standards which uses fusion weldingas part of its requirements or in a contractbetween relevant parties. It may however be moreappropriate for ISO 3834-4 to be used in suchcases.
2 Normative references
The following standards contain provisions which,through reference in this text, constitute provisionsof this part of ISO 3834. At the time of publication,the editions indicated were valid. All standards aresubject to revision, and parties to agreementsbased on this part of ISO 3834 are encouraged toinvestigate the possibility of applying the mostrecent editions of the standards indicated below.Members of IEC and ISO maintain registers ofcurrently valid international Standards.

3 Definitions
For the purposes of this part of ISO 3834, thedefinitions given in ISO 3834-1 apply.
4 Contract and design review
4.1 General
The manufacturer shall review the contractualrequirements and the design data provided by thepurchaser or in-house data for constructiondesigned by the manufacturer. This is to ensurethat all information necessary to carry out thefabrication operations is available prior to thecommencement of the work. The manufacturer
shall affirm his capability to meet all weldingcontract requirements and ensure adequateplanning of all quality related activities. The itemsin 4.2 are typically considered at or before thetime of the contract review. The items in 4.3usually form part of the design review and shouldbe taken into account during the contract review ifthe design is not carried out by the fabricator. Itshall be ensured that all relevant information hasbeen supplied by the purchaser.
When a contract does not exist, e.g. items madefor stock, the manufacturer is required to take intoconsideration the requirements of 4.2 whilstcarrying out his design review (4.3).
4.2 Application — Contract review
Contractual requirements to be considered shouldinclude, when necessary:
a) the application standard to be used, togetherwith any supplementary requirements;
b) the specification of welding procedures,nondestructive testing procedures and heattreatment procedures;
c) the approach to be used for welding procedureapproval;
d) the approval of personnel;
e) post-weld heat treatment;
f) inspection and testing;
g) selection, identification andlor traceability, e.g.for materials, welders and welds (seeclause 15);
h) quality control arrangements, including anyinvolvement of an independent inspectionbody;
i) other welding requirements, e.g. batch testingof consumables, ferrite content of weld metal,ageing, hydrogen content;
j) environmental conditions relevant to weldingon site, e.g. very low temperature ambientconditions or any necessity to provideprotection against adverse weather conditions;
k) subcontracting;
l) handling of nonconformances.
4.3 Application — Design review
Design requirements to be considered shouldinclude, when necessary:

a) location, accessibility and sequence of allwelds;
b) surface finish and the weld profile;
c) parent metal(s) specification and welded jointproperties;
d) permanent backing;
e) welds which are to be made in the workshop,or elsewhere;
f) dimensions and details of joint preparation andcompleted joint;
g) use of special methods, e.g. to achieve fullpenetration without backing when welded fromone side only;
h) quality and acceptance requirements for welds;
i) other special requirements, e.g. acceptability ofpeening, heat treatment.
5 Subcontracting
When a manufacturer intends to usesubcontracted services (e.g. welding, inspection,non-destructive testing, heat treatment), allrelevant specifications and requirements shall besupplied by the manufacturer to the subcontractor.The subcontractor shall provide such records anddocumentation of his work as may be specified bythe manufacturer.
Any subcontractor shall work under the order andresponsibility of the manufacturer and shall fullycomply with the relevant requirements of this partof ISO 3834.
The manufacturer shall ensure that thesubcontractor can comply with the qualityrequirements of the contract.
The information to be provided by themanufacturer to the sub-contractor shall include-all relevant data from the contract review (see 4.2)and the design review (see 4.3). Additionalrequirements may need to be specified if thedesign of a structure is to be subcontracted.
6 Welding personnel
6.1 General
The manufacturer shall have at his disposalsufficient and competent personnel for theplanning, performance and supervision of the
welding production according to specifiedrequirements.
6.2 Welders
All welders and welding operators shall beapproved by an appropriate test according to therelevant part of ISO 9606. All records of approvalshall be maintained up to date.
6.3 Welding coordination personnel
The manufacturer shall have at his disposalappropriate welding coordination personnel, e.g. inaccordance with EN 719, such that the weldingpersonnel can be supplied with the necessarywelding procedure specification or workinstructions and that the work can be properlyperformed and controlled. Such persons havingresponsibility for quality activities shall havesufficient authority to enable any necessary actionto be taken. The duties, interrelationships andlimits of responsibility of such persons should beclearly defined.
7 Inspection, testing and examinationpersonnel
7.1 General
The manufacturer shall have at his disposalsufficient and competent personnel for planningand performance, supervision and inspection,testing and examination of the welding productionaccording to specified requirements.
7.2 Non-destructive-testing personnel
The non-destructive-testing personnel shall beapproved in accordance with ISO 9712.
8 Equipment
8.1 Production and testing facilities
The following equipment shall be available whennecessary:
— welding power sources and other machines;
— equipment for joint preparation and cutting,including thermal cutting;
— equipment for preheating and post-weld heattreatment including temperature indicator;
— jigs and fixtures;

— cranes and handling equipment used forwelding production;
— personnel protective equipment and othersafety equipment, directly associated withwelding;
— ovens, quivers etc. used for treatment ofwelding consumables;
— cleaning facilities;
— destructive and non-destructive-testingfacilities.
8.2 Description of facilities
The manufacturer shall maintain a list of essentialequipment, used for welding production. This listshall identify items of major equipment, essentialfor an evaluation of workshop capacity andcapability. This includes, for example:
— capacity of largest cranes;
— size of components the workshop is able tohandle;
— capability of mechanized or automatic weldingequipment;
— dimensions and maximum temperature offurnaces for post-weld heat treatment;
— capacities of rolling, bending and cuttingequipment.
Other equipment only needs to be specified byapproximate total numbers which cover eachgeneral type (e.g. total number of power sourcesfor the different welding processes).
8.3 Suitability and maintenance ofequipment
The equipment shall be adequate for theapplication concerned and properly maintained.
9 Welding activities
9.1 Production plan
The manufacturer shall carry out adequateproduction planning, compatible with facilities as in8.1. This shall include at least:
— specification of the sequence by which theconstruction shall be manufactured, e.g. assingle parts or subassemblies, and the order ofsubsequent final assembly;
— identification of the welding and associatedprocesses required to manufacture theconstruction and reference to the appropriateprocedure specifications. Welding procedurespecifications shall be prepared in accordancewith the appropriate part of ISO 9956;
— specification for inspection and testing,including the involvement of any independentinspection body.
9.2 Welding procedure approval
Welding procedures shall be approved prior toproduction in accordance with the appropriate partof ISO 9956. The method of approval shall be inaccordance with the relevant application standardsor as stated in the contract.
Other procedures, e.g. procedure for heattreatment, should only be approved if stated in therelevant application standards and/or in thecontract.
9.3 Work instructions
The manufacturer may use the welding procedurespecification directly in the workshop forinstruction purposes to the welder. Alternatively,he may use dedicated work instructions. Suchdedicated work instructions shall be prepared froman approved welding procedure specification anddo not require separate approval (seeISO 9956-1).
10 Storage and handling of weldingconsumables
The manufacturer shall produce and implementprocedures for storage, handling and use ofconsumables which avoid moisture pickup,oxidation, damage, etc. The procedures shall bei n a c c o r d a n c e w i t h t h e s u p p l i e r ’ srecommendations.
11 Storage of parent material
Storage shall be such that the material will not beadversely affected. Identification shall bemaintained during storage.
12 Post-weld heat treatment
The manufacturer shall be fully responsible for thespecification and the performance of anypost-weld heat treatment. The procedure shall becompatible with the parent metal, welded joint,

construction etc. and in accordance with theapplication standard and/or specified require-ments. A record of the heat treatment shall bemade during the process. The record shalldemonstrate that the specification has beenfollowed.
13 Welding-related inspection andtesting
13.1 General
Inspection and testing shall be implemented atappropriate points in the manufacturing process toassure conformity with contract requirements.Location and frequency of such inspection and/ortesting will depend on the contract and/orapplication standard, the welding process and thetype of construction (see 4.2 and 4.3).
The manufacturer may carry out additional testswithout restriction. Reporting of such tests is notrequired.
13.2 Inspection and testing beforewelding
Before the start of welding, the following shall bechecked, when necessary:
— suitability and validity of welders’ approvalcertificates (see ISO 9606);
— suitability of welding procedure specification(see the appropriate part of ISO 9956);
— identity of parent material;
— identity of welding consumables;
— joint preparation (e.g. shape and dimensions inaccordance with ISO 9692);
— fit-up, jigging and tacking;
— any special requirements in welding procedurespecification, e.g. prevention of distortion;
— arrangement for any production test;
— suitability of working conditions for welding,including environment.
13.3 Inspection and testing duringwelding
During welding, the following shall be checked atsuitable intervals, when necessary:
— essential welding parameters (e.g. weldingcurrent, arc voltage and travel speed);
— preheating/interpass temperature (see ISO13916);
— cleaning and shape of runs and layers of weldmetal;
— back gouging;
— welding sequence;
— correct use and handling of consumables;
— control of distortion;
— any intermediate examination, e.g. checkingdimensions.
13.4 Inspection and testing after welding
After welding, the compliance with relevantacceptance criteria shall be checked, whennecessary:
— by visual inspection;
— by non-destructive testing, e.g. in accordancewith ISO 9712;
— by destructive testing according to relevantISO standards;
— form, shape and dimensions of the weldedconstruction;
— results and records of post-weld operations,e.g. grinding, post-weld heat treatment, ageing.
13.5 Inspection and testing status
Measures shall be taken as appropriate toindicate, e.g. by marking of the item or a routeingcard, the status of inspection and test of thewelded construction.
14 Nonconformance and correctiveaction
Measures shall be implemented to control itemswhich do not conform to specified requirements inorder to prevent their inadvertent use. Whenrepair and/or rectification is undertaken by themanufacturer, appropriate procedures should beavailable at all workstations where repair orrectification is performed. When repair orrectification is carried out, the items shall bere-inspected, tested and examined in accordancewith the original requirements.

15 Identification and traceability
Identification and traceability shall be maintainedthroughout the manufacturing process, whennecessary.
16 Quality records
Quality records, according to the contractrequirements, should include, when necessary:
— record of contract/design review;
— materials certificates;
— consumables certificates;
— welding procedure specifications;
— welding procedure approval test records;
— welder or welding operator approvalcertificates;
— non-destructive testing personnel certificates;
— heat treatment records;
— non-destructive testing and destructive testingprocedures and reports;
— dimensional reports;
— records of repairs and other non-conformityreports.
Quality records shall be retained for a minimumperiod of 5 years in the absence of any otherspecified requirements.
