Report of the PresidentDr. John A. D. Cooper provided the Assemblywith the latest information about the fiscal year1982 budget and appropriations process, mc1udmg OMB action to defer expenditures offunds in excess of the Administration's September budget. Dr. Cooper anticipated that pressure to reduce funding for programs of interestto medical centers would not abate.
The Association has been notified that thePew Memorial Trust would support its proposalfor Regional Institutes on Geriatrics and Medical Education. The steering committee for thisnew AAMC initiative would be chaired by Joseph E. Johnson, III, M.D., Chairman of Medicine at the Bowman Gray School of Medicine.
Another new Association project, a study ofthe General Professional Education of the Physician, had been funded by the Kaiser FamilyFoundation. The Advisory Panel for this project will be chaired by Steven Muller, Presidentof Johns Hopkins University. William Gerberding, President of the University of Washington, Seattle, will serve as vice chairman. Theadvisory committee will have broad representation from university and medical school faculties and the medical profession.
Dr. Cooper discussed the Association's activities with respect to the competition issue. Although there did not appear to be sufficientconsensus in Congress for enactment of any ofthe existing competition proposals, Dr. Cooperpredicted that medical centers and teachinghospitals would nevertheless be subject tomounting competitive forces and that therewould be increased regulatory approaches tocontaining costs.
Report of the Council of Deans
Dr. Steven C. Beering reported that the springmeeting of the Council of Deans had beendevoted to "Crosscurrents of the Eighties." Anadditional feature of that program had been anorientation session for new deans. The Councilhad amended its rules and regulations to ex-

Report of the Council of Academic Societies
Dr. Daniel X. Freedman stated that the February interim meeting of the CAS had dealtwith the proposed single route to licensure andexternal evaluation examinations. In March theCouncil had held an emergency meeting withrepresentatives of the Reagan Administrationto discuss budgetary matters. The CAS program at the Annual Meeting had included sessions on the appropriate college preparation formedical school, the role of basic scientists inclinical departments, the reinforcement ofbasicscience education during clinical education,and the identification of basic science conceptsfor medical student learning.
Report of the Secretary-Treasurer
Mr. Stuart Marylander, in his report as Secretary-Treasurer of the Association, reviewed theactivities of the Audit Committee and the Association's fmancial statement.
ACTION: On motion, seconded, and carried,the Assembly adopted the report ofthe SecretaryTreasurer.
Report of the Council of Teaching Hospitals
Mr. Marylander reported that the Council ofTeaching Hospitals' principal project throughout the year had been its study of the distinctivecharacteristics and related costs of teachinghospitals. Although the study had been delayedby problems in obtaining all of the requireddata, it was anticipated the study would beready for publication early in the next year.
Report of the Organization of StudentRepresentatives
Mr. Grady Hughes reported that the OSR hadincreased its efforts to affect Congress on student financial assistance issues. The OSR had

also developed due process guidelines and haddistributed an issue of the OSR Report onphysician manpower. During the past year theOSR had also worked on a number of otherprojects, including a study of ethical issues atmedical schools and a network for exchange othousing information. At the Annual MeetlIlgthe OSR had sponsored several discussion sessions and had passed a number of resolutIOnswhich would be transmitted to the Council ofDeans. Ed Schwager was named ChairpersonElect of the OSR.

Amendments to the Association Bylaws
ACTION: On motIOn, seconded, and camed, theAssembly by unanimous ballot amended the AsSoclUtlOn bylaws to read as follows:
Article I, Section 2B:Distinguished Service Members shall bepersons who have been actively mvolved inthe affairs of the AssociatIOn and who havemade major contributions to the Association and its programs.
Article I, Section 3E'Distinguished Service Members shall berecommended to the Executive Committeeby either the Council of Deans, the Councilof Academic Societies, or the Council ofTeaching Hospitals The Executive Committee shall present DistingUished ServiceMember nominations to the ExecutiveCouncil
Article VI, Section 2:The Executive Council shall consist of ninemembers elected by the Assembly and exofficIO the Chairman, Chairman-Elect andImmediate Past Chairman of the Assemblyand each of the three Councils created bythese bylaws, the President of the Association, and the Chairperson and ChairpersonElect of the Organization of Student Representatives, all of whom shall be votingmembers. Of the nine members of the Executive Council elected by the Assembly,one shaH be a member of the Council ofAcademic Societies, one shall be a memberof the Council of Teaching Hospitals, SIXshall be members of the Council of Deans,and one shall be a Distinguished SeTVlceMember. The elected members of the Executive Council shall be elected by the Assembly at its annual meetmg, each to servefor three years or until the electIOn andinstallation of a successor. Each shall beeligible for re-election for one additionalterm of three years. Each shall be electedby majority vote and may be removed by a

vote of two-thirds of the members of theAssembly present and voting.
Article VI, Section 7.In the event of a vacancy on the ExecutiveCouncil, either through resignation of anelected member or election of such a member to an ex officIo seat on the Council, theremammg members of the Council mayappoint a successor to complete the unexpired term. The Council is authorized at Itsown discretion to leave a vacancy unfilleduntil the next annual meetmg of the Assembly. Members of the Executive Council areehglble for election to the Council for twofull terms following completion of any partial term.
