Pari-mutuel horse racing can succeed as a legitimate major league sport only if its races are perceived by thewagering public to be honest, competitive contests,free from manipulation by man or drugs. TheCommission's drug detection program is one of thenation's most comprehensive and its laboratory, oneof the most respected in the racing industry.
Truesdail Laboratory in Tustin, California, serves asthe primary testing laboratory for the Indiana HorseRacing Commission. Truesdail Laboratory has beena leader in racing chemistry and drug-related re-
search for over 50 years. For each positive test, the offending horse was disqualified and placed last. In accor-dance with the pari-mutuel statute, all purse money earned is ordered returned and redistributed.

Pursuant to IC 4-31-11, breed development funds havebeen established to promote the breeding of horses whilestimulating the agri-business sector of the state'seconomy.
Historically, breed development funds have consistedof breakage (the dif ference in the rounding of f of pari-mutuel payoffs), outs (all uncashed tickets), and riverboatadmissions ta x allocation. This same funding mecha-nism has been in place until racinos opened at Indiana'stwo racetracks in June of 2008. At this time, riverboat
allocation was replaced by an allocation from slot ma-chine wagering at racinos in accordance with 71 IAC 4-35-7-12.

The statute permitting riverboat gaming in Indiana earmarks sixty-five (65) cents of the three dollar admission tax tothe pari-mutuel horse racing industry. These funds are distributed to various segments of the racing industry inaccordance with Commission rule 71 IAC 12-2-15. In 2007 the Indiana Legislature approved slot machine wageringat the State's two pari-mutuel racetracks in accordance with 71 IAC 4-35-7-12. Detailed racino slot distribution andpast riverboat revenue is noted in the charts below.

Pursuant to 71 IAC 12-2-15,riverboat revenue was allotted 40%to purses, 40% to the tracks and20% to breed development funds.Beginning April 2006, approxi-mately 2% of the riverboat revenuewas utilized to implement Integrity'06. Of the 40/40/20 split, thorough-bred and standardbred purseswere given 49% each and QuarterHorse purses were given 2% (ofthe 40%). The racetracks received50% each; standardbred and thor-oughbred breed development re-ceived 48% each with Quar terHorse breed development receiv-ing 4%.
