Antea®Group (Antea Group) has prepared this report to summarize remediation system and well installation
activities performed at the former Platinum Energy Station No. 2603142 located at 2841 South 188th Street in
SeaTac, King County, Washington (hereinafter referred to as “the Property”). In June 2014, five air sparge (AS)
wells (AS-2, 3, 4, and 5) and one soil vapor extraction (SVE) well, HSVE-1, were installed and connected in order to
expand the influence and increase effectiveness of the current air sparging and soil vapor extraction (AS/SVE)
remediation system. Additionally, monitoring well MW-22 was installed to monitor groundwater conditions
downgradient of the existing monitoring well network. Groundwater monitoring and AS/SVE system testing
performed in 2015 showed that the remediation system upgrades were not performing effectively in the northeast
portion of the Property because the thin perched water-bearing zone was not being influenced. Therefore, air
sparge wells AS-2, AS-3, and AS-4 were re-drilled as wells AS-2A, AS-3A, and AS-4A, respectively, in September
2015 in order to place the well screen at a shallower depth, thus improving remediation efficacy.
1.0 EXECUTIVE SUMMARY
Antea Group provided remediation system design services, project management, oversight and quality assurance
during the design and construction of five new AS wells (AS-2 through AS-6), one horizontal SVE well (HSVE-1) and
retrofitting to the existing SVE/AS system. The existing system was installed by a previous site owner and did not
successfully remediate the Property to the point of obtaining a “No Further Action” status. The five new AS wells
were installed near monitoring wells MW-7 and MW-13 in order to further remediate soil and groundwater
hydrocarbon impacts in these areas. Cascade Drilling, Inc. (Cascade) of Woodinville, Washington was contracted to
perform drilling and well installation activities. IO Environmental & Infrastructure, Inc. (IO) of Redmond,
Washington was contracted to perform trenching activities, installation of new lateral AS lines, installation of a
new HSVE well, and to make the necessary equipment, well, and electrical connections. The new AS wells and the
new HSVE well were connected to existing remediation equipment already sized for the planned demand. The
work took place in June and July of 2014.
Additionally, Antea Group directed the installation of one groundwater monitoring well, MW-22, in the southwest
portion of the Property in order to monitor groundwater conditions downgradient of the existing monitoring well
network. The work took place concurrently with the AS well drilling that occurred in June 2014. Monitoring well

MW-22 was drilled to 19.5 feet below ground surface (bgs) and was screened from 4.5 to 19.5 feet bgs. Soil
samples were collected at depths of 5, 10, and 15 feet bgs for laboratory analysis. Concentrations of petroleum
hydrocarbons were not detected above the respective Washington State Department of Ecology (Ecology) Model
Toxics Control Act (MTCA) Method A cleanup levels and laboratory method reporting limits (MRLs).
Operation of the retrofitted AS/SVE system was initiated in February 2015. Adequate air flow was observed within
wells AS-5 and AS-6; however, testing indicated that wells AS-2, AS-3, and AS-4 were likely screened within less
permeable soils beneath the perched water bearing zone which was preventing acceptable air flow at optimum air
injection pressures. Antea Group and Holocene Drilling Inc. (Holocene) of Puyallup, Washington mobilized to the
Property in September 2015 to install new air sparge wells adjacent to wells AS-2, AS-3, and AS-4. The screens of
the new wells AS-2A, AS-3A, and AS-4A were installed at shallower depths in order to better influence the perched
water unit.. The re-drilled wells were installed with 2-foot screens set from 13 to 15 feet bgs (AS-2A and AS-3A)
and from 13.5 to 15.5 feet bgs (AS-4A) with one foot sumps set below the screen. Antea Group disconnected the
AS conveyance piping at wells AS-2, AS-3, and AS-4 and re-connected the piping to the new AS wells. Additionally,
wells AS-2 through AS-4 were abandoned in place by Holocene according to the requirements of Ecology’s Water
Well Construction Act (1971) Chapter 18.104 RCW (WAC 173-160-460).
2.0 CONSTRUCTION IMPLEMENTATION
2.1 Pre-Construction Meeting
On March 5, 2014, an on-site pre-construction meeting was attended by representatives of IO and Antea Group.
Issues discussed during the meeting included the project objectives, plans and specifications, contract timing,
health and safety issues, lines of communication, roles and responsibilities, and work days and hours.
2.2 Well Installation
On June 23 and 24, 2014, Antea Group personnel directed Cascade in the installation of monitoring well MW-22
and air sparge wells AS-2 through AS-6. The wells were installed using an 8.25-inch diameter hollow stem auger
drill rig. Monitoring well MW-22 was installed to a total depth of 19.5 feet bgs and completed with 15 feet of
0.010-inch slotted screen from 4.5 feet bgs to 19.5 feet bgs. A sand filter pack was placed from 3 feet bgs to 19.5
feet bgs. The well was completed with a 1.5 foot seal of hydrated bentonite chips, 1.5 feet of concrete and a flush
mounted well monument. Soil samples were collected at depths of 5, 10, and 15 feet bgs and submitted to ALS
Environmental (ALS) of Everett, Washington for quantitative chemical analysis of total petroleum hydrocarbons as
gasoline (TPH-G), total petroleum hydrocarbons as diesel (TPH-D), total petroleum hydrocarbons as oil (TPH-O),
and for benzene, toluene, ethylbenzene, and total xylenes (BTEX). Laboratory analysis indicated that the
concentration of each analyte in each sample was below the respective MTCA Method A cleanup levels and MRLs.

Air sparge wells AS-2 through AS-6 were each installed to a total depth of 25 feet bgs and completed with two feet
of 0.010-inch slotted screen from 21 feet to 23 feet bgs. An additional 2-foot sump was installed at the bottom of
the screened interval of each AS well to collect any silt or sediment that may enter the well and avoid fouling the
screen. A sand pack was placed from 19 to 25 feet bgs and followed by a bentonite seal from 4 feet bgs to 19 feet
bgs. The wells were temporarily completed with sand from 6 inches bgs to 4 feet bgs and a 6-inch concrete patch
to allow for the wells to be later connected to the air sparge lines. Soil samples were collected at 5, 10, 15, 20, and
25 feet bgs from each boring location and submitted to ALS for quantitative chemical analysis of TPH-G, TPH-D,
TPH-O, and BTEX constituents. Concentrations of TPH-G were detected above the MTCA Method A cleanup level
in the 15 feet bgs sample in well AS-2, the 5 and 10 feet bgs samples of well AS-3, and the 5 and 10 feet bgs
samples of well AS-4 at concentrations ranging from 88 milligrams per kilogram (mg/kg) to 1,000 mg/kg. All
remaining analytes were not detected above the respective MTCA Method A cleanup levels and/or laboratory
MRLs. A summary of soil analytical results is present in Table 1. The laboratory analytical report is included in
Appendix B.
The soils observed during the installation of wells MW-22 and AS-2 through AS-6 consisted of sandy silts, sandy
gravelly silts, silty sands, clayey gravelly sands, and silty gravelly sands, which is consistent with soils that were
observed in previous subsurface investigations. The thickest silt layer was discovered in the northeast corner of
the Property at approximately 20 feet bgs.
Soil cuttings generated during drilling activities were placed in 55-gallon drums and stored within the remediation
system compound until they were picked up by Philips Service Coloration (PSC) on October 3, 2014 and
transported to Burlington Environmental in Kent, Washington for disposal. Waste manifest documentation is
included in Appendix B.
2.3 Mobilization and Construction Facilities
On July 21, 2014, IO and Antea Group began equipment mobilization activities and general preparations.
Arrangements for storage of materials, equipment, and site security were made with Platinum Energy. The
southwest portion of the Property adjacent to the remediation equipment compound was used for storage of the
steel plates for the duration of the project. Additional equipment was kept in the subcontractors’ trailer and
removed from the Property at the end of each work day. Subcontractors mobilized equipment used for excavating
and trenching, plumbing, concrete removal, soil disposal transport, concrete finish work, asphalt placement, and
equipment placement. Antea Group representatives were continually on-site from the time field activities were
initiated through completion of subgrade construction activities, equipment placement, and resurfacing work.

3.0 REMEDIATION SYSTEM EXPANSION
3.1 Layout of System Components
Antea Group notified the State of Washington One Call Service and contracted with a private utility locating
company prior to any intrusive work at the Property. On July 21, 2014, representatives of Antea Group and IO
established locations of trenching layouts at the Property. The location of the trenches were adjusted based on
utility locates, relevant site conditions, and Property owner concerns.
3.2 Trenching and Surface Restoration
IO began trenching activities by laying out trenches as per the plans and adjustments decided in the field, as
described above. The new addition to the remediation system layout is included in Figure 3. Excavation work was
initiated at the Property on July 21, 2014 and all surface restoration work was completed by July 28, 2014.
Micro-trenching techniques were used for installation of the AS lines in order to minimize waste, impact on the
surrounding area, and the chance of encountering subsurface obstructions. Trenching activities began at the
equipment compound and proceeded towards the wells to avoid problems of encountering obstacles which would
require a change in layout. The asphalt was saw cut at a width of 6 inches and removed by hand. Soil was then
cleared to 10 inches bgs using a vacuum truck. Asphalt cutting was performed by Evergreen Concrete Cutting, Inc.
and soil removal was completed by Marine Vacuum Services, Inc. (Mar-Vac).
Once the trench was cleared, the single, two-inch diameter schedule 80 SVE line and the five one-inch diameter
schedule 80 PVC air sparge lines were placed within the trench. Well HSVE-1 was installed in the northeast portion
of the Property in the trench connecting to well AS-3 and was constructed from a 6-foot run of 0.010-inch slotted
2-inch diameter schedule 80 PVC. The HSVE piping extends back to the SVE system and was connected to the
existing moisture separator. A 14-gauge locating wire was set above the piping near the center of the trench. The
locating wire runs the entire distance of the trench and was brought up to surface at the equipment compound.
The air sparge lines were connected to the air sparge wells with a 2-inch to 1-inch reducing PVC tee. Once
connections to the wells were complete, pressure testing of the lines was performed. Packers were temporarily
installed in each AS well casing at the tee and compressed air was introduced into the lines. A compressor was
used to fill each line until a pressure of 30 pounds per square inch (PSI) was reached. The pressure was maintained
for thirty minutes at each well to pass the test. Upon completion of the pressure test, the lines were covered by
controlled density fill (CDF) to approximately 3 inches bgs. The surface was restored with sanded asphalt to match
the existing surface. Surface restoration activities were completed by AC Paving Northwest, Inc.
Asphalt spoils that were generated on July 21, 2014 were temporarily placed on visqueen sheeting and covered
overnight. The asphalt was collected the following day by Mar-Vac. Minimal waste was generated during the

micro-trenching process and all excavation work was performed using a Mar-Vac vacuum truck. This allowed for
all soil to be contained within the vacuum truck and no drums or stockpiles of soil were left on-site.
3.3 Remediation System Equipment
The expanded AS system receives air from a rotary claw compressor capable of discharging 30 standard cubic feet
per minute (scfm) of air at 28 psi. On November 18 and 19, 2014, the AS manifold was installed along the southern
fence of the remediation compound. The manifold connects the air compressor to new air sparge wells AS-2
through AS-6 and also existing sparge well AS-1. Each leg includes an isolation valve, flow meter, and pressure
gauge. Figures 3 through 6 include site plans, trench details with cross-sections and piping elevations, a system
enclosure layout diagram, and a piping and instrumentation diagram.
4.0 CONSTRUCTION COMPLETION AND SYSTEM STARTUP
The air sparge system was turned on December 14, 2014. Upon startup, the air sparge lines held pressure at 15 psi
and flow readings were zero on the sparge manifold after an initial rush of air. It was concluded that the existing
air sparge blower was not strong enough to push air down the air sparge wells. Flow was present at the well
monuments after removing the caps. Antea Group began troubleshooting the system on February 5, 2015. Antea
Group personnel rented a gas-powered air compressor capable of 150 psi. The compressor was connected to the
air sparge manifold in place of the existing compressor. At pressures of 50 to 65 psi, sparge wells AS-2 and AS-3
could hold flow. At a pressure rating of 75 psi, flow entered well AS-4.
Based on these results, Antea Group recognized that the three air sparge wells in the northeast corner of the
Property (AS-2 through AS-4) had likely been screened in dense glacial till that underlies the perched water bearing
zone where hydrocarbon impacts have been identified. The glacial till is common in the region and is relatively
impermeable even though it resembles a more permeable soil when disturbed and crumbled during drilling.
Thus, the injected air was not able to exit the well screens at an acceptable pressure and flow, and would not be
likely to reach the perched water unit as intended to increase dissolved oxygen levels. After considering other
blowers or methods of increasing air pressure, Antea Group decided that the most effective solution would be to
re-drill the three wells. The air sparge compressor ran in the months during the testing and well re-drilling,
supplying air to wells AS-1, AS-5, and AS-6 but not to the wells located in the northeast corner (AS-2 through AS-4).
5.0 SPARGE WELL RE-DRILLING
On September 30, 2015, Antea Group directed the installation of three new air sparge wells at the northeast
corner of the Property. The wells were labeled AS-2A, AS-3A, and AS-4A, and were drilled just upstream of air
sparge wells AS-2, AS-3, and AS-4, respectively, so that the new wells could be plumed into the existing air sparge

system piping during drilling. Utility locates were performed on the morning of September 30, and the boreholes
were vacuum/air knife cleared to 5 feet bgs, which also exposed the one inch air sparge lines. The lines were cut
and capped upstream of the old wells.
Well AS-4A is screened from 13.5 feet to 15.5 feet bgs. Wells AS-2A and AS-3A are screened from 13 feet to 15
feet bgs. These screens are significantly shallower than the old air sparge wells in order to avoid penetrating too
far into the glacial till that was identified and was likely preventing sparge flow from leaving the well casing of wells
AS-2 through AS-4. The 0.010-inch slotted screens are still deep enough to be underwater for the majority of the
year. A sand pack extends a foot below and above the new air sparge well screens. The wells were the completed
with bentonite chips to 1.5 feet bgs, followed by sand, concrete, and a flush well monument. The wells were
plumbed into the existing air sparge piping, utilizing 2-inch to 1-inch tees to connect the pipe runs to the sparge
wells. Well HSVE-1, also in the northeast corner of the Property, was not disturbed during the sparge well re-
drilling. Original sparge wells AS-2 through AS-4 were abandoned in place by Holocene according to the
requirements of Ecology’s Water Well Construction Act (1971) Chapter 18.104 RCW (WAC 173-160-460).
At the conclusion of the drilling on October 2, 2015, the new air sparge wells were tested for flow using the air
sparge system compressor. Flow was present at sparge wells AS-2A and AS-3A, but not at AS-4A. It is possible that
some bentonite may have clogged the AS-4A well screen since the well was slightly overdrilled and backfilled with
some bentonite. A separate electrical oil-free compressor was installed in the equipment compound on October
16, 2015 to supply flow separately to well AS-4A at a slightly higher pressure of 30 psi. Antea Group installed a
timer on this compressor and as of December 31, 2015, the compressor is set to run for two 1.5-hour cycles in the
morning and evening to limit motor wear.
6.0 CONCLUSION AND RECOMMENDATIONS
Between June 2014 and October 2015, Antea Group upgraded the Property’s AS/SVE system to improve
remediation efficiency. Results of the initial upgrade confirmed that additional modifications including the re-
drilling of three of the new air sparge wells and adding a separate compressor for well AS-4A were warranted to
achieve remediation effectiveness in the northeast portion of the Property. The expanded system has been
consistently operating since these adjustments were made. The system has been optimized by Antea Group to
promote air flow in areas of the Property which contain petroleum hydrocarbon impacted groundwater. Monthly
system monitoring and quarterly groundwater monitoring events confirm that system operation is effective.
A preliminary review of the data collected during the first quarter groundwater monitoring event of 2016 indicates
that the last two monitoring wells (MW-7 and MW-17) at the Property that had been remaining above the MTCA
Method A cleanup levels are now in compliance. Antea Group will continue to operate the AS/SVE system until
groundwater levels at the Property consistently meet the MTCA Method A cleanup levels. Once a practical

remediation endpoint is achieved, Antea Group will shut down the system. One year (four consecutive quarters)
of groundwater compliance monitoring will be performed and a “No Further Action” status will be requested from
Ecology.
