Dr.McSwanereadtheantitruststatement.Mr.Lukerbroughtupthatlastmeeting’sminuteshavealreadybeenapproved.Mr.Guzzle-LACReport.Mr.GuzzlestatedhehasalreadygiventheinformalReportandprovidedinformationaboutlocalattractionsandtours.Hesharedthatlocalbuildingsareheatedgeothermallyfromundergroundsprings.Mr.GuzzlementionedthatalongwiththebussestherewouldbehostedwalkinggroupstotheMondaynightreception.

Mr.RosenwinkelmovedandMr.Eilsseconded,toacknowledgetheLACReport.Avotewastakenandthemotioncarried.ExecutiveStaffReportsExecutiveDirector–DavidMcSwaneDr.McSwanestatedhisReportwouldbeshortandsweet.HefurtherstatedothermembersoftheBoardwouldgivedetailedinformation.Dr.McSwanementionedthiswasthelargestattendancetodateataCFPBiennialMeeting.Theworkshopalsoreportedalargeturnout.HestatedMr.Neal,Co-chairoftheProgramCommitteeanditsmembershaveputtogetheragoodworkshopforthismeeting.Dr.McSwanestated,atotal47states,DCandterritoriesarerepresented.SponsorshipwasgoodthisbiennialcycleandMs.KramerwillgiveherReportlater.Dr.McSwanerequestedsuggestionsonformattingprogrambooks.HealsomentionedtheBoiseLAChasbeenareallygoodgrouptoworkwithduringthisbiennialcycle.Dr.McSwanerequestedfeedbackonanLACfortheSWregionforthe2020BiennialMeeting.Dr.McSwanesuggestedthatonehotelisthebetteroptionthanusingmultiplehotels.However,thingshavegonesmoothlyhereinBoisewiththeuseofmultiplehotels.HeinformedtheboardthatwesavedhalfpricewiththeBoiseCentre,asmuchas$15,000.Foodhasbeenlessexpensiveformealfunctions.Addingtofoodandbeveragehereatthehotelsavedonroomsforconferences,boardmeetingsetc.AVcostswerealsolessexpensiveaswell.Mastercalendar–Dr.McSwanealsoreviewedtheissueprocessandmentionedthatcalendardeadlinesneedtobemet.Hementionedthatcouncilchairsneedtogetontopofmeetingdeadlinesforissuesubmissionandtomovedatesupinprovidingreportsetc.HediscussedtheCrumbineawardandreportedthatlaterthismonththecommitteewillmeet.Therearesixapplicationsthisyear.Lastly,thefallExecutiveBoardmeetingwillbeonAugust9-10atthePlanoYumBrandsoffice.AblockofroomshasbeenreservedattheDallas/PlanoMarriottatLegacyTownCenter.Whenmakingareservation,youcancall800-228-9290–BookyourgrouprateforConferenceforFoodProtection.ThedeadlineforreservingaroomisJuly21,2016.

Mr.FinkenbindermovedandMs.Garrenseconded,toacknowledgetheExecutiveDirectorReport.Avotewastakenonandthemotioncarried.ExecutiveTreasurer–EricPippertMr.PippertreportedwewerefortunatetogetmoniesfromFDAGrant.Therewere54applicationsawarded.Atthelastboardmeeting,amotionwasmadetousefundsthatwereleftoverfrompreviousmeetingsandforthismeeting,tohelpdefrayexpenses;howevertherewerenosuchfunds.Anadditional$400waspermittedfromgrantmoniesforreimbursementsforstate/local/consumers.Mr.Pippertwentoverthenumbersasstatedinhisreport.Mr.Pippertstatedacompleteauditisneeded.Hestatedthecompany;KernandThompsonperformedthelastaudit.HerecommendedtheBoardconsiderusingthemagain.Mr.LeveeaskedwhatthetimeframewouldbewithrespecttothenewincomingExecutiveTreasurer.Mr.Pippertstatedtheauditwasduein2015.Hesuggestedthatdiscussionbeheldwithrespecttowhentheauditshouldoccur.Hepresentedhisreportandmentionedexpenseskeeprisingincomparisontoincomingfunds.

Ms.BaconmovedandMs.FletchersecondedtoacknowledgetheExecutive Assistant’sReport.Avotewastakenandthemotioncarried.UnfinishedBusinessFinanceCommittee-Dr.GarrenreportedonalatebreakingissuetobesubmittedtoCouncilII.AhandoutwasdistributedoftheproposedissueonestablishingaStandingFinanceCommitteethatwillReporttotheBoard.Discussionwashadconcerningthemakeupofcommittee,whentoreportetc.Ms.EverlystatedtheBoardneedstoapprovetheactualIssuelanguagebeforeitgoesCouncil.Dr.Garrenstatedshewouldprovidethelanguage.Mr.LeveesuggestedthecommitteemembersshouldbekeptatBoardmembership.ItwasstatedthattheBoard,includinglanguage,mustapprovelatebreakingissues.CouncilIIcanthenchangerecommendedsolutionlanguageifitdeemeditnecessary.Ms.EverlystatedthereisnotimelinetointroducetheissuebutsuggesteditbereadyforSundaybeforedeliberationsbegin.Mr.Lukerinquiredifthiscouldbedoneviaane-vote.Ms.CornmansuggestedMondaywouldbeenoughtimefortheBoard’sconsiderationandvote.

• Replacetheface-to-facespringmeetingwiththreewebinars,2hourseachtobescheduledwithinoneweek.Haveaclearagendaandafacilitatortokeepontrackwiththedailyagenda.Estimatedsavings:$10,000permeeting

• Lowerthemaximumreimbursementfortravelexpensesto$600.00permeetingbasis.Estimatedsavings:$950.00permeeting

• Considerthelocationofthemeetingsandseektofindlocationsthathaveeasyaccessandlessexpensivelodging.ConferenceDirectindicatedplacesintheSouthandareasthatstruggletofillhotelsmaybeconsidered.Estimatedsavings:Unknown

Discussionensuedasfollows:Ms.Everlyexpressedconcernaboutmeetingaquorum.Ms.LewisandMr.RadkestatedtheirrespectiveagenciesdonotuseAdobeConnectanymore.Mr.RosenwinkelsuggestedtheAugustmeetinginsteadforthetraditionalwalkthrough,shouldthespringmeetingbeawebinar.Ms.Cornmanwasconcernedaboutthenumberofwebinarsessions(3inoneweek)wouldbetoodifficult.Ms.Baconmentionedthefallmeetingwouldnotbegoodforawebinarbecauseofreportsetc.ShestatedtheAdhocCommitteetalkedaboutitanditwaschallenging,howeveritmaysavemoney.Therewereseveralconcernsdiscussedincludingwhowouldbethefacilitatorofawebinar,possiblytheCFPViceChair?Mr.Guzzleclarifiedthatamotionatthispointwasnottoaccepttherecommendationsatthistime,buttoacknowledgetheReport.

Mr.LukeraskediftherewasamotiontoacknowledgetheStrategicPlanning CommitteeReport.Dr.GarrenmovedandMr.Rosenwinkelseconded,toacknowledge thereport.Avotewastakenandthemotioncarried.IssueReport–VickiEverlyandCassandraMitchellMs.EverlythankedallpartnerswhohelpedwiththeIssuereviewprocessincludingthewebmaster.Ms.EverlyandMs.MitchellextendedathankyoutothoseindividualsthathelpedwiththeprocessincludingMs.Hale,andMr.Levee.ShealsowantedtoextendaspecialthankyoutoDr.McSwanewhohelpedinmovingthingsforward,especiallywiththeredactionsthathadtobemade.Ms.Everlyreportedthatsomeoftherequestshavealreadybeendone.(seepage4ofIssueCommitteeReport).Point2bchallengeswerediscussedbecausetherewereproblemswithunderstandingthecurrentapprovedprocess.Someindividualsfounditdifficultunderstandingtheprocessandtheirroleinit.ThebiggesthurdlethisyearwasmeetingdeadlinesduetolackofresponsefromIssuesubmitters.ArequestoftheBoardwasmadetoaddresswhathappenswhensomeonedoesn’trespondtorequestswithrespecttomeetingdeadlinesandfollowingwrittenprocedures.Shestatedthereisaneedforaccountability.ShementionedthispointisonthetablefortheBoardtoconsiderespeciallybecauseaccountabilityissomethingtheIssueChairscannotforce.Anotherchallengewerecomplaintsfromcouncilcommitteemembersregardingtheproceduresinplace.Itseemedthatindividualsdidnotwanttofollowsetprocedures.SomecommentsweredirectedattheIssueChairs,complainingtheywereexceedingthetasksassignedtoIssueChairs.Ms.MitchellstatedthiswasherfirsttimeasanIssueCo-chairandshereiteratedthatitwasdifficulttogetfeedbackanditcreatedtoomuchunnecessaryworkmakingthejobtoolaborintensiveintheshorttimespanavailable,becausepeopledidn’tcomplywithdeadlinesandrequirements.Somecouncilchairshadtocreateissuesandreportsforcommittees.Itwasreiteratedthatthelackofresponseanddelayswerethenumberonechallengeandthesecondwasthepushbackfromcommitteemembers.Ms.Everlydidmentionthatnotallcommitteespresentedproblems;thereweresomestellarcommitteesandcommitteechairs.Ms.EverlymentionedthiswasthemosttryingbiennialcycleinherexperienceasIssueChairfor5biennialcycles.ShementionedweareallvolunteersandextraordinaryeffortsshouldnotbeneededonthepartoftheIssueChairstoensurethatdeadlinesaremet.Itappearedtherewassomemisinformationouttherethatperhapsaddedtotheoverallleveloffrustrationbyallparties.TheIssueChairsshouldnothavetodefendtheirroles.Shestatedeveryoneinvolvedneedstobeeducatedontheprocessthroughoutthebiennium.Mr.Rossowmentionedtherewasalotofdiscussionabouttheguidancedocuments.HestatedthatmaybethereneedstobesomeupfrontclarificationabouttheIssuesconcerningtheworkdonebycommitteesandtheirplacewithintheCFPprocess,especiallyregardingdocumentsthatwillbepostedonthewebsite.Mr.Leveestatedvicechairsofcouncilsarethewhipsofthatcouncilandresponsibletogetcommitteesgoing.Committeemembersneedtoreadgoverningdocumentsandknowpositionsdescriptionsaswell.Dr.McSwanestatedcouncilchairsneedtosharetheinformationontherulesandtimelinesoftheConferencetothecommitteechairs.Dr.McSwanesuggestscommitteesbreakuptaskssimilartowhattheFPMCCommitteehasinplace.Councilandcommitteechairsneedaworkplanandtimelinesset.Hestatedhehasnotseenthisbeingdone.Mr.Guzzleaskedwhatrecourseaconferencechairandvicechairhastodealwithcommitteesthatcan’tmeettheirresponsibilities.Hestatedtoomuchworkwasleftundoneuntiltheveryendofthetwo-yearcycle.Ms.Cornmanstatedtherecanbetighteningupofpositiondescriptions.TheconferencevicechairdoesinfacthaveintheirjobdescriptionadutytobethewhipfortheCFP.Perhaps

thereisaneedforanewcommitteechairdocumentspecifyingwhattheyneedtoknow.Ms.Cornmanmentionedthatinher20yearsinvolvedintheprocess,sherecognizedthatinthepastthingswerehandleddifferentlyandthatwaspartlyduetotheCFPbeingasmallerorganization.Sincethattime,moreindividualshavingmoreinputintotheprocessdrovechanges.Necessityisthemotherofinventionandmoreguidancebecamenecessaryinordertoachievethegoalswehavesetforourselvesasanorganization.Ms.Cornmansaidpeoplearenotreadingtheexistinggoverningdocuments.Ms.Cornmanstatedthatnewermembersdonothavethedepthofknowledgeofthistypeoforganizationanditdoesdifferfrommanyothertypeorganizations.Ms.Cornmanstatedsomepeoplearemovinguptoofastanddon’thavetherequisiteknowledgebaseneeded.Theydon’trealizewhatisactuallyneededintherequiredtimeframesandthelevelofexpectationthatisrequired.ShereiteratedthatonceadocumentissubmittedtoandthroughtheConferenceitbelongstotheConference,nottothecommittee.Mr.GordonstatedtheBoardisresponsibleforacceptingcommitteemembersandchairs.HewentthroughtheprocessofreviewingtheWorddocumentsbeforetheonlineprocess.Hethenexplainedthatoncetheofflineprocesswascompleted,theelectronicprocessopenedandthatreviewprocesswasrepeated.Hestatedthisisaprocessissueratherthanapersonissue.Heheardthereweretechnicalissueswiththeelectronicprocess.Hesuggestedwelookattheprocessandpossiblystreamliningit.Ms.EverlyclarifiedMr.Gordon’sstatementandreviewedtheprocessofreportsandissuesneedingtobesubmittedasapacketfirsttocouncilchairs.ThenitgoestotheIssueCo-chairs,NOTtheIssueCommitteemembers.OnlytheIssueCo-chairsreviewIssuesandreports.Onceontheonlineprogram,onlytheIssueCo-chairsanddesignatedReviewersworkwiththeIssuepacketsandthecommitteechairs.Ideally,oncesubmittedonline,thereisnothinglefttoeditbecausecommitteereportsandIssueswerealreadyreviewedfirstbythecouncilchairs.Whathappenedwassomecommitteechairsfailedtomakeanycorrections(asspecifiedinthecurrentapprovedguidancedocuments)oruploadedearlierversionsoftheirreportsorIssuesandnottheirfinalversions,andthisledtofurthereditrequests.Theonlinesystemwasneverintendedtobeaneditingfunctionbasedsystem,butsimplytouploadwhattheCouncilChairsandIssueCo-Chairshadalreadyreviewedandapprovedthedocuments.Itisverydifficulttoeditontheonlinesystembecausewehavenotpaidforamorecomplexsystem.Mr.Rosenwinkelaskedifitwaspossibletorefreshthepositiondescriptionsandtimelinebythetimenewcommitteesareformedforthisbiennium.Dr.Nealaskediftherewasatemplatefortimelines.Ms.EverlystateditisnotactuallypartoftheIssueChairresponsibilitytocreatecommitteetemplates.However,becausetheywereneeded,theIssueChairshavecreatedseveraltemplatesforissuesandreports,allreviewedandapprovedbytheBoard.AndtherearecomplaintsnowaboutalltheguidanceandtemplatesprovidedbytheIssueChairs.Dr.Nealsuggestedweeklyupdatestocommittees.Ms.EverlystatedthiswasagoodideaandthatsomeoneotherthantheIssueChairscouldcreatesuchguidance.Decemberdeadlineswerequestioned.Ms.Staleysharedthattheprocesswastoocomplicated.Ms.LewisaskedifitwaspossibletooverlaytimelineswithIssuetimelinesandwithchecklistsforcommittees.Ms.QuamandMr.Lawrencedidinfactsendcommitteesallguidancedocuments,templatesandthetimelinedocumentearlyintheprocess.Shementionedthevolunteerbaseischangingandthiscouldbepartoftheimpactonthecurrentprocess.Thisissueneedstobeaddressedaswellasthecurrentproblems.

Dr.GarrenmovedandMr.RosenwinkelsecondedtobringbacktheIssue Report.A votewastakenandthemotioncarried.Ms.EverlystatedthebalanceoftheremainingitemscouldbepostponeduntiltheAugustBoardMeeting.Shewouldliketomakeonecomment.Shestatedyesterdaytwocommitteereporttemplateswereapprovedwithnoquestionsordiscussion.However,throughoutthisIssueprocessandduringthisboardmeeting,commentsweremadebyBoardmembersthatperhapssomeoftheexistingdocuments/templatesandsubmittedreportsaretoolong,toocomplicatedetc.Thecurrentreportsarewhatisandhasbeenusedeverybienniumandallexistingdocuments/templateswereapprovedbytheExecutiveBoard.CouncilmembersandnottheExecutiveBoardmembersreviewmostofthesubmittedfinalreports.However,iftheBoardfeelsthatreportssubmittedfortheirapprovalcontaintoomuchinformationtoread,thenshouldwebeaskingtheCouncilstoreadthatmuchinformation?Thepointbeing,areweaskingtheCouncilstodealwithmoreinformationthentheBoardfeelsisnecessaryoriswillingtoreview.SheisaskingtheBoardtothinkaboutthisandcomebackwithanansweratthenextmeeting.

FederalAgencyReportsTheFederalAgencyReportswerepresentedduringtheopeningsession.ThereportscanbefoundontheCFPwebsiteunderthe2016BiennialMeeting–Program/WorkshopMaterialsandalsoundertheApril2016ExecutiveBoardReport.FDA–GlendaLewisMs.Lewissharedthatthe2015FDAversionoftheVoluntaryNationalRetailFoodProgramStandardsareavailableandwerehandedoutattheprogramstandardssessionduringthisyear’sCFPmeeting,andcanbefoundonthewebsite.Shealsomentionedyoucansignuptoreceiveongoinginformationnotices.Shereportedtherearefournewregionalspecialiststhathavebeenaddedtotheteam.Sheanticipatestheriskfactorstudytobeavailableinthefall.USDA–Dr.WilliamShawReportwasgivenatopeningsession. CDC–VincentRadkeMr.Radkealsostatedthereportwasgivenattheopeningsession.However,hesharedthat11CDCfolkswereinattendanceandthatwasthemostever.Threecentersparticipatedandthatisnewtoo.Mr.LukerpresentedMr.KevinSmithwithaplaque,whichheread,thankingMr.SmithforallthehardworkandassistancehehasgiventotheCFPovertheyearsandonbehalfoftheExecutiveBoardwewantedtogivehimasincereandheartfeltthankyou.

Mr.LeveerecognizedMr.JohnLukerastheoutgoingConferenceChair.Hefurtherstatedthelast2yearshasbeenchallengingandtothankedhimonbehalfoftheExecutiveBoardforhissupportandassistancethroughoutthisbiennium.Mr.Guzzlewasconcernedthathecouldnotbringamotionbacktothetablebecausehewasnottheauthorofthemotionandtheauthorofthemotionisnotpresent.Dr.McSwanesaidhecouldbringitupfordiscussion.
