Meeting of Joint Co-ordination Committee for IPPs in Southern region
held on 2nd
July 2012 at POWERGRID Office in Hyderabad
1. List of participants is given at Annexure – I.
2. ED (SEF & CE), POWERGRID welcomed the representatives of IPP generation
developers of Vemagiri area & Krishnapatnam area in Andhra Pradesh, Tuticorin area &
Nagapattinam/Cuddalore area in Tamil Nadu and other IPP developers granted
Connectivity/LTA in Southern Region. He stated that after about 2 years of grant of Long
Term Access / Connectivity the status requirement has graduated from mere availability
of various clearances to actual physical status at site.
3. ED (SR-I), welcomed all the participants to the new office building of SR-I Regional
Head Quarter. He informed that works on almost all the High Capacity Corridors have
been initiated and the matching progress is required from the generation developers also
to avoid any mismatches.
4. DGM (Engg-SEF), POWERGRID informed that in the present meeting 16 numbers of
applicants have been invited. He proposed to discuss the status of generation &
transmission area wise. Towards this the discussion was started from Krishnapatnam area.
4.1 Krishnapatnam Area, AP
a. In the Krishnapatnam area, 4 nos of IPPs had signed BPTA viz. Simhapuri Energy
Private Limited (SEPL) – 600 MW, Meenakshi Energy Private Limited (MEPL) –
1000 MW, Thermal Powertech Corporation India Limited (TPCIL) – 1320 MW
and NCC Power Projects Limited (1320 MW). Further VSF Projects Limited (360
MW) has been granted connectivity at Nellore Pooling station.
b. POWERGRID informed that implementation of the “Common System associated
with ISGS projects in Krishnapatnam area of Andhra Pradesh” is under progress
and the completion schedule is September, 2014 as per the BPTA signed earlier.
Further the Kurnool 765/400 kV substation and its connectivity is also taken up
along with the transmission system for IPP projects in Krishnapatnam area and the
implementation is under progress.
c. Representative of MEPL informed that the construction of their generation project
is under progress. He informed that Unit-I (150MW) is already synchronized with
the grid and Unit-II (150 MW) is expected by August/September, 2012. For the
phase-II comprising of Unit-3&4 of 350 MW each, the contracts have already
been awarded & pilling work for boiler & STG have been completed. The units

are anticipated to be commissioned by September, 2013 & December, 2013
respectively. As regard the availability of fuel it was informed that FSA for 70 %
with MCL is to signed shortly and balance 30% imported coal the arrangements
are already in-place.
d. Representative of TPCIL submitted detailed status report for their 2x660 MW
generation project as per which the commissioning schedule is revised to May,
2014 & August, 2014 from earlier January, 2014 & April, 2014 respectively.
Present status of Bolier & Turbine are as below
� Boiler (Unit # 1 & 2) Fabrication of Boiler Steel structures and Air Preheater
has been completed and delivered
� Fabrication works for Super heater coils, reheater coils, de-super heater,
economizer system are under progress
� Turbine (Unit-I) – Fabrication work for LP and HIP Cylinder, Frame, Bearing
and Valve are under progress
� Turbine (Unit-II) – Raw material preparation works for LP and HIP cylinder,
MS Piping DEH, TSI, ETS and Oil system, frame are under progress
Representative of TPCIL requested that they would require startup power from
July, 2013 instead of May, 2013 as informed earlier. Towards this POWERGRID
informed that as per the BPTA signed with TPCIL for implementation of
connectivity transmission line the schedule is May, 2014, however, as covered
under the Transmission Agreement dated 23.11.2011 the requirement of TPCIL
can be attempted to be met on best efforts basis.
e. Representative of NCC Power Projects Ltd. informed that all the statutory
clearances & permission for the project have already been obtained. Physical
possession of the land required for the project & site leveling and grading have
been completed. He submitted detailed status report for their 2x660 MW
generation project as per which the commissioning schedule is March, 2015 &
June, 2015 respectively. He also informed that 1250 of 2240 working piles have
been completed and works in BTG area are under progress. It was also informed
that work on other infrastructure related works is progress as per schedule.
f. Representative of VSF informed that their project capacity is 350 MW and the
commissioning scheduled is revised to July, 2015 from June, 2014 as informed
earlier. It is also informed that in-principle sanction obtained from Power Finance
Corporation Ltd., however financial closure is yet to achieved which is expected
to be done by July, 2012. On enquiry it was informed that EPC Contract for DTG
& BOP is under process & shall be awarded shortly as few contactors have
already identified. About fuel tie-up it was informed that they have power tolling

arrangement with PTC for the coal. As such there is no physical progress on the
project site.
Regarding connectivity line POWERGRID informed that since project capacity is
less than 500 MW, the same has to be implemented by the VSF. Therefore he
suggested that timely action towards various statutory clearances required for the
same should also be under taken.
g. No representative from SEPL attended the meeting, however as informed earlier
Unit-I & II of 150 MW each had already been commissioned and Unit-III & IV of
150 MW each is scheduled for commissioning by November, 2012.
4.2 Srikakulam Area, AP
a. POWERGRID representative informed that in this area only one IPP viz. East
Coast Energy Pvt. Ltd. (1320 MW) had remained as environment clearance of
other IPP were revoked. As regards the transmission system investment approval
has already been obtained for Part-A which include establishment of Srikakulam
pooling station & Srikakulam – Angul 765kV D/c line and implementation works
shall start shortly which is scheduled for completion by June, 2015 as per revised
annexure of BPTA signed.
b. Representative of East-coast informed that works for implementation has already
resumed after MoEF has rescinded its work suspension order of generation
project, as all other necessary statutory clearances are in place. He informed that
Unit-I is scheduled for commissioning by November, 2014 and requested for
commissioning of the associated transmission system by same time frame. Upon
this POWERGRID representative informed that the works for implementation
shall commence shortly which shall commission by June, 2015 however
POWERGRID will make best efforts to match the transmission system with the
commissioning of generation project.
c. As regards progress of the work it was informed that piling work for Chimney &
Boiler area have already been completed and Pile cap is under progress.
d. Representative of East Coast enquired about the status of availability of land for
the Srikakulam pooling station. It was informed by POWERGRID that the
proposal for secition-4(1) notification in is secretariat and being pursued actively.
The representative of East Coast delivered copy of the letter for use of spare land
available with them for establishment of pooling station. ED (SR-I),
POWERGRID informed that the site selection for locating new substation is done
by a committee taking into consideration various standard parameters, in case of

Srikakulam also site has been selected after carefully considering more than 20
sites.
4.3 Vemagiri Area, AP
a. In the Vemagiri area, Samalkot Power Limited (earlier Reliance Infrastructure
Limited) (2400 MW), Spectrum Power Generation Limited (1400 MW) and GMR
Rajahmundry Energy Limited (768 MW) were granted LTA, who have signed
BPTA and furnished requisite BG. Further, Connectivity/LTA has been granted
to RVK Energy (Rajahmundry) Private Limited (360 MW).
b. POWERGRID representative informed that the investment approval has already
been obtained for establishment of Vemagiri pooling station & LILO of
Gazuwaka – Vijayawada 400kV S/c line at Vemagiri pooling station and
implementation works are under progress which is scheduled for completion by
June, 2014.
c. POWERGRID representative further informed that as per the decision of the 29th
meeting of the Empowered Committee on Transmission, POWERGRID & CEA
officials made a joint visit to the IPPs generation projects to get first hand
information on the status of generation projects on 30th
June and 1st July. Based on
the visit following was emerged, however the detailed report is placed at
Annexure-II
� Samalkot Power Ltd. has plans to setup 2400 MW in the present phase of
development comprising of 3 modules (2 GTs + 1 ST) of 800 MW each,
though there is a space provision for enhancing the capacity by additional 2
modules of similar capacity.
� Out of these 2 GTs (250 MW each) has already been synchronized once and is
presently idle for want of gas allocation. Further, 2 nos GTs has completed
Full Speed No Load (FSNL) test and is planned for synchronization as per
schedule by August, 2012.
� The construction of dedicate lines from switchyard to Vemagiri-II Pooling
station has also been commenced.
� GMR Rajahmundry Energy Limited has plans to setup 768 MW in the
present phase of development comprising of 2 modules (1 GT + 1 ST) of 384
MW each.

� First module is synchronized with the grid and second module is waiting for
permission for diversion of gas to carry out synchronization test.
� Entire switchyard including Bus reactor have also been test charged.
� Spectrum Power Generation Ltd has plans to augment the existing capacity
by 1400 MW gas based generation project.
� However during the visit it was informed that the placement of award for BTG
& BoP were about to be made when non-availability of gas for coming 3-4
years was notified by the Govt.. After that all the activities have been put on
hold. In fact SPGL had requested POWERGRID to cancel the earlier signed
BPTA/TSA and return their Bank Guarantee.
� RVK Energy Limited informed that in Phase-III, 360 MW of plant was
proposed for which Connectivity was granted by POWERGRID as the project
developer had most of the necessary clearances available.
� However in view of non-availability of Gas even for the existing project, no
physical activity has been observed for the phase-III project.
d. From the site visit of above 4 number of Gas based IPP generation projects, it was
seen that GMR project of 768 MW is already completed and Samalkot project of
2400 MW is partially completed. Therefore these two projects with a cumulative
capacity of about 3200 MW is likely to be available with good certainty.
e. Commissioning of the balance two projects viz. SPGL & RVK with cumulative
capacity of 1760 MW shall depend on availability of gas and till that time shall
remain uncertain.
4.4 Tuticorin Area, TN
a. POWERGRID representative informed that the implementation works for the
associated transmission system is under advance stage of implementation and
Part-A & B is scheduled for completion by July, 2014 & December, 2014
respectively.
b. The representative of CEPL indicated that the progress of generation project
(2x600MW) is satisfactory. The Boiler for the Unit-I has already been tested and
drawl of start-up power is expected by November, 2012 & the COD is expected
by February/March, 2013. as regards the implementation of dedicated
transmission line he thanked POWERGRID regional office for excellent support

they are receiving. He informed that out of the 32 foundations 27 have already
been casted. Similarly 21 numbers of Towers have already been erected. He did
not anticipated any problem on account of transmission line.
c. The representative of IBPML submitted status of their generation project (2x660
MW). He informed that they have fuel allocation for Unit-I of 660 MW from
MCL. Further he informed that BTG, ACC and BOP has already been awarded
and all the statutory clearances have already been obtained. Further survey for the
dedicated line upto Tuticorin pooling station is under progress.
4.5 Nagapattinam/Cuddalore Area, TN
a. In the Nagapattinam/Cuddalore area, 2 nos of IPPs had signed BPTA on 24th
December, 2010 viz. IL&FS Tamil Nadu Power Company Ltd. (1200 MW) &
PEL Power Ltd. (1320 MW) and furnished requisite BG.
b. POWERGRID representative informed that IL&FS had signed TSA with BPC
coordinator for the associated transmission system which is being implemented
through TBCB route. However PEL Power is repeatedly seeking extension as they
have not got “Consent For Establishment” (CFE) from Tamil Nadu Pollution
Control Board. He further informed that recently National Green Tribunal (NGT)
has suspended Environment Clearance (EC) of IL&FS Tamil Nadu Power
Company Ltd. and directed to carry out Cumulative Environment Impact
Assessment study for the entire region. NGT further directed MoEF for revision
of EC of IL&FS with additional conditions, if any.
c. Representative of IL&FS informed that they have already presented Rapid
Cumulative Environment Impact Assessment study before Expert Appraisal
Committee of MoEF on 25.06.2012 and they expect the revocation of suspension
of EC shortly. He also informed that they have made the submission to CERC in
regard to the Petition filed by POWERGRID about uncertainty of the generation
project. As regards status of generation project it was informed that EPC award
for complete plant is placed, the project is based on 100% imported coal from
Indonesia, all statutory clearances viz. CFE from TNPCB already obtained also
they have received approval under Section-68 from Govt. of India for
implementation of dedicated transmission line and route alignment is under
progress. However as directed by NGT presently no civil construction is being
carried out at the site.
d. Representative of PEL Power however informed that they had initiated various
steps and spent substantial amount to implement the project as per schedule. They
were also successful in mobilizing all the required infrastructure viz., land, water,

fuel etc. and also all the required statutory clearances are in place. However they
could not proceed ahead with project construction work as Tamil Nadu Pollution
Control Board (TNPCB) has not yet granted Consent For Establishment. In view
of this they are placed in a critical situation for reasons beyond their control as far
as the implementation of the generation project is concerned.
4.6 Regen Power Pvt. Ltd. (600 MW)
a. POWERGRID representative informed that Regen Power Pvt. Ltd. (600 MW)
wind based generation developer was granted connectivity at Pugalur substation
through Regen pooling station – Pugalur 230kV D/c (Twin Mosse) line. The
connectivity transmission line is being implemented by the developer as per their
request.
b. Representative from Regen informed that the wind project commissioning is
scheduled Phase-I (300MW) for March, 2014 and Phase-II for December, 2014.
he also informed that they have installed 8 wind masts in Vagarai to understand
the wind flow in this region. All the masts are of 85m height and have multilevel
measurement, giving a comfort for better understanding. From the measured data,
it is observed that the predominant wind direction is from west and the main wind
season is from April to September. More than 250 Locations are already acquired
and remaining under process.
c. The wind turbine of 1.5 MW each, totaling 400 numbers will be erected in an area
spread some 15Km from centre of the wind farm, encompassing the villages of
Tirupur district.
d. He further informed that following statutory clearances have already been
obtained
� In principal approval received from TANGEDCO for WEG locations and
Substations
� 150 WEG Locations (225 MW) Registered at TANGEDCO, balanced
under process
� CWET Certificate for one Wind Mast received, for 3 wind masts
certification is under process
4.7 Surana Power Limited (350 MW)
a. POWERGRID representative informed that Surana Power Ltd. (350 MW) Captive
generator was granted connectivity at Raichur (New) substation through
Generation switchyard – Raichur 400kV D/c line. Regarding connectivity line
POWERGRID informed that since project capacity is less than 500 MW, the same
has to be implemented by the Surana Power. Therefore he suggested that timely

action towards various statutory clearances required for the same should also be
under taken.
b. Representative from Surana Power informed that they have received all the
statutory clearances including Consent For Establishment (CFE) from Karnataka
State Pollution Control Board. He further informed that
o 70% of the general civil works under Power Block has been completed
o Boiler drum for Unit-I has been installed on 10th
May, 2012
o Chimney shell has been casted
o Route survey completed for power evacuation line

Report of Site Visit to the IPPs generation Projects in Vemagiri Area
In the 29th
meeting of the Empowered Committee on transmission held on June 15, 2012 at
New Delhi, it was decided that a team of CEA and POWERGRID officials would visit the
IPPs generation projects sites in Vemagiri area to get first hand information on the status of
generation projects. Accordingly, following officials of CEA and POWERGRID visited
generation project sites of various IPPs in Vemagiri area on 30th
June and 1st July 2012.

Following generation sites, which have availed LTA/Connectivity, in the Vemagiri area were
visited

1. Samalkot Power Project Ltd.
� There is a existing 220 MW gas based generating station which is connected to AP
State grid through 220kV lines.
� Samalkot has planned to setup 2400 MW in the present phase of development
comprising of 3 modules (2 GTs + 1 ST) of 800 MW each, though there is a space
provision for enhancing the capacity by additional 2 modules of similar capacity.
� It has been informed that 2 GTs (250 MW each) has already been synchronized once
and is presently idle for want of gas allocation. Further, 2 nos GTs has completed Full
Speed No Load (FSNL) test and as per schedule is planned for synchronization by
August, 2012.
� It has been observed that physical work for 1st Steam turbine has been commenced
and has been scheduled for synchronization test by March, 2013
� The 400kV GIS switchyard has 23 nos. of bays out of which 16 nos. of bays have
already been erected and work on balance 7 nos. of bays is under progress which is
scheduled for commissioning in next 2-3 months.
� The construction of dedicated lines from switchyard to Vemagiri-II Pooling station
has also been commenced and about 20 nos. of towers out of 39 nos. for line-1 has
been completed.
� General observation – the worked at the generation was observed to be going on full
swing with number of large cranes deployed at the project site. It was informed that
about 1000-1200 workers are presently working at site and construction work is going
on as per schedules.

2. GMR Rajahmundry Energy Limited
� There is a existing 380 MW generating station (1 GT + 1 ST) which is connected by a
400kV D/c line to existing Vemagiri substation of APTRANSCO.
� GMR has plans to setup 768 MW in the present phase of development comprising of
2 modules (1 GT + 1 ST) of 384 MW each.
� Proposed GTG#2 & STG#2 were synchronized with the grid in Aug. 2011 & Dec,
2011 respectively. Similarly GTG#3 & STG#3 have also completed first fire and
FSNL test and waiting for permission for diversion of gas to carry out
synchronization test.
� Entire switchyard including Bus reactor have also been test charged.
� It was informed that 400 kV dedicated line to Vemagiri Pooling Station of Powergrid
would be completed by July 2012.

3. RVK Energy Limited
� Presently there is 37 MW of Gas Engines (like DG sets that run on Gas instead of diesel).
These Gas Engines comprise of 3 nos. of new units of 9 MW each and 3 nos. of 3.25
MW each shifted from their project at Machilipattnam.
� It was informed that since erection these units have not been operated due to non-
availability of Gas.
� In the second phase additional 37 MW Gas Engines had been planned and their
foundation has been constructed but it was not pursued further due to non-availability
of gas.
� In the Phase-III, 360 MW of plant was proposed for which Connectivity was granted
by POWERGRID as the project developer had most of the necessary clearances
available.
� However in view of non-availability of Gas, no physical activity has been observed at
site for the phase-III project.

4. Spectrum Power Generation Ltd. (SPGL)
� Presently there is existing 208 MW generating station which is connected to AP State
grid through 220kV lines. It was informed that for past some time the plant is running
at very less PLF due to limited availability of Gas.
� In the present phase of development, SPGL has planned to augment the existing
capacity by 1400 MW gas based generation project.
� It was informed that the placement of award for BTG & BoP were about to be made
when non-availability of gas for coming 3-4 years was notified by the Govt. After that
all the activities have been put on hold. In fact SPGL had requested POWERGRID to
cancel the earlier signed BPTA/TSA and return their Bank Guarantee.
� The team did not observe any activity going on at site towards implementation of the
proposed augmentation of the generation project.
5. Conclusion
� From the site visit of above 4 number of Gas based IPP generation projects, it was
seen that GMR project of 768 MW is already completed and Samalkot project of 2400
MW is partially completed. Therefore, these two projects with a cumulative capacity
of about 3200 MW is likely to be available with good certainty.
� Commissioning of the balance two projects viz. SPGL & RVK with cumulative
capacity of 1760 MW shall depend on availability of gas and till that time uncertainty
about these projects would remain.
