Executive Summary
IntroductionThere is no question that open source software (OSS), once viewed as an ideological movement at the fringes of computing, has now moved into the mainstream It isn’t hard to see why Organizations’ need for greater agility and flexibility, and more control over their software costs, coupled with their fear of technology obsolescence, is driving them to loosen the ties to individual software vendors and traditional software licensing models The pace of change is now so fast, that companies can no longer afford to be held back by their suppliers’ agendas
Open source has proven that it can often more efficiently deliver high-quality software, throwing down the gauntlet to old models of software development and maintenance As a result, use of OSS has now spread from infrastructure and middleware to business-critical applications, including business intelligence, enterprise content management and customer relationship management Growing interest in Web 2 0 and Enterprise 2 0 development is providing a further catalyst for OSS take-up
Against this backdrop, the third Annual Actuate Open Source Survey confirms that Europe in particular is forging ahead in widespread adoption of OSS, having recognized early on the lower cost of ownership and the flexibility it offers for future application expansion and development
An in depth exploration of organizations’ use of and attitudes towards open source, across four important territories – North America, the UK, Germany and now France - the report confirms once and for all that OSS is no flash in the pan, but has been broadly recognized and embraced as offering organizations sustained competitive advantage
The survey findings support Gartner’s projections that, by 2012, at least 80% of commercial software solutions will include substantive open source components1
2008 Actuate Annual Open Source Survey Actuate’s comprehensive international annual market study, conducted independently by Survey Interactive, is now into its third year As such, it provides an unprecedented industry benchmark of organizations’ use of open source, charting changes from year to year, and across different international regions
As in previous years, business and IT professionals were invited to take part in an online survey, to provide insights and perspectives into how OSS is perceived; its benefits and inhibitors; and how their organizations plan to harness the technology in the future
France under the microscopeThe inclusion of France in this year’s research is significant In December 2006, the French government announced plans to make Paris a center of excellence for open source software development, determined that France should exploit a sector in which it boasts extensive talent, to drive economic growth Taking this further, an economic commission set up by President Nicolas Sarkozy has now recommended tax benefits, to stimulate further open source development, while technical universities across France have prioritized open source, even offering advanced degrees in the subject
As in previous years, the Actuate research explores OSS trends at three levels: awareness and adoption; benefits and barriers to adoption; and the evolution of open source-based business intelligence Encompassing a significant response rate (close to 1,000 respondents) from across the Financial Services market, the Public Sector and the Manufacturing industry, the survey is one of the broadest studies of its kind about OSS attitudes and practices

Key findingsThe figures show that Europe forges ahead of North America in its preference for open source platforms, particularly in the deployment of new applications, and replacement of outdated systems, with France and Germany at the forefront
When French respondents were asked about the extent to which open source software (OSS) is considered when procuring software, close to two-thirds (61 6%) stated that it is either the preferred option, or explicitly considered as an option when procuring software This is a significant statistic, exceeded only by Germany (63 6%)

Digging deeper into organizations’ approaches to OSS, Actuate found, in the UK, that the proportion of respondents believing that the benefits of open source software outweigh the inhibitors has increased this year to 54 0% (from 45 3% in 2007) This figure rises to 65 4% in France, North America 53 8% and Germany 48 6%
Persisting barriers to adoption include a lack of in-house skills to implement OSS (cited as 58 2%) – overtaking perceived issues with the availability of long-term support This suggests not only that to have come to this conclusion more organizations have progressed further with their investigations into the value of open source, but also that the skills are harder to find because of the greater adoption of OSS across businesses generally
The findings tally with those of analysts including Forrester, which reported this year that Europe is leading the adoption of enterprise open source Our findings confirm that 42 3% of French and 50 7% of German respondents are already using open source with the UK and North America showing 42 9% and 39 6% respectively

Survey methodologyThe 2008 Actuate Annual Open Source Survey was conducted by Survey Interactive, an independent research agency specializing in the IT and media sectors An online survey methodology was employed with invitations sent via email to senior personnel in North America, France, Germany and the UK Individuals to whom the invitations were sent were pre-selected to ensure that they met the profile of the target audience for this research All survey completions were then subjected to Survey Interactive’s rigorous data cleansing techniques to validate responses and to ensure integrity of data Close to 1,000 respondents from across the 4 regions responded to this survey, making this one of the larger studies of its kind

Among respondents not having any plans to adopt open source software, the main reasons given are that they consider it high risk (36 0%) or are unclear about the business benefits (30 7%) About one quarter (26 7%) do not see a need for it

The two most widely used open source technologies remain Linux (45 6%) and Apache (44 1%), with the proportion of respondents using each showing little variation since last year’s survey The next most commonly used open source technologies are Tomcat (32 8%), Mozilla (27 6%) and MySQL (27 2%), with each recording broadly similar penetration to the last year Eclipse (25 8%) has moved ahead of PHP (21 6%) this year, with JBoss remaining virtually unchanged (14 7%)

The three main perceived barriers to adopting open source technologies remain the availability of long-term support (48 2%), long-term maintenance (43 3%) and lack of in-house skills to implement (42 9%), with the proportions mentioning these issues virtually unchanged since last year’s survey As in the previous survey, these are followed by incompatibility with existing applications/data (30 9%) and proven track record in real-world applications (27 3%) Analysis by sector reveals that Public Sector respondents are more likely to mention lack of in-house skill sets to implement and, as in the 2007 survey 2 years running, this remains the biggest perceived barrier for Public Sector respondents
For UK respondents (chart not shown here), the lack of in-house skill sets to implement open source software came to the fore, reflecting that implementation and mainstream adoption are the context in which barriers are being considered

Germany HighlightsGermany featured well in the 2007 Open Source Survey, showing higher awareness and adoption than the other regions This year’s survey confirms that half of German respondents (50 7%) are already using open source software, the highest of all the regions, with the UK and France showing 42 9% and 42 3% respectively North American scored lowest with 39 6%
Analysis by sector shows that, as in the 2007 survey, open source appears to be making greater progress in Financial Services with a higher proportion of companies in this sector currently using this technology compared with Manufacturing

Just over half of companies (55 0%) are currently using Linux, with 52 1% using Apache The next most commonly used open source technologies are Tomcat (44 3%), MySQL (35 7%), Mozilla (34 3%), PHP (33 6%), Eclipse (30 7%) and JBoss (22 1%) While the penetration of most of these technologies shows only minor variation by sector when compared with the 2007 survey, Apache, Tomcat, JBoss and, in particular, Eclipse have higher penetration in Financial Services

France HighlightsThis is the first year that the Actuate Open Source Software survey extended to include France The findings are in keeping with the latest Forrester Open Source survey, International Adoption of Open Source, Q3 2007 which highlighted a leading adoption of open source by France and Germany
France shows high awareness and adoption of open source software with 65 4% of respondents stating that the benefits outweigh the inhibitors 63 6% of French respondents also confirmed that open source is either the preferred option or explicitly considered as an option when procuring software and this is the highest amongst the 4 regions surveyed

The Actuate 2008 Open Source Software survey focused on French Financial Services and Manufacturing sectors The survey showed that penetration of the various open source technologies is almost invariably higher in Germany and France than North America and the UK, the one exception being lower usage of JBoss in France Penetration of Eclipse, in particular, was noticeably higher in France than the other countries

Q. Overall, do you feel the benefits of open source technology outweigh the inhibitors to adoption?
The proportion of respondents who feel that the benefits of open source software outweigh the inhibitors (65 4%) is five times as high as the proportion who do not believe this (12 8%), whilst just over a fifth (21 8%) are non-committal France scores highest on this question overall with the UK showing 54 0%, North America 53 5% and Germany 48 6%

ConclusionIt is clear in North America and Europe that open source has entered the mainstream The open source movement has been revolutionary in shaping software procurement and application development decisions and processes and is beginning to influence how commercial software is being built Open standards, community participation, widely evaluated milestone releases and a constant feedback loop are increasingly becoming the norm in popular value added product lines As we look forward to 2009 and beyond, open source will increase its footprint and is likely to deepen its impact
