Implementation of Part-66/147 in France

Before entry into force of Part-66 requirements

Choice of options

For examination

For conversion

Key issues

Examination

Conversion of national qualifications in Part-66 licenses

General overview

.

Return on experience – Part 66/147

23 23 Direction générale de l’Aviation civile

Before Part-66 licences

No “national licenses” but certifying staff authorization

Qualification of the certifying described in the maintenance organisation exposition

Choice of options

For examination:

• Examinations not organized by French CAA

o The easiest way was chosen

o Cost efficiency

o Reduced workload

o Private organisations had no objections

.

Return on experience – Part66/147

24 24 Direction générale de l’Aviation civile

Return on experience – Part66/147

• No central data bank for MCQs

o Cost efficiency

o Reduced workload

o Staff competencies (if training isn’t performed by FNAA, how to create MCQs?)

• Only type examination are conducted by French CAA

o By approved examiners on behalf of DGAC

o When the type training doesn’t exist in France (Thrush aircraft, R22)

o In overseas territories

Conversion provisions

• Different conversion procedures: standard; privileges maintain

25 25 Direction générale de l’Aviation civile

Key issues

Examination process, especially examinations without training

Return on experience – Part 66/147

Reported fraud and irregularities

Doubt about candidates’ knowledge

Return on experience – Part 66/147

Example

Questions too easy

Time unlimited

Cheating

Talking

Training exam questions

Providing exam questions for training

Providing answers during exam

Providing Certificate of recognition without exam

27 27 Direction générale de l’Aviation civile

Return on experience – Part 66/147

To ensure the security of the exams:

Conduct focused audits

Exchange information with EASA and other NAAs

Improve examination procedure:

• Secure storage

• Password protection

• Limited access

• Reduce staff involved

• Reduce lifecycle

• Preventing questions can circulate

• Limit use and refresh

28 28 Direction générale de l’Aviation civile

Key issues

Conversion process:

Identify the scope of a national certifying staff qualifications (type of qualifications, associated privileges)

Aircraft maintenance license

: means to prove that the national certifying staff qualification meet the basic the basic knowledge requirements and the basic examination standards of Part-66

Possible for qualifications given in JAR-145 and Part-145 organisations but not in General Aviation organisations

Limitations

30 30 Direction générale de l’Aviation civile

Return on experience – Part66/147

What kind of limitations?

Definition of 3 types of limitations

1) Generic limitation: resulting from the qualification framework

2) Technical limitation on aircrafts: limiting the scope of aircrafts (ex: all scope except aircraft with retractable landings gears)

3) Technical limitation on tasks: limiting the scope of tasks (ex: scope limited to electrical and avionic tasks)

Publish a public procedure: R-50-02

Determine the conditions of removal for each limitation, in specifying the module/subjects on which examination

is needed

How to remove the limitations?

35 35 Direction générale de l’Aviation civile

Return on experience – Part66/147

Conditions to remove Generic Limitations:

The removal of a generic limitation requires

the success on the basic exams for all the

relative modules of Partie-66 in the category

of the license.

Return on experience – Part66/147

That was the plan!

But in reality..

We didn’t have the concept of Generic Limitation

France was audited by EASA in 2008

We received a finding, and had to review about 1200 licenses

39 39 Direction générale de l’Aviation civile

Return on experience – Part66/147

That is why:

When the new B3 license was introduced by the amendment 1149/2011, we tried to anticipate

A national license was introduced, similar to the EASA B3 license, to facilitate the conversion
