DESCRIPTION
Russia’s tax regime and administrative system continue to develop and evolve. Tax reforms aimed primarily at development of tax legislation and administration, transfer pricing and holding company regimes are being implemented. Concurrently, a fall in corporate earnings and related tax revenues has increased the pressure on the tax authorities to meet state revenue goals. As a result, we continue to see a climate of tension between taxpayers and the tax authorities.
