2019 ITE Washington
Student Night Competition
The Washington State Section of the Institute of Transportation Engineers is pleased to announce the
2019 project for the annual student night competition.
Student Night will take place on Tuesday May 7th, 2019 at 5:30pm at the Ivar’s Salmon House on Lake
Union. Student Night will include of the announcement of our student scholarship awards as well as
awards for the Student Competition.
Interested students are invited to form teams of no more than 4 members to address the problem
statement below. Interdisciplinary teams are encouraged. Please email ITEWashington@gmail.com to
let us know of your intent to participate in the competition by May 1st.
Problem Statement The City of Bellevue is undergoing a study of the Wilburton Commercial Area for planning and land use
code updates. There are several major regional projects such as East Link light rail improvements and
the Eastside Rail Corridor which will increase the connectivity and vitality of this area. The Draft
Environmental Impact Statement (EIS) for the Wilburton Commercial area was recently released which
outlines the future vision of land use and transportation.
As regional projects are completed and new developments start, there is a need to start implementing
transportation projects that align and move the transportation network toward the objectives outlined
below. Student teams are asked to produce a project concept (or multiple project concepts) for corridor
improvements along 116th Ave NE from Main St and NE 8th St that meet the following outcomes:
• Improve connectivity, accessibility and efficiency of multimodal facilities along the corridor of
116th Ave NE from Main St to NE 8th St, while balancing the competing needs of all modes.
• Align with City of Bellevue adopted standards and guidelines.
• Ensure compatibility with the future capital project investments from the Wilburton Commercial
Area Draft EIS.
• Identify improvements that can be implemented in a near-term timeframe (< 5 years).
Known Conditions 116th Ave NE from Main St to NE 8th St currently has 2 vehicle lanes in each direction with a center two-
way left turn lane. There are signalized intersections at Main St, NE 4th St and NE 8th St. The extension of
NE 4th St from 116th Ave to 120th Ave was completed in 2015. The speed limit for this segment is 30 mph
and it carries roughly 24,000 vehicles per day.
The existing businesses in this segment are primarily auto dealerships but there are several newer retail
and food developments. Businesses are served by many individual driveways along the corridor.
Sidewalks are provided on both sides of the road with crossing opportunities at the signalized
intersections. There are no existing bicycle facilities for the section of 116th Ave identified.
Sound Transit light rail is currently under construction and crosses above grade at roughly the 600 block
and a station will be located northeast of the NE 8th St/116th Ave NE intersection. The King County Metro
route 271 currently serves 116th Ave NE south of NE 4th St. WSDOT will soon be starting construction of
the I-405 Express Toll Lanes from Bellevue to Renton, which will eliminate the Main Street bridge on a
temporary basis within the next 5 years as well.

Guidelines & Things to Know • Please arrive at 5:00pm to set up your team’s poster session. The event will begin at 5:30pm.
• Poster session will be an opportunity for ITE members to directly engage with student teams
and inquire about their project recommendation and analysis.
• Technical slideshow presentation should be 5-10 minutes. Project overview will be introduced
by a representative of City of Bellevue before student team presentations commence.
• The poster board session and presentation should cover analysis conducted, design
considerations, recommendation, and project costs.
• Judging will be based on:
o Poster session – Ability to clearly display your analysis, considerations and results, and
effectiveness of discussion with ITE members.
o Presentation – Ability to communicate in a clear and concise manner
o Understanding of the transportation topic and issue
• Attendees will vote based on the criteria above and the winning student teams will receive the
following prizes: 1st place $500, 2nd place $300 and 3rd Place $200
