StageTime Information
StageTime is the name of the Results program RallyWA use for the 2019 season. Just Imagine Software created StageTime, updates StageTime, and supports RallyWA when using it. RallyWA is licensed to use StageTime in 2019. Notations: DNS Did Not Start
Usually no times in all SS columns for a competitor
DNF Did Not Finish Usually no times in some SS columns for a competitor
* Missed stages and Allocated/Derived times (often these terms are used interchangeably) Missed a stage and at fault? Then usually you will be given a time that is slowest time in a competition (eg WARC/Clubman) plus 30 seconds. In this calculation, any times of any ineligible/invitational competitors are ignored. NRC SSR 8(g) If you missed a stage (or failed to complete a stage) and were not at fault? Then you will usually be allocated a time by the stewards, a time the stewards consider to be the fairest. Often a time comparable to the fastest on stage compared to other stages; sometimes similar to other competitors when compared to other stages. See NRC 7.10 (c), NRC 7.9 (b) (i) & (iv)

Results Report
Stage Times were not automatically coming in to the results system. Contact was made with the
timing people and access to their website was granted, and results were manually entered.
Time cards were not very well filled in, making penalties very difficult to discover. Some penalties
may have been missed because of this (and the incident at the end of the event).
There was an incident on SS5 that caused the stage to stop, and this also caused SS6 to stop as well.
Because of this, not all competitors were able to do one or both of those stages. Therefore, it was
decided that everyone who did not complete SS5 or SS6 was to get an allocated time, the same as
the slowest. Initially the Results Team mistakenly gave those without an SS6 time, a slower time, as a
competitor’s liaison time was accidentally used. This was rectified soon after the event, and CoC Neil
then held presentations in the centre of the service park.
Unfortunately, (due to the internet connection or other reasons) the results after the allocated times
(and removal of some penalties by the CoC) were not pushed to
http://www.rallyresults.com.au/warc/2019/karrirally/default.asp. This was rectified early the next
morning (before 10:00am).
A competitor enquiry was received on Sunday to look in to the allocated times for SS5 and SS6. The
Results team used a method appropriate to the conditions (number of cars and number of stages
already completed) to produce different times for all competitors that did not complete SS5 and SS6,
and these were implemented in the days after.
The Results team also corrected an errant time for car 4 on SS6 – accidentally 4 minutes quicker than
it should be. We suspect it was a human error and not from the timing system.

1 ORGANISATION
The Event shall be a Special Stage Rally held under the FIA International Sporting Code including Appendices, the National Competition Rules (NCR) of the CAMS, the National Rally Code, the CAMS Western Australian Rally Championships and Series Standing Regulations (CWARCS), these Supplementary Regulations, any Further Regulations and any authorised Bulletins which may be issued.
This Event will be conducted under and in accordance with CAMS OH&S, CAMS Safety 1st and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au.
Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the Event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au.

2.3 START
It is up to the Crews to make sure that they are at TC0 on time. Start Order will be posted on the Official Notice Board as per Event Programme.
2.4 CANCELLATION
The organisers reserve the right to cancel, abandon or postpone the event if there is insufficient number of entries into the event to cover budget set by Organisers or by reasons of force majeure or safety in accordance with NCR 59 of the current CAMS Manual.
2.5 NOTICES TO COMPETITORS – CREW CONDUCT
Crews are reminded that normal road traffic rules apply on liaisons. Please be aware that all liaisons are to be treated as quiet zones. Breaches of this regulation will result in penalty.
Competitors are reminded that their behaviour, and that of their service crew, during and after the event is under scrutiny, accordingly anyone seen to be behaving in manner likely to bring the sport into disrepute will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty.
2.6 SAFETY & PUBLIC RELATIONS ON ROAD SECTIONS
Crews are advised that all road sections are subject to special conditions. This applies to all roads except between the Start line of a Special Stage and the Stop Control located soon after the Flying Finish.
In these sections the following applies:

• 100kph maximum speed limit on sealed (Tarmac) sections of Road (or less depending on road speed limit signs)
• 80kph maximum speed limit on unsealed sections of road (or less depending on road speed limit signs including for road works)
• No vehicle braking or accelerating whatsoever other than as required to safely traverse the road section. No swerving unless for the avoidance of an unexpected hazard.
• No passing or overtaking on unsealed roads except if a vehicle ahead is slowing to stop or turning off the road (such as into spectator points etc.)
Competitors observed taking these actions and reported to the organisers by any Rally Official, Police Officer or CAMS official will face the following penalties:
• 1st offence - $250 fine • 2nd offence – 1 minute time penalty • 3rd offence – Exclusion from the event and/or results
These penalties will be applied by the Clerk of the Course as soon as possible after the report. Crews will then have the option to lodge a protest with the Stewards of the event, however the penalties will apply until such time as the Stewards or CAMS’ normal judicial processes deem otherwise.
2.7 SCRUTINY
Competitors are reminded that in accordance with NCR 67, they must present the following items to the pre-event documentation check:
• CAMS Licence for Competitor, Driver and Co-Driver (CR/CRN licence or superior) • Current CAMS Affiliated Car Club Membership Card for Driver and Co-Driver • Civil Driving licences for both Crew Members
(not required if Co-Driver has a navigator only licence) • CAMS Vehicle Log Book • CAMS Roll Cage Certification Documents • Homologation Papers and/or Workshop Manual • Current Vehicle Licence/Permit/Registration Papers
2.8 PRE EVENT SCRUTINY
See the Event Programme for Scrutiny Details.
A reminder to Crews that as per the 2019 CAMS Western Australian Rally Championships and Series 2019 Season Standing Regulations, Item G3 (iv), any vehicle that has not yet had a thorough pre-season inspection, including underbody, must either attend Metro Scrutiny or contact the Organisers/Scrutineers to arrange to have their vehicle inspected on a hoist prior to the event.
*Please Note: Country Scrutiny is only available for Competitors who do not live in the Metropolitan Area (defined as the area within a 45km radius of the Perth GPO). WARC Competitors who need to represent or are doing country Documentation will need to have their Service Crew available for this, as they will be out on RECONNAISSANCE at the time of Scrutineering.
Crews must have accepted the CAMS disclaimer prior to the Crew being permitted to commence reconnaissance or starting the Event (Clubman Crews).
2.9 POST EVENT SCRUTINY
Will be held at the undercover area next to the TBA as per Event Programme
2.10 VEHICLE PRESENTATION
Vehicles when presented for scrutiny must be in a clean condition. There must be no mud or dust on any of the coachwork, engine area, wheel arches or under body of the vehicle. Vehicles must be adequately muffled to comply with noise restrictions.
Vehicles fitted with a turbocharger when presented for scrutiny must be presented with cold turbochargers. Turbochargers should also be drilled ready for turbo sealing.

All Event Signage (including series and event sponsor stickers) must be applied prior to the vehicle being presented to scrutiny. It is recommended that Pre-event Documentation, where you can obtain event signage, is completed prior to presenting to scrutiny
2.11 HELMET AND CLOTHING SCRUTINY
Competitors are advised that the Scrutineer will inspect Crews clothing, footwear and helmets during Pre-event scrutiny. All such items should be presented at this time. All Crew apparel shall comply with Schedule D of the CAMS Manual.
2.12 VEHICLES WITHDRAWING FROM RALLY
Any vehicle withdrawing from the event, and in particular damaged vehicles, must present the vehicle to the Scrutineer, or their nominated representative, before leaving the event location.
2.13 SAFETY - DISPLACING COURSE MARKERS
Crews are advised that if they displace any course markers (e.g. Bunting Tape, Mesh, Plastic Delineators, Caution Board, Corner Markers etc.) during the stage (e.g. Overshooting a corner or intersection) that they MUST provide specific details, including the location of the course markers, to the Officials at the next Stop Control. Failure to provide details will result in referral to the Stewards for consideration of a penalty.
2.14 SAFETY – STOPPING ON STAGE (OK / SOS BOARD) Crews are advised that if they stop during a Special Stage that they MUST safely display their Safety Triangles and the OK / SOS Sign to following Crews. This is particularly important where the vehicle is not readily visible to following Crews (e.g. Vehicle is located well off the course on a side road). Failure to display Safety Triangles and/or the OK / SOS Sign will result in referral to the Stewards for consideration of a penalty.
3 AGENCIES INDEMNITIES
Representatives of the Department of Biodiversity, Conservation and Attractions (DBCA), Forest Products Commission (FPC), Local Authorities, Department of Water (DOW) and the Water Corporation (WC) have not inspected the route or adjacent roads and cannot guarantee that the roads are or will be suitable and safe for the purpose of the rally.
Accordingly, each person uses the roads entirely at his or her own risk.
4 RALLYSAFE
Rallysafe is compulsory for ALL competitors, INCLUDING Clubman Cup.
All competitors are to have a full Rallysafe Fitting Kit installed prior to scrutiny.
Note: Rallysafe recommend that the wiring loom is fitted to a fused CONTSTANT 12V Power Supply (i.e. not a source that turns off with the ignition)
5 TIMING & RESULTS
The Rallysafe system will be utilised for timing & results during the Trade Hire Karri Rally.
Provisional results will be posted 30 minutes after last car finishes on the Official Notice Board. These results will become Final 72 hours after posting subject to no protests being received.
Protests, if any, must be lodged in accordance with Part XII of NCR.
6 AWARDS 6.1 TROPHIES
Trophies shall be awarded in accordance with section H4 of the current CWARCS

6.2 PRESENTATION
A provisional awards presentation will be held as per the Event Programme immediately after the event in the Trade Hire Karri Rally.
Clubman Cup awards immediately after last Clubman Cup crew finish.
WARC awards will be immediately after last WARC crew finish
7 RE-JOINING THE RALLY
Any car unable to continue to follow the route for any reason will be able to re-join the event in accordance with section G10 of the current CWARCS and will be eligible to be classified in the results. Series points are allocated as per H6 of the current CWARCS.
8 SERVICING & REFUELLING
Servicing regulations will be as per Australian Rally Championship Sporting & Technical Regulations, Section 16, Traffic and Repairs (Servicing).
The service park for the event will be located at the old hockey grounds, Rutherford Street Manjimup. See service park map for approved areas.
Outside of this defined service park any repairs or intervention on the vehicles may only be carried out by the crew, using only such equipment carried on board that competitor’s vehicle. No external assistance of any kind is permitted.
Competitors who service outside the defined Service Parks or who receive External Assistance will be excluded from the event.
Registration of two (2) service vehicles is included per competing vehicle. All service vehicles must display their red service number. If no number is displayed they will be asked to leave the service park and park outside the service area.
Registration of eight (8) Service crew is included per competing vehicle. Additional service vehicles and service crew may be registered for an additional fee ($50).
Registration of Service crew is via the online entry system (see www.rallywa.com), or alternative means provided by the Organisers upon request, and must be completed prior to the Drivers Briefing. Service Crew NOT registered will not be eligible for CAMS Insurance.
All servicing will be conducted in the area shown on attached map. Servicing is to be on a tarpaulin or similar ground sheet and must be placed under the competition vehicle extending beyond the perimeter of the vehicle. All mud and liquids must be placed in sealed containers and removed from the service park. Non-compliance will result in a report to the Stewards of the Meeting for consideration of exclusion or other penalty.
A penalty will be applied for any damage to property in the service area equivalent to cost incurred to repair.
Please Note: Competitors, crews, officials and spectators are reminded of their obligations and responsibilities with regard to Western Australian Occupational Health and Safety Regulations, including but not limited to safety when working under raised vehicles, working with compressed air and electrical equipment including tagging of appliances etc.
8.1 REFUELLING
Fuel must comply with Schedule G of the current CAMS Manual

Refuelling must be carried out in the defined refuel area located immediately after the service park exit control; no refuelling is permitted within the service park area.
Conditions of Refuelling are:
8.1.1 Up to two Service Crew members per competing vehicle will be permitted into the refuel
zone.
8.1.2 Road side refuelling is not permitted at any time.
8.1.3 Electric fuel pumps used to refuel must comply with the relevant Standards Australia standard for pumping the specific fuels.
8.1.4 Fuel shall be stored in the refuel zone during the operation of the Service Park.
8.1.5 Decanting of fuel between containers may only be done in a refuel zone or bunded
storage area.
8.1.6 Any action inside a refuel zone not directly involved in the refuelling of the competing vehicle is prohibited.
8.1.7 In all refuel zones, a 5km/h speed limit applies.
8.1.8 The Organisers strongly recommend refuelling from a closed hand pump system. The
responsibility for refuelling is incumbent on the crew alone and must be done in a manner which ensures that no fuel is spilt.
8.1.9 Engines must be switched off throughout the refuelling operation.
8.1.10 It is recommended that the Crew remain outside the car during refuelling; however, should
they remain inside, the safety belts must be unfastened and door open.
8.1.11 The Organisers recommend that all Service Personnel wear neck to wrist to ankle fire resistant clothing, balaclava and fire resistant gloves, all to an appropriate standard, during refuelling.
8.1.12 It is also recommended that an anti-static/grounding strap be connected between any fuel
containers and the vehicle being refuelled.
8.1.13 In the Event of a breakdown, the car concerned may be pushed out of the refuel zone by the crew members, officials and team members without incurring any penalty. An external battery may be used immediately before the exit of the refuel zone away from any refuelling activities.
8.1.14 Any breaches of the refuel Regulations, including refuelling outside of designated Refuel
Zones; Supplementary Refuel Zones or pumps at Service Stations, will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty.
Competitors with turbochargers are reminded of the requirements of fuel testing equipment as outlined in Appendix F of the current CWARCS. Fuel testing may occur and it is the competitor’s responsibility to provide the fittings required in order for a fuel sample to be obtained.
8.2 SERVICE PARK CONTROLS Time controls will be set up at the entry and exit to all services parks. The time allowed for service will be indicated in the road book. Liaisons to and from the Service Park do not form part of the service time provided.
Section times have been made long enough to not require the need for excessive speed.
Normal penalties will apply for late or early arrival at these controls.

8.3 SERVICE PARK SPEED LIMIT The area used for the Service Park is a shared use space and all vehicles entering the area are to adhere to a 10kms per hour (walking pace) speed limit. Any crew deemed to breach this speed limit may be reported to the Stewards of the Meeting for consideration of exclusion or other penalty.
All crews associated with the event are required to follow the instructions and advice of the Service Park Officials, failure to do so may result in referral to the Stewards of the Meeting for consideration of a penalty.
9 RECONNAISSANCE 9.1 PASSES FOR RECONNAISSANCE
Crews will be issued with a pass covering each stage and valid for two (2) passages over the course. This pass must be presented to and endorsed by an official at the start of each Special Stage during reconnaissance.
9.2 IDENTIFICATION NUMBER Each reconnaissance vehicle will be provided with a number to be placed in the top left corner of the front windscreen for the purposes of identification when in the forest. These numbers must be affixed to the vehicle for the entire duration of reconnaissance.
9.3 SPEEDS WHILST ON RECONNAISSANCE The maximum speed limit applicable on all unsealed competition roads during reconnaissance shall be 60km/h and all crews are required to strictly adhere to this limit. Under NO circumstances are crews to travel in the opposite direction to the set course. Please be aware that all Liaisons are to be treated as quiet zones.
On all unsealed liaisons a maximum speed limit of 80km/hr unless the posted speed limit is lower, in which case the lower limit will apply.
9.4 USE OF SPEED MEASURING DEVICES ON RECONNAISSANCE The speed of the vehicles being used for reconnaissance may be monitored by Officials using Speed Cameras, Radar guns or Rallysafe data. If a vehicle is deemed to be exceeding the reconnaissance speed limit Drivers MUST stop when indicated to by an Official or upon seeing a Red Flag or “STOP” sign. Drivers exceeding the Speed Limit during the Event, including during reconnaissance, will be referred to the Stewards of the meeting for consideration of a penalty.
9.5 ROADS WILL NOT BE CLOSED During reconnaissance, roads will NOT be closed and crews are advised that they do NOT have priority over other road users. Officials may still be setting up barriers and bunting and members of the public may also be using these roads and may be travelling in the opposing direction to rally traffic.
9.6 ROAD TRAFFIC RULES REMAIN IN FORCE Crews are also advised that the Road Traffic Act will remain in effect for the duration of reconnaissance and that all road rules must be observed (e.g. complying with advisory signs, obeying speed limits imposed and keeping to the left). Officials will be on course to police these regulations.
9.7 TIME FOR RECONNAISSANCE As per Event Programme.
9.8 VEHICLES ALLOWED FOR RECONNAISSANCE Reconnaissance may be carried out in any road-registered vehicle. Advertising, under body protection, safety equipment and internal navigational aids are permitted.
9.9 TYRES USED ON RECONNAISSANCE The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 12mm (worn rally tyres are not to be used). Tyres marked M+S having a non-aggressive tread pattern may be used.

9.10 ACCESS TO COURSE BY CREWS PRIOR TO RECONNAISSANCE Any member of the crew found on the course in the period two (2) months prior to the start of the rally, with the exception of the period allowed for reconnaissance as per these regulations and any authorised use, will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty.
10 USE OF PROHIBITED SUBSTANCES
ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing.
11 SOS SIGN
All competitors are reminded that there is to be a laminated SOS sign contained in the competition vehicle. These will be available at Documentation & Scrutiny and from Rally Headquarters.
12 ODOMETER CHECK
Odometer check will be located on the first liaison section from TC0.
The start of the odometer check can be found in the road book. Crews can follow the roadbook from the event start to the Odometer check.
13 EVENT SIGNAGE
Each competing vehicle shall attach the event signage supplied by the organisers as shown in Appendix N of the current CWARCS. The supplied event signage (including Door Card) is NOT to be modified in any way other than as allowed for in the CWARCS.
Vehicles that do not have the series or event signage correctly fitted for the entire duration of the event may be referred to the Stewards of the Meeting for consideration of exclusion or other penalty.
14 PROTEST
Protest must be lodged in accordance with Part XII of the NCR’s in the current CAMS Manual.

Camping
Camping is not permitted in the Service Park.
Fires
No fires are permitted during the event.
Duty of Care
We all have a duty of care to each other, if you see something that is not safe or believe could be an issue please advise the event organisers immediately.
Alcohol
The camping area is a community area (public place) normal local and state laws apply regarding the consumption of alcohol.
Noise
2300 hrs is quite time. Please be respectful of the people in the area that are not celebrating as much as you and respect the quite time cut off 2300 hrs.
Provision of officials
Competitors are reminded of their obligations under Appendix M of the current CWARCS. The organisers ask that all competitors provide one person to act as road closure official on the event. Prior CAMS accreditation is not required for road closure officials; they will be issued a trainee licence on the day. All duties, and responsibilities and authority that are applicable, will be fully explained and supported by documentation.

1. Remote Fuelling Provision is made for remote fuelling at the end of SS3/SS6 just south of Toponup Rd on Muirs Hwy. (Instruction 31 Page TC3/TC6) Service Crew are permitted in the Refuel Location to refuel the cars Please note that the refuel location will not be attended by Fire Personnel however a trailer containing necessary spillage items and fire equipment will be located there. Any spillage or fire is to be reported to the Clerk of Course immediately. Any action inside the Supplementary Refuel area not directly involved in the refueling of the competing vehicle is prohibited. 2. Service Stations You may refuel at the following service stations as they do not require deviation from the prescribed liaison route between the Service Park and Special Stages. Any action not directly involved in the refueling of the competing vehicle is prohibited.

To score Points in a series Should one of the rallies counting towards any of the Championships or series not be able to run in
its entirety for any reason, the points shall be awarded on the basis of the established classification:
full points if more than 50% of the scheduled length of special stages has been run, half points being
awarded if between 25% and 50% of the length of special stages has been run. No points will be
awarded if less than 25% of the scheduled length of special stages has actually been run. In the case
of events with heats the above requirements will apply to the length of special stages in each Heat.
The driver and co-driver do not alternate duties on competitive stages during the
heat, when the event has heats, or the event when there are no heats.

Crew members that are not eligible (including non-residents) will be ignored for the
purposes of allocating points.
Any competitor who rejoins under G10 Rejoining Events will be allocated 50% of
the points for the finishing position and any fraction below 0.5 is rounded up to 0.5,
and any fraction above 0.5 is rounded up to the next whole point.
Unless determined otherwise in the Sporting Regulations for a title, if two or more drivers score
equal points, the positions shall be determined by the greater number of higher placings. If this
mechanism does not determine the result, a tie shall be declared.
Series Points
Western Australian Rally Championship "Class Awards" and “Rookie of the Year”, series points will
only be awarded for events listed in the 2019 Calendar on page 3 as WARC = Western Australian
Rally Championship (all eligible competitors). (i.e. not for 2WD only rounds).
